Book Frontline Delivery of Welfare to Work Policies in Europe

Download or read book Frontline Delivery of Welfare to Work Policies in Europe written by Rik van Berkel and published by Taylor & Francis. This book was released on 2017-06-27 with total page 221 pages. Available in PDF, EPUB and Kindle. Book excerpt: Welfare-to-work or activation policies refer to programmes aimed at promoting the employability, labour-market and social participation of benefit recipients of working age. Frontline workers delivering these policies are conceived of as policy implementers, as policy makers, and as actors mediating politics in an arena where conflicting interests are at stake. Frontline work plays a crucial role in determining what welfare-to-work practically means and how it affects the lives of the people it targets. Yet few books have deliberatively focused on comparing what happens when frontline workers, some of whom are professional social workers, meet clients. Pioneering the provision of scholarly reflections on both theoretical and policy relevance of studying frontline practices of delivering activation, internationally renowned researchers present the first comparative analysis of how activation policies are actually delivered by frontline staff in selected EU countries and in the United States. In trying to understand and interpret frontline practices in activation, each contribution provides insights into what ‘activation in practice’ looks like, what services are provided and how they are enacted. This involves examining processes of client selection, monitoring, sanctioning and motivating, as well as the role of external service providers. This book is an important acquisition for scholars and researchers of social policy, public administration, public management, social work and policy implementation.

Book Mixed Economy of Welfare Emerging in Poland

Download or read book Mixed Economy of Welfare Emerging in Poland written by Andrzej Klimczuk and published by . This book was released on 2015 with total page 33 pages. Available in PDF, EPUB and Kindle. Book excerpt: One of the key challenges of social policy in Poland in the early 21st century is to adapt its management to the requirements of a service economy. Essential conditions for the mixed economy of welfare have been already created after adjustments of the subsystems of national social policy during the first years of membership in the European Union since 2004. Labour market policies (LMPs) already include the relationships between providers from the public sector, the commercial sector, and the non-governmental sector. However, the tasks and services of individual entities and institutions still lack coordination and integration. This paper focus on the examples of possibilities for their development by combining the activation (enabling) policy with concepts of the governance and welfare mix. The paper presents the results of the author's research on the implementation of welfare mix solutions in the field of professional activation of the unemployed people in Poland. Two case studies are included (1) the implementation of outplacement programs that are based on the cooperation between different entities; and (2) the cooperation between the public employment services and non-governmental employment agencies in the activation of people with disabilities in the labour market. Moreover, basic concepts of ongoing reforms of active labour market policies (ALMPs) in Poland were discussed. The summary contains the practical recommendations and possible directions for further research in the field of integration of employment services.

Book Social Policy and the Labour Market

Download or read book Social Policy and the Labour Market written by Philip R. de Jong and published by Routledge. This book was released on 2019-07-23 with total page 435 pages. Available in PDF, EPUB and Kindle. Book excerpt: First published in 1997, this volume examines why, while mature welfare states are being trimmed and privatised, new social welfare arrangement are implemented in formerly communist and newly industrialised countries. The papers in this volume bring together these different worlds, but also different academic approaches. Micro-economic analyses of social insurance and welfare systems are joined with broader political descriptions of social policy in such disparate regions as Scandinavia, China, Italy, Poland and South Africa. They give the reader a sense of the fundamental problem of finding a social welfare system that fits specific economic and cultural conditions. This volume is the second in a series on international studies of issues in social security. The series is initiated by the Foundation for International Studies on Social Security (FISS). One of its aims is to confront different academic approaches with each other, and with public policy perspectives. Another is to give analytic reports of cross-nationally different approaches to the design and reform of welfare state programs. The present and next volume form a twin set in the sense that they both are based on selections from papers presented at seminars held by FISS in 1994-1996.

Book Europe enlarged

Download or read book Europe enlarged written by Kogan, Irena and published by Policy Press. This book was released on 2008-07-16 with total page 409 pages. Available in PDF, EPUB and Kindle. Book excerpt: The expansion of the European Union (EU) has put an end to the East-West division of Europe. At the same time it has increased the cultural heterogeneity, social disparities and economic imbalances within the EU, exemplified in the lower living standards and higher unemployment rates in some of the new member states. This important new reference work describes the education systems, labour markets and welfare production regimes in the 10 new Central and Eastern Europe (CEE) countries. In three comparative chapters, discussing each of these domains in turn, the editors provide a set of theory-driven, comprehensive and informative indicators that allow comparisons and rankings within the new EU member states. Ten country-specific chapters follow, each written by experts from those countries: Bulgaria, the Czech Republic, Estonia, Hungary, Latvia, Lithuania, Poland, Romania, Slovakia and Slovenia. These chapters provide detailed information on each country's education and training systems, labour market structure and regulations, and its provision of formal and informal welfare support. An important component of each country chapter is the explanation of the historical background and the specific national conditions for the institutional choices in the transitional years. The handbook provides policy makers with the tools to assess the institutional changes in CEE countries, and scholars with ways to apply the proposed indicators to their analytic research. It will be a vital resource that no major research library should be without.

Book Labor Markets and Social Policy in Central and Eastern Europe

Download or read book Labor Markets and Social Policy in Central and Eastern Europe written by N. A. Barr and published by World Bank Publications. This book was released on 2005-01-01 with total page 286 pages. Available in PDF, EPUB and Kindle. Book excerpt: 'Labor Markets and Social Policy in Central and Eastern Europe' summarises social policy reform during the transition and EU accession and analyses the social policy challenges which continue to face both old and new member states. Specifically, the book amplifies two sets of arguments. First, social policy under communism was in important respects well-suited to the old order and—precisely for that reason—was systematically badly-suited to a market economy. Strategic reform directions thus followed from the nature of the transition process and from constraints imposed by EU accession. Secondly, successful accession is not the end of the story: economic and social trends over the past 50 years are creating strains for social policy which all countries—old and new members—will have to face. This book will be of interest to readers interested in social policy, particularly those with an interest in the process of post-communist transition, in EU accession, and in future social policy challenges for the wider Europe. It should be of interest to academics in departments of economics, social policy and political science, and to policy makers, including government advisers and civil servants.

Book The Individual and the Welfare State

Download or read book The Individual and the Welfare State written by Axel Börsch-Supan and published by Springer Science & Business Media. This book was released on 2011-04-13 with total page 288 pages. Available in PDF, EPUB and Kindle. Book excerpt: Our health, our income and our social networks at older ages are the consequence of what has happened to us over the course of our lives. The situation at age 50+ reflects our own decisions as well as many environmental factors, especially interventions by the welfare state. This book explores the richness of 28,000 life histories in thirteen European countries, collected as part of the Survey of Health, Ageing and Retirement in Europe (SHARE). Combining these data with a comprehensive account of European welfare state interventions provides a unique opportunity to answer the important public policy questions of our time – how the welfare state affects people’s incomes, housing, families, retirement, volunteering and health. The overarching theme of the welfare state creates a book of genuinely interdisciplinary analyses, a valuable resource for economists, gerontologists, historians, political scientists, public health analysts, and sociologists alike.

Book Wages and Unemployment in Poland

Download or read book Wages and Unemployment in Poland written by Fabrizio Coricelli and published by World Bank Publications. This book was released on 1992 with total page 52 pages. Available in PDF, EPUB and Kindle. Book excerpt: Unemployment has increased dramatically with stabilization, mainly because of a generalized contraction in output, rather than a sectoral restructuring or a massive shedding of labor. Real wages fell sharply, and the wage policy has become a delicate political issue. One prescription for reducing the drawbacks in current wage policy is to replace that policy with a generalized agreement on the wage path, with synchronized six-month contracts. Such an agreement might be seen as a consensual agreement - a "social pact" - rather than as a punitive tax.

Book Social Change Social Policy and Social Work in the New Europe

Download or read book Social Change Social Policy and Social Work in the New Europe written by Anna Kwak and published by Routledge. This book was released on 2019-01-04 with total page 427 pages. Available in PDF, EPUB and Kindle. Book excerpt: First published in 1998, this edited volume reflected on the role of universities and aimed to improve the preparation of social welfare professionals by the University of Warsaw for employment in the new market-oriented society that was being created in Poland after the end of ‘real socialism’ in 1989. Many of its articles were previously published in Polish and were published, revised and updated, in English for the first time in this collection. The contributors discuss two key issues. First, should universities worry about the employment of their graduates and the skills that are needed by the wider economy and society or just focus on transmitting advanced learning? Second, they considered the modernisation of the welfare state. The Polish experience, and the Western partners’ reaction to it, has proved an excellent case study for these issues.

Book excerpt: This paper argues that the brunt of the reform-induced increase in Polish social expenditures has been borne by social insurance arrangements (mainly pensions and unemployment compensation) rather than by social assistance schemes targeted to the poor or more temporary social safety net schemes. This is largely due to ease of access to social security and its more attractive benefit structure. Much of recent social expenditure reform had an ad-hoc nature and was driven by the need to alleviate looming financial distress. A major policy challenge is to avoid a further burdening of social security by needs that should be addressed by basic income support and emergency assistance policies or by general transfers (e.g., family allowances). Current reform needs are illustrated by using unemployment benefits and pensions as examples.
