In particular, both the U.S. government's current organizational structure and the resources it now commits to water-related policies are inadequate for meeting the global water challenge in its current form. And when it comes to addressing future trends involving water, the government's structure falls far short of what will be required to respond to the mounting complexities--nd policy challenges--ssociated with the dynamic interactions among water, agriculture, the environment, and energy. To examine ideas on how to reform the structure and procedures of government to address the global water crisis, a working group of individuals representing diverse institutions and perspectives was organized by the CSIS Global Strategy Institute. This report and its recommendations were inspired by the working group and build on many of the valuable comments and reactions that were part of the group's deliberations.

Book excerpt: This thesis explores the contexts and effects of water governance in transitional Vietnam. There, as in many other developing country contexts, commodification of water - a process of converting water or water services formerly subject to non-market social rules into one that is primarily subject to market rules - is being promoted with enthusiasm to address local water problems. This has given rise to a number of local market and market-social hybrid mechanisms to address water governance. Water markets, particularly a market for water licences and permits, are proposed at the policy level as a means to achieve efficient use and equitable allocation of water. In a country like Vietnam, which has an extensive history of elaborate management of water especially for agriculture, such developments are radical, and potentially very far reaching. The proposed market solutions arguably fit alongside the fundamental reforms to the Vietnamese economy, which have resulted in an average growth of 7.5 percent per annum over the last decade. Like the economic reforms, the water reforms are not of local provenance. Rather, they reflect international orthodoxies, deployed in this case in accordance with such instruments as the Dublin Statement on Water and Sustainable Development - an international protocol on management and development of water resources signed in Dublin in January 1992, and endorsed by world leaders at the United Nations Conference on Environment and Development in Rio de Janeiro in June of that year. For all such orthodoxies to be effective, in Vietnam as elsewhere, the water reforms must be implemented in practical ways alongside existing orthodox and unorthodox modes of governance, which are both layered and complex. By exploring the juncture and/or disjuncture between international, mainstream and everyday, local modes of water governance, this paper shows how and why water markets, especially the water use rights market, may or may not function well in the polycentric complexities of Vietnam. It also sheds light on the question of whether or not the markets are likely to achieve their targeted goals and generate expected outcomes.

It provides a historical and contextual overview of each of these ideas as they have emerged in global and regional policy and governance circles and pairs these with in-depth case studies that examine manifestations and contestations of water governance internationally. The book interrogates ideas of water crisis and scarcity in the context of bio-physical, political, social and environmental landscapes to better understand how ideas and practices linked to scarcity and crisis take hold, and become entrenched in policy and practice. The book also investigates ideas of marketization and privatization, increasingly prominent features of water governance throughout the global South, with particular attention to the varied implementation and effects of these governance practices. The final section of the volume analyzes participatory water governance, querying the disconnects between global discourses and local realities, particularly as they intersect with the other themes of interest to the volume. Promoting a view of changing water governance that links across these themes and in relation to contemporary realities, the book is invaluable for students, researchers, advocates, and policy makers interested in water governance challenges facing the developing world.

Book excerpt: Distinguishing between international design failures and national implementation problems is a subject of some concern in the area of international natural resource and environmental policy such as water policy. Many observers have traced the failings of existing global governance architectures to the lack of hard law at the international level. However, recent work on international regimes, especially that dealing with regime fragmentation and the interplay between regimes, suggests that the 'failure' of a regime to develop 'hard law' may simply reflect the lack of need for such efforts. This work has highlighted the corresponding need to deal with an issue at a national or local level. Efforts at these levels, however, have also often failed, in large measure due to the inability of national governments to control private sector actors. Much can be learned in water policy from other sectoral experiences in institutional policy design and this paper examines the nature of regime complexes in Forestry and Migration in order to draw lessons for international water policy-making. Both experiences suggest the correct approach to the problem on the part of domestic governments is to focus on multi-level governance (MLG) and the tools and instruments required to put an effective multi-level architecture in place. Water policy-making may be better served by regional agreements than by efforts to develop national or international regimes.
