Book excerpt: ELI is currently conducting a multi-phased study designed to describe and analyze seven core components of state wetland programs: state laws, regulations, and programs; monitoring and assessment; restoration programs and activities; water quality standards; public-private partnerships; coordination among state and federal agencies; and education and outreach activities. Each phase of the study examines a cross-section of states representing various approaches to wetland protection and regulation, as well as geographic diversity. State Wetland Program Evaluation: Phase II includes profiles of Florida, Hawaii, Montana, Nebraska, New Jersey, Oregon, Rhode Island, Texas, Utah, Vermont, West Virginia, and Wisconsin. State Wetland Program Evaluation: Phase I, which evaluated 12 state programs was released in 2005 and ELI will profile the remaining states in two additional phases, anticipated for completion in 2007. This study is made possible by a grant from the U.S. Environmental Protection Agency.

Book Protecting Nontidal Wetlands

Download or read book Protecting Nontidal Wetlands written by David Grinnell Burke and published by . This book was released on 1988 with total page 84 pages. Available in PDF, EPUB and Kindle. Book excerpt: Though more than half of the original wetlands in the continental United States have been destroyed, there is a move afoot to protect this invaluable resource. How can communities create effective local wetland protection programs? This report presents a detailed model ordinance that communities can use to draft a new ordinance--or just amend one that already exists. It defines and describes wetlands, explains why they are important to preserve, and examines their status in the United States. The report also examines federal, state, and local wetland regulations that communities frequently use to protect nontidal wetlands. The authors also give examples of local regulations that, while not aimed specifically at wetlands, can be used to protect them from drainage and development. Includes numerous photos depicting wetlands and the wildlife that lives in them and a broad sampling of language gathered from an APA survey of local ordinances that are part of wetland protection programs, along with commentary. An invaluable tool for those trying to protect the wetlands that are left in the United States.

Book Compensating for Wetland Losses Under the Clean Water Act

Download or read book Compensating for Wetland Losses Under the Clean Water Act written by National Research Council and published by National Academies Press. This book was released on 2001-11-06 with total page 348 pages. Available in PDF, EPUB and Kindle. Book excerpt: Recognizing the importance of wetland protection, the Bush administration in 1988 endorsed the goal of "no net loss" of wetlands. Specifically, it directed that filling of wetlands should be avoided, and minimized when it cannot be avoided. When filling is permitted, compensatory mitigation must be undertaken; that is, wetlands must be restored, created, enhanced, and, in exceptional cases, preserved, to replace the permitted loss of wetland area and function, such as water quality improvement within the watershed. After more than a dozen years, the national commitment to "no net loss" of wetlands has been evaluated. This new book explores the adequacy of science and technology for replacing wetland function and the effectiveness of the federal program of compensatory mitigation in accomplishing the nation's goal of clean water. It examines the regulatory framework for permitting wetland filling and requiring mitigation, compares the mitigation institutions that are in use, and addresses the problems that agencies face in ensuring sustainability of mitigated wetlands over the long term. Gleaning lessons from the mixed results of mitigation efforts to date, the book offers 10 practical guidelines for establishing and monitoring mitigated wetlands. It also recommends that federal, state, and local agencies undertake specific institutional reforms. This book will be important to anyone seeking a comprehensive understanding of the "no net loss" issue: policy makers, regulators, environmental scientists, educators, and wetland advocates.

Book Regulating Wetlands Protection

Download or read book Regulating Wetlands Protection written by Ronald Keith Gaddie and published by State University of New York Press. This book was released on 1999-11-04 with total page 176 pages. Available in PDF, EPUB and Kindle. Book excerpt: Wetlands are a valuable natural resource, yet over 200,000 acres are destroyed in the United States each year. An alternative recently promoted to improve wetland protection is state assumption of the law governing wetland protection, the Federal Water Pollution Control Act (section 404). This book discusses the implementation problems associated with the national wetland regulation program and examines the state assumption option in twelve states, with extended case studies of Florida, Maryland, Michigan, and New Jersey.

Available in PDF, EPUB and Kindle. Book excerpt: "Wetlands" has become a hot word in the current environmental debate. But what does it signify? In 1991, proposed changes in the legal definities of wetlands stirred controversy and focused attention on the scientific and economic aspects of their management. This volume explores how to define wetlands. The committee--whose members were drawn from academia, government, business, and the environmental community--builds a rational, scientific basis for delineating wetlands in the landscape and offers recommendations for further action. Wetlands also discusses the diverse hydrological and ecological functions of wetlands, and makes recommendations concerning so-called controversial areas such as permafrost wetlands, riparian ecosystems, irregularly flooded sites, and agricultural wetlands. It presents criteria for identifying wetlands and explores the problems of applying those criteria when there are seasonal changes in water levels. This comprehensive and practical volume will be of interest to environmental scientists and advocates, hydrologists, policymakers, regulators, faculty, researchers, and students of environmental studies.
