Book excerpt: This paper is an output of the Sida, DANIDA and DFID funded project entitled: Improving urban water and sanitation provision globally, through information and action driven locally. This project was carried out by IIED and five of its partners in Angola, Argentina, Ghana, India and Pakistan. The project aims to document innovative and inspiring examples of locally-driven water and sanitation initiatives in deprived urban areas. The project provides a basis for better understanding of how to identify and build upon local initiatives that are likely to improve water and sanitation services. The project also looks at how local organisations in those countries have managed to: scale up successful projects; work collaboratively; finance water and sanitation schemes; and use information systems such as mapping to drive local action and monitor improvements.

Those who are against privatization are often confronted with the objection that they present no alternative. This book takes up that challenge by establishing theoretical models for what does (and does not) constitute an alternative to privatization, and what might make them ‘successful’, backed up by a comprehensive set of empirical data on public services initiatives in over 40 countries. This is the first such global survey of its kind, providing a rigorous and robust platform for evaluating different alternatives and allowing for comparisons across regions and sectors. The book helps to conceptualize and evaluate what has become an important and widespread movement for better public services in the global South. The contributors explore historical, existing and proposed non-commercialized alternatives for primary health, water/sanitation and electricity. The objectives of the research have been to develop conceptual and methodological frameworks for identifying and analyzing alternatives to privatization, and testing these models against actually existing alternatives on the ground in Asia, Africa and Latin America. The first development concerns the possible role of small towns in migration flows and urbanization. Development of small towns, in the form of improved basic services and other amenities, has been promoted in order to abate the impact of urbanization on large urban centres and to alleviate service provision pressures in major urban centers, whilst stimulating rural economies and eventually prompting social transformations. The second development concerns the targets set by the SDGs in 2015. SDG6 requires countries to ensure universal and equitable water services by 2030. This inclusive target requires that the water services needs of small towns are considered in the expansion of sustainable and equitable water services. This book aims to contribute to the study of water services in small towns by critically examining different approaches and experiences of water supply in small towns. It brings together empirical testimonies of how the implementation of reductionist models and the perseverance of certain principles underlying these models in the water sector have yielded suboptimal results. Much remains to be done before achieving universal service coverage in small towns is likely. In order to do that, we should start speaking of small towns as a category on their own and continue the work in elaborating further what these are and how they work. In Focus – a book series that showcases the latest accomplishments in water research. Each book focuses on a specialist area with papers from top experts in the field. Contributors to this collection find that water crises degrade environments, place untenable burdens on stakeholders, and produce or exacerbate social conflict, undermining ecological and social conditions that sustain effective collaboration. At the same time, water crises can promote institutional change that "resets" governance, promoting unusual and creative responses appropriate for local contexts. The studies in this volume provide evidence that, while water crises pose serious threats to environments and societies, they also provide opportunities to learn from experience and recraft water governance with coherent visions of more ecologically and socially sustainable futures.
