Traditionally, air pollution has been a concern mainly in terms of its impacts on human health, and it is still an immediate public and governmental concern in most Asian countries. However, in recent years so-called extreme weather events, such as stronger tropical cyclones, flooding, drought, and other phenomena, have been manifested causing tremendous losses of human lives and properties. Importantly, climate models tell us that such extreme weather events are actually induced by anthropogenic global warming. It has been pointed out that mitigation or alleviation of such climate change leading to the extreme weather events in the next 30 years can be possible only by reducing air pollutants with positive radiative forcing such as ozone or methane, which are called short-lived climate pollutants (SLCPs). Here, concerns about mitigation of air pollutants from the points of human health and climate change have merged. This book covers different kinds of air pollutants and radiative forcers and how they can be measured. It also mentions the situation of air pollutants in different continents and their regional impacts to human health, environment and economy as well as their link to extreme weather events. The book presents how the air pollution and climate change can be mitigated and how clean air technologies and international initiatives for co-controlling air pollution and climate change have been developed.

Water-related decisions will determine the future of major ecosystems, the health of regional economies, and the political stability of nations. A vigorous program of research in hydrologic sciences can provide the basis for sound water management at local, regional, national, and international levels. The Committee on Hydrologic Science was established by the National Research Council in 1999 to identify priorities for hydrologic science that will ensure its vitality as a scientific discipline in service of societal needs. This charge will be performed principally through a series of studies that provide scientific advice on the hydrologic aspects of national program and U.S. hydrologic contributions to international programs. This first report contains a preliminary assessment of the hydrologic science content of the U.S. Global Change Research Program (USGCRP). Because this is a short and focused report, little effort is spent to reaffirm the established and successful elements of the USGCRP. In fact, the Committee generally endorses the findings of the National Research Council (NRC) report Global Environmental Change: Research Pathways for the Next Decade (NRC, 1998a; the so-called Pathways report) in this respect. Instead the attention here is directed toward the most critical missing hydrologic science elements in the FY2000 USGCRP. This brings the focus to the terrestrial component of the water cycle. The integrative nature of terrestrial hydrology could significantly strengthen the USGCRP.

Problems observed in available data and shortcomings of current networks have led researchers to focus more critically on the design procedures used. The book is intended to present an up-to-date overview of the current network design procedures and develop basic guidelines to be followed in both the design and the redesign of water quality monitoring networks. The book treats the network design problem in a comprehensive and systematic framework, starting with objectives of monitoring and elaborating on various technical design features, e.g. selection of sampling sites, sampling frequencies, variables to be monitored, and sampling duration. The design procedures presented are those that the authors have recently applied in a number of national and international projects on the design and redesign of water quality monitoring networks. Thus, the book covers real case studies where not only the methods described in the earlier titles are used but also new techniques are introduced. Where earlier methods are used, they are assessed with respect to their efficiency and applicability to real case problems. Audience: Essentially, the framework adopted in the book applies as well to other hydrometric data collection networks besides those of water quality. In this respect, it is expected that planners, designers, scientists, and engineers who are involved in hydrometric network design will benefit from the in-depth approach assumed in this book.
