Book excerpt: Rice (Oryza sativa L.) is critically important for global food security and is a major crop in California, yet it has considerable water and carbon footprints. Alternative water management techniques, such as alternate wetting and drying (AWD), represent one of the most promising opportunities for reducing irrigation requirements and greenhouse gas (GHG) emissions from rice fields. A three-year field experiment was conducted to evaluate AWD for California rice production, specifically focusing on methane (CH4) and nitrous oxide (N2O) emissions, rice grain total arsenic (As) concentrations, yield response to nitrogen (N) rate, and rice grain yield. Grain yields (average = 10 Mg ha−1) were similar or higher with AWD compared to the control and required similar or lower N rates to achieve these yields. Furthermore, AWD reduced the annual global warming potential (GWP) by 57–74% and milled grain total As by 59–65% in the AWD treatments. These results show that AWD has the potential to mitigate GHG emissions and reduce rice grain total As concentrations without sacrificing grain yield, but the potential impact on irrigation water requirements is unclear due to a limited understanding of subsurface water flows (percolation and lateral seepage) in California rice fields, the reduction of which is expected to be responsible for any reduction in irrigation water requirements. To that end, percolation was directly measured in eight rice fields, lateral seepage was measured in six rice fields, and a complete water balance was developed for three rice fields. Lateral seepage rates varied over four orders of magnitude (0.05–33.11 cm2 hr−1 or 0.0011–1.05 cm hr−1), though even the highest rate measured was small compared to typical water inputs in California rice fields. Cumulative percolation over the growing season ranged from 0.04 to 6.95 cm season−1. Combined percolation and lateral seepage calculated as the residual term of a water balance for three fields was 17.1 cm, compared to 4.4 cm based on direct measurements, corresponding to 13.2% and 3.4% of water inputs, respectively. No relationship between percolation or lateral seepage rates and soil properties was observed. Future research should examine the contribution of preferential flow pathways to the rice field water balance and focus on adapting AWD to the scale of commercial rice production in California.

Despite important improvements in the last decades, access to safe drinking water is not universal. The World Health Organization estimates that almost 10% of the population in the world do not have access to improved drinking water sources. Among other diseases, waterborne infections cause diarrhea, which kills nearly one million people every year, mostly children under 5 years of age. On the other hand, chemical pollution is a concern in high-income countries and an increasing problem in low- and middle-income countries. Exposure to chemicals in drinking water may lead to a range of chronic non-communicable diseases (e.g., cancer, cardiovascular disease), adverse reproductive outcomes, and effects on children’s health (e.g., neurodevelopment), among other health effects. Although drinking water quality is regulated and monitored in many countries, increasing knowledge leads to the need for reviewing standards and guidelines on a nearly permanent basis, both for regulated and newly identified contaminants. Drinking water standards are mostly based on animal toxicity data, and more robust epidemiologic studies with accurate exposure assessment are needed. The current risk assessment paradigm dealing mostly with one-by-one chemicals dismisses the potential synergisms or interactions from exposures to mixtures of contaminants, particularly at the low-exposure range. Thus, evidence is needed on exposure and health effects of mixtures of contaminants in drinking water. Finally, water stress and water quality problems are expected to increase in the coming years due to climate change and increasing water demand by population growth, and new evidence is needed to design appropriate adaptation policies. This Special Issue of International Journal of Environmental Research and Public Health (IJERPH) focuses on the current state of knowledge on the links between drinking water quality and human health.
