Water management lies at the heart of strategies of development as does the added the hazard of climate change. Water Resources and Development provides a stimulating interdisciplinary introduction to the role of water resources in shaping opportunities and constraints for development. The book begins by charting the evolution of approaches to water management. It identifies an emerging polarization in the late twentieth century between ‘technical’ and ‘social’ strategies. In the past decade these two axes of policy debate have been further intersected by discussion of the scale at which management decisions should be made: the relative effectiveness of ‘global’ and ‘local’ governance of water. A variety of case studies elaborate this analytical framework, exemplifying four key development challenges: economic growth, poverty reduction, competition and conflict over water, and adaptation to climate change. Current ‘best practice’ for water management is examined, addressing strategies of water supply augmentation, the ecological implications of intensified use, and strategies of demand management guided by economic or political principles. It is argued defining ‘successful’ water management and best practice requires first the establishment of development goals and the implicit trade-offs between water consumption and conservation. This engaging and insightful text offers a unique interdisciplinary analysis by integrating scientific, engineering, social and political perspectives. This is an essential text for courses on development studies, geography, earth sciences and the environment.

The continuous rise in global temperature affecting the hydrological cycle has substantial impact on surface and sub-surface water resources. The Inter-governmental Panel on Climate Change (IPCC, 2000) reports that the surging population, increasing industrialization and associated demands for freshwater, food and energy would be major areas of concern in the climate change aspect. Increase of temperature increases evaporation, resulting in droughts. Under warmer environment, more precipitation will occur as rainfall rather than snow. The changes in monsoon rainfall may be considered as measure to examine climate variability in the context of global warming. Glaciers are an important source for fresh water and considered among the most sensitive indicators of climate change. People living in the catchment areas of the Himalayas face increased risk of floods as glaciers retreat followed by drought and water scarcity. In the coming decades, it is predicted that billions of people in developing countries face shortages of water and food as a result of climate change. Rigorous action has to be taken to enable developing countries to adapt to the effects of climate change. Hence, it is an urgent need for assessing impact and vulnerabilities of climate change, as well as considering possible adaptation options. The deliberations in the conference may be useful in understanding the impact of climate change on water resource, create awareness, learning process for planning and implementing adaptation options.

Global changes in rainfall and temperature patterns threaten agricultural production and increase the vulnerability of people dependent on agriculture for their livelihoods, residing mostly in the world's developing countries. Climate change interrupts food markets and agro-economy, posing population-wide risks to the food supply. Threats can be minimized by increasing the resilience capacity of farmers through improving agricultural practices as well as enhancing flexibility and resource use efficiency in agricultural production systems. In order to develop a sustainable climate-smart agriculture practice, the first step is to assess the impacts of environmental constricts followed by modeling-based approaches. At the same time, an evaluation of current practices in minimizing abiotic stress in field crops is unavoidable. An assessment of the efficacy of newly developed methodologies is also of prime interest. Improvements in yield stability alone cannot generate the desired growth in the agro-economic sector; slow but steady demand for the improved food quality is also high on the priority list. So “Quality with Desired Quantity” will be a prime focus in the coming years in the agriculture sector. Policies that can influence climate-smart agriculture in the future have also been given equal importance.
