Book excerpt: The 108th Congress is considering authorizing Army Corps of Engineers civil works activities and changing Corps policies and practices through a Water Resources Development Act (WRDA) and other legislation. The Corps plans, constructs, and operates water resources facilities primarily for flood control, navigation, and environmental purposes. The last WRDA was enacted in 2000. 108th Congress and WRDA. The House passed a WRDA 2003 (H.R. 2557) on September 24, 2003. The Administration does not support the bill primarily because of the level of newly authorized appropriations. The Senate Committee on Environment and Public Works ordered reported a WRDA 2004 (S. 2554) on June 23, 2004. On August 25, 2004, the committee instead reported a new bill N S. 2773 N which has been placed on the Senate calender. It authorizes a few controversial projects that had not been developed in 2003 for the House WRDA bill, such as navigation improvements and ecosystem restoration of the Upper Mississippi River- Illinois Waterway (UMR-IWW) and two components of Everglades restoration N Indian River Lagoon-South and Southern Golden Gates Estates. Book excerpt: The U.S. Army Corps of Engineers has long been one of the federal government's key agencies in planning the uses of the nation's waterways and water resources. Though responsible for a range of water-related programs, the Corps's two traditional programs have been flood damage reduction and navigation enhancement. The water resource needs of the nation, however, have for decades been shifting away from engineered control of watersheds toward restoration of ecosystem services and natural hydrologic variability. In response to these shifting needs, legislation was enacted in 1990 which initiated the Corps's involvement in ecological restoration, which is now on par with the Corps's traditional flood damage reduction and navigation roles. This book provides an analysis of the Corps's efforts in ecological restoration, and provides broader recommendations on how the corps might streamline their planning process. It also assesses the impacts of federal legislation on the Corps planning and projects, and provides recommendations on how relevant federal policies might be altered in order to improve Corps planning. Another important shift affecting the Corps has been federal cost-sharing arrangements (enacted in 1986), mandating greater financial participation in Corps water projects by local co-sponsors. The book describes how this has affected the Corps-sponsor relationship, and comments upon how each group must adjust to new planning and political realities.

The 107th, 108th, and 109th Congresses considered but did not enact WRDA legislation; the most recent WRDA was enacted in 2000. Pentup demand for new authorizations is prompting interest in enacting a bill in 2007. The Water Resources Development Act of 2007 (H.R. 1495) was passed by the House on April 19, 2007; on May 16, 2007, the Senate passed its version. On July 27, 2007, conferees met and agreed to a compromise bill; the conference report is available at [http: //www.rules.house.gov/110/text/110_hr1495cr.pdf]. The WRDA 2007 bills were based on the WRDA bills considered by the 109th Congress, reportedly to facilitate consideration in their respective chambers. These 109th Congress bills failed to move beyond conference, with a number of issues reportedly complicating negotiations (e.g., independent review, authorizations of municipal water and wastewater projects, concerns about the overall level of authorization). Some of the same issues continue to be part of the debate.
