Recent times have seen the contours of water policy shaped by new discourses and narratives; there has been a pluralization of the state and a changing balance of power among the actors who influence the formulation of water policy. Discourses on gender mainstreaming and Integrated Water Resource Management (IWRM) are influential, though they have often remained rhetorical and difficult to put into practice. Debate over property rights reform and inter-linking of rivers has been polarized. At the same time, there has been a rising disenchantment with policy initiatives in participatory irrigation management, cleaning up of water bodies and pollution control. Fast depletion of groundwater resources and the importance of adopting new irrigation methods are getting increased focus in the recent policy dialogue. The contributors review current debate on these and other subjects shaping the governance of water resources, and take stock of new policy developments. The book examines the experience of policy implementation, and shows where important weaknesses still lie. The authors present a roadmap for the future, and discuss the potential of alternative approaches for tackling emerging challenges. A case is made for greater emphasis on a discursive analysis of water policy, to examine underlying policy processes. The contributors observe that the ongoing democratization of water governance, coupled with the multiplication of stresses on water, will create a more visible demand for platforms for negotiation, conflict resolution and dialogue across different categories of users and uses. Finally, the authors propose that future research should challenge implicit biases in water resources planning and address imbalances in the allocation of water from the perspectives of both equity and sustainability.

Against the backdrop of China’s water reform and the wider international debate in water governance, this book aims to provide an innovative approach to the complex issue of water governance by critically analysing the recent legal and policy developments in China towards tradable water rights. It examines the deficiencies of the current systems for water rights arrangements and trading, explores how China may learn from and build on the international trends in water rights trading practice (mainly Australia and the US), and proposes legal and policy frameworks for defining and administering tradable water rights in China that underpin sustainable water use in the face of exacerbated water scarcity, variability, and uncertainty. All in all, the book proposes pragmatic strategies for China’s water law and policy reform to move towards tradable water rights, which encompasses a comprehensive prescription from initialising and defining tradable water rights to administering water rights and trading. While they rarely make headlines, these crises, characterized by inequitable access to sufficient and clean water, affect over one billion people globally. What is less known, though, is that millions of these same global citizens are at the forefront of responding to the challenges of water privatization, climate change, deforestation, mega-hydraulic projects, and other threats to accessing water as a critical resource. In Transforming Rural Water Governance Sarah T. Romano explains the bottom-up development and political impact of community-based water and sanitation committees (CAPS) in Nicaragua. Romano traces the evolution of CAPS from rural resource management associations into a national political force through grassroots organizing and strategic alliances. Resource management and service provision is inherently political: charging residents fees for service, determining rules for household water shutoffs and reconnections, and negotiating access to water sources with local property owners constitute just a few of the highly political endeavors resource management associations like CAPS undertake as part of their day-to-day work in their communities. Yet, for decades in Nicaragua, this local work did not reflect political activism. In the mid-2000s CAPS’ collective push for social change propelled them onto a national stage and into new roles as they demanded recognition from the government. Romano argues that the transformation of Nicaragua’s CAPS into political actors is a promising example of the pursuit of sustainable and equitable water governance, particularly in Latin America. Transforming Rural Water Governance demonstrates that when activism informs public policy processes, the outcome is more inclusive governance and the potential for greater social and environmental justice.

Book excerpt: Case studies were conducted in five selected Asian countries on their water policy reform initiatives. Of the five countries, China stands out as the country that has derived the most from on-going global efforts in promoting water sector institutional reforms and the concept of integrated water resources management (IWRM). China has emerged as the leader in adapting these concepts to suit the context of the country. Advanced stages of water development in many parts of the country and increased water shortages due to rapid economic development have prompted China to forge ahead in the search for institutional solutions to make the water sector more productive, and the management of water resources more sustainable. In the other selected countries, efforts to replicate the models of developed countries without much adaptation and due reference to their stages of development have generally failed. The dominance of irrigation within the water sector and the informality of the economy related to water in these countries seem to make the application of prescribed IWRM principles rather unfeasible. The lesson to be drawn from policy reviews of the five countries is that effective waterinstitutions are not static systems, but are adaptive and dynamic institutional developments compatible with the local context, particularly with the structure of the overall economy of the country and its water sector.
