Book excerpt: Excerpt from Water Supply Outlook for Western United States, Including Columbia River Drainage in Canada: April 1976 The California Department of Water Re sources reports that supply conditions have deteriorated even further during March-the fourth month this season with below average precipitation. The below normal forecasts of snowmelt for the Central Valley have now been reduced to 30 percent of average for San Joaquin Valley streams and 45 percent for Sacramento Valley streams. Streams draining the east slope of the Sierra Nevada will fare no better. These rivers are also forecast to yield only one third to one-half their normal amounts. However, where users have supplemental supplies from reservoirs, the shortage will not be too severe. Most other regions of the Great Basin should receive adequate to above average supplies. The Columbia Basin continued to receive average to above normal snowfall at high elevations, and the region-wide accumulation is now about 13 percent above the April 1 average. The Columbia is forecast to yield llo percent of its 15-year normal during the april-september period. Nearly all tribu taries will discharge at normal or greater rates. The only exception is in the Big lost-little Wood area of Central Idaho where runoff will fall lo-ls percent below normal. Reservoir storage will alleviate any late season shortages in the area. Book excerpt: Excerpt from Second Treatise on the Decrease of Water in Springs, Creeks, and Rivers: Contemporaneously With an Increase in Height of Floods in Cultivated Countries In that treatise I also thoroughly discussed the causes of this peculiar hydraulic phenomenon, and finally proposed measures and precautions to prevent as far as possible the further spread of this calamity, so threatening to future generations. Since the publication of that treatise, this hydraulic question thus raised by me has been industriously studied in nearly all countries partly by scientific institutes and partly by individual naturalists and experts, and their various opinions and views have been published. In by far the greater number of the opinions which have thus ap peered some of these scientific institutions and authors have entirely, and others' only partially, agreed with my views, conclusions, and the theory which I recommend, and, at the same time, have brought for ward many new illustrations and arguments to establish its correctness. But especially, as several engineers and hydraulic experts have expressed the opinion that my conclusions as to the decrease in the height of water in rivers are unreliable, and that the remaining proofs for the decrease in discharge are not quite unassailable, and, besides, because several of these experts have even advanced the new theory that the established decrease in the height of the water is not in conso quence of the decreased discharge, but rather due to changes in and particularly to the deepening of the river beds, I have during six years shunned neither labor nor expense in obtaining as many and reliable technical hydraulic measurements and data as possible of different streams, so that I might clearly ascertain whether the views previously expressed by me or those of my opponents were more nearly correct. Book excerpt: Excerpt from A Proposed Major Development on American River: An Analysis of Its Utility in the Coordinated Plan for the Development of the Water Resources of California In connection with the investigation, assistance has been received from the American River Hydro-electric Company, State Reclamation Board and American River Flood Control District. The American River Hydro-electric Company furnished topographic maps of the several reservoirs and dam sites, a geological report on the dam sites, data on subsurface explorations at the site of the proposed Folsom dam and a proposed method of operating the reservoirs primarily for power. The State Reclamation Board and the American River Flood Control District, in the early stages of the investigation, furnished engineering assistance in certain phases of the study. In 1924, a general study of the American River, comparing various schemes of utilization of water resources of the basin, was made and a report§ rendered thereon by a board of engineers appointed by the Federal Power Commission and composed of representatives of the Federal Government and a representative of the State of California. The purpose of the investigation was to make a general study of the American River in California with a view to comparing various schemes of utilization of water resources, and outlining such schemes as are best suited to the needs of pow er, irrigation, and domestic supply, bearing in mind the effect produced on interests dependent on the lower Sacra mento River, notably navigation and island irrigation.
