With hundreds of millions of dollars controlled by our local govern ment and millions of Chicagoans dependent on es sentigl services, political misgovernment becomes intolerable. Drastic reorganization of the city government is necessary both as an end in itself and as the first step toward improving affairs in Cook County. Book excerpt: Excerpt from Debate Bulletin: The City Manager Plan It is the custom of the University thru its Extension Division to issue a debate bulletin on the subject chosen for the inter hi'gh school debate. The subject of this bulletin was chosen by the school superintendents at their meeting at the University in April, 1918. The preparation of a debate bulletin on the City Manager Plan has been one of unusual difficulty. Many magazine articles have appeared in favor Of it, but the question is so new that very little has been written against it. Even those who question its expediency are willing to see it given a full trial before attacking it. Most Of the negative arguments have to be pickt up where they can be found, - brief paragraphs, incidental remarks, frank admissions, sometimes even Of its advocates. The following extract from a letter from one Of the best munici pal research bureaus in the country will indicate the difficulty. Book The Commission Plan and Commission Manager Plan of Municipal Government

Download or read book The Commission Plan and Commission Manager Plan of Municipal Government written by National Municipal League and published by Forgotten Books. This book was released on 2017-11-11 with total page 30 pages. Available in PDF, EPUB and Kindle. Book excerpt: Excerpt from The Commission Plan and Commission-Manager Plan of Municipal Government: An Analytical Study In Galveston, Texas, after the flood of 1900, which fairly wiped out the city, the typical old-style mayor-and-council form of government broke down and was replaced by a com mission of five men appointed by the Governor of Texas. This commission worked swiftly and efficiently, and soon had the municipal government working and at much less annual cost. After the emergency passed, an attempt was made to continue the same government with three members appointed by the governor and two chosen by popular vote, as it was supposed that so simple and powerful a form of organization would be unsafe if manned entirely by elective representatives. A court decision declared the continued appointment of city officers in this way to be unconstitutional, and the entire com mission forthwith became elective. To the surprise of many observers, no demoralization ensued, and through successive elections the changes in personnel have been very slight. Gal veston began to claim that it was the best governed city in the United States, and Houston, Texas, in 1905, copied the Gal veston charter with similar satisfaction. In 1907 Des Moines adopted the Galveston plan, with the addition of the initiative, referendum and recall and non partisan primary. The Des Moines charter was widely copied, largely on the strength of the Des Moines experience, the number of cities adopting this form having increased until, on june l, 1914, there are 327 cities and towns of 2000 population or over which have changed their governments to the newtype. Few changes of importance were made in the Des Moines model for several years (except the preferential ballot added first by Grand Junction, Colo.) until the appearance in 1913 of the city manager, or commission manager modification, which is described in the attached supplementary report of the committee. Book excerpt: Excerpt from Commission Government With a City Manager In December, 1910, the board of trade at Lockport, N. Y., grew weary of the way municipal affairs in that town were being run under the familiar mayor-and council plan of organization. Like hundreds of other such bodies, they turned almost instinctively to com mission government. But there was no Optional law on the statute books at that time which they could adopt by the simple expedient of filing a petition with the city clerk and holding a special election. Download or read book Principles of City Planning Classic Reprint written by Karl B. Lohmann and published by . This book was released on 2015-08-04 with total page 408 pages. Available in PDF, EPUB and Kindle. Book excerpt: Excerpt from Principles of City Planning City planning has experienced rapid growth and change during the past decade and is now occupying an important place in the public eye. Although there have been many reports and magazine articles, as well as books on special phases, there have been few books covering the whole subject. To fill the need for a single volume assembling in readily accessible form the results of various investigations and the latest discussions of important aspects of the subject, this book has been written. This volume is intended to be of service to those who are studying and teaching city planning and to city officials, particularly to members of zoning or planning commissions. At the same time it is hoped that the book may be helpful to the citizen who is interested in the improvement of his village, town, or city, and is desirous of knowing more about this subject. With these objects in mind the author has given special emphasis to the elements and principles of the various branches of city planning while considering also things of such general interest as the scope of the work, its importance, its possibilities, and means of accomplishment. He has tried to treat the subject comprehensively and with due regard for the practical, theoretical, and esthetic factors involved. He has endeavored to go deep enough for practical usefulness and high enough to give the reader a sweep of vision and an exercise of his constructive imagination. New as well as old ideas of planning have had the attention of the author, and the views of leaders in the field, whether conservative, liberal, practical, or visionary, have been presented. Although now and again throughout the text, particularly in those chapters dealing with the historical development of city planning and of housing, the writer has called attention to important developments elsewhere in the world, nevertheless he has endeavored to stress the trends and accomplishments of these movements within the borders of the United States. Book excerpt: Excerpt from The New City: Principles of Planning All human settlements depend, in their growth and in their decline, on social, spiritual, political, and economic forces. These forces are influenced by the status of technics, by the forms of production and consumption, and by the means of transportation available to the settlement builders. This interdependence of social and technological forces is expressed in all kinds of culture and varies only with the variations of the predominant elements. We can see that this is true as we study cities of the past. They are unlike cities of today, but they show that, as each new order comes into existence, changes in urban development become both possible and necessary. This process is clear wherever we find settlements of men. Students have tended to limit research to large settlements.
