However, living and buying patterns have changed immeasurably within the past half century. Ergo, the planning and improvements of any vital downtown must be a continuous process. The threat of the economic vitality of the small town central business district is not a matter of location for the downtown as normally sited at or near the geographic center of the community. It is not a question of diversity either as the central business core has the majority of trade, services, professional, financial, and governmental activity of the community. It is also not a lack of investment as the downtown has the highest concentration of property values in the area.
