For many years it seemed that Europeans lived on a continent of shared values and a common destiny. No one paid attention to the alarm bells warning of growing divisions across the continent, which have become more insistent since the economic and social crisis. Europe and its values, previously taken for granted, are now being contested. These clouds are casting a shadow across Europe’s future, and old demons, long dormant, have started to raise their voices again. With a deepening values divide there is an urgent need for public debate and a reconsideration of how Europeans can strengthen the European project. Is a “Europe united in diversity” still feasible? Can a consensus be forged on a set of values pertaining to a common European identity? What should be done to preserve European unity? The Council of Europe, with its membership covering Europe from Vladivostok to Lisbon and from Reykjavik to Ankara, and its mission to promote democracy, human rights and the rule of law, provides an excellent framework for discussing the current state of thinking and dynamics behind the concept of European identity. Book excerpt: The Defence Committee accepts that there are deep-rooted problems with the present acquisition system, and draws attention to the example of the decision in 2010 to change to the carrier variant of the Joint Strike Fighter, a decision which later had to be reversed. The Committee agrees with the Government that the current arrangements for acquisition, constrained by public sector employment rules, are unsatisfactory. But the proposal to entrust acquisition to a Government owned, Contractor operated company is not universally accepted as the best way forward, and there are particular concerns about how the MoD's overall responsibility for acquisition could be maintained within a GoCo. The Committee considers that problems might arise if a non-UK company were given responsibility for UK defence acquisition. It further considers it vital that consultations are satisfactorily concluded with allies, to ensure that there is no adverse impact on co-operation, before any proposals are implemented.

Book excerpt: Yujin Nagasawa presents a new, stronger version of perfect being theism, the conception of God as the greatest possible being. Although perfect being theism is the most common form of monotheism in the Judeo-Christian-Islamic tradition its truth has been disputed by philosophers and theologians for centuries. Nagasawa proposes a new, game-changing defence of perfect being theism by developing what he calls the 'maximal concept of God'. Perfect being theists typically maintain that God is an omniscient, omnipotent, and omnibenevolent being; according to Nagasawa, God should be understood rather as a being that has the maximal consistent set of knowledge, power, and benevolence. Nagasawa argues that once we accept the maximal concept we can establish perfect being theism on two grounds. First, we can refute nearly all existing arguments against perfect being theism simultaneously. Second, we can construct a novel, strengthened version of the modal ontological argument for perfect being theism. Nagasawa concludes that the maximal concept grants us a unified defence of perfect being theism that is highly effective and economical.

The Government needs to put in place - as it has not yet done - mechanisms, people, education, skills, thinking and policies which take into account both the opportunities and the vulnerabilities which cyberspace presents. Evidence received by the Committee suggested that in the event of a sustained cyber attack the ability of the Armed Forces to operate effectively could be fatally compromised due to their dependence on information and communication technology. The Committee has asked the Government to set out details of the contingency plans it has in place should such an attack occur. If it has none, it should say so - and urgently create some. The Committee was impressed by aspects of the co-operation and joint working between the MoD and private sector contractors. It welcomed the Government's commitment to foster a vibrant and innovative cyber security sector in the UK including a distinct role for the MoD to deliver military capabilities both to confront high-end threats and to provide a potential offensive capability. The opportunity created by cyber tools and techniques to enhance the military capabilities of our Armed Forces is clear. The MoD needs to explore this thoroughly. For this reason, the Committee supports the use of National Cyber Security Programme funding to develop these capabilities, but also wish to be assured that the MoD will maintain its investment in existing defence intelligence services which provide a vital UK cross-government capability
