Two of the associated questions are whether and when China might succeed the United States as the lead state in the world system. These are interesting questions, albeit ones that are not likely to be answered in the immediate future. An alternative focus examines instead periods of systemic transition - eras in which it is conceivable that a new leader might emerge at the expense of an older system leader. Framing the question this way presumes that a) future systemic transitions remain a possibility and b) transitions do not occur abruptly but may require several decades to set up structural situations in which a transition might take place. Neither of these assumptions are carved in stone and are open to question. It may be that future systemic transitions are unlikely. Or, it may be that they will not occur as they have in the past. All of these possibilities are assessed from a variety of different perspectives.

The book classifies and synthesizes the research findings of over 500 quantitative analyses of war at the analytic level of the state, dyad, region, and international system. Because wars follow from political decisions, two basic decision-making models - the rational and the non-rational - are examined in relation to the explanatory framework of the volume. In addition, case analyses of two wars - the Iran/Iraq War (1980), and World War I (1914) - are provided as demonstrations of scientifically-based explanations of historical events. The primary structural factors responsible for the onset and seriousness of war are identified and the explanations are developed according to the scientific model of 'covering laws'. The conclusion presents a discussion of the potential for probabilistic conditional predictions of conflict within the context of war and peace studies.

Japanese capitalism, which was once an admired model of miraculous growth with a relatively egalitarian distribution of income, fell into secular stagnation in the early 1990s. The phenomenon has since fascinated observers, provoked debates, provided policy advocates with grist for the mills of a range of policy proposals, some of them mutually contradictory, and, most importantly, burdened an entire population, and particularly its young. Japan’s secular stagnation has raised new questions about policy difficulties on a range of fronts – dramatically lowered growth rate despite comparatively high investment, deteriorating labor conditions, rising class and gender inequality, a profound and many-faceted crisis of social reproduction and a deepening fiscal crisis of the state – all of which have important international ramifications. Moreover, interest in and the importance of Japan’s secular stagnation grew rapidly after 2008 as many have sought to understand the economic malaise of the North Atlantic by analogy and comparison with all or parts of the Japanese condition. The introduction and chapters in this book attempt to understand the causes, character and consequence of that original affliction. They also reflect on the meaning of Japan’s secular stagnation at this stage of development capitalism. The result contains the key to understanding the more widespread economic malaise of our time. Special attention is given to the concept of state-frontiers, to the effects of the uneven development of nation states and the contemporary interspersing of communities, which creates new functional frontiers. Further, the frontier is described as a mental construction, imagined by people in their search for social order, individual and collective security. Apostolov demonstrates that it is the political and economic situation of the local people that determines whether these frontiers result in conflict or cooperation. Rather than imposing unilateral principles of good governance, and to ensure cooperation prevails in Christian-Muslim relations, he argues that world society needs to undertake multilateral efforts to build participatory political institutions that accommodate groups with different identities.
