What accounts for this dramatic change in this critical policy area surrounding China's insatiable quest for energy? In China's Water Warriors, Andrew C. Mertha argues that as China has become increasingly market driven, decentralized, and politically heterogeneous, the control and management of water has transformed from an unquestioned economic imperative to a lightning rod of bureaucratic infighting, societal opposition, and open protest. Although bargaining has always been present in Chinese politics, more recently the media, nongovernmental organizations, and other activists—actors hitherto denied a seat at the table—have emerged as serious players in the policy-making process. Drawing from extensive field research in some of the most remote parts of Southwest China, China's Water Warriors contains rich narratives of the widespread opposition to dams in Pubugou and Dujiangyan in Sichuan province and the Nu River Project in Yunnan province. Mertha concludes that the impact and occasional success of such grassroots movements and policy activism signal a marked change in China's domestic politics. He questions democratization as the only, or even the most illuminating, indicator of political liberalization in China, instead offering an informed and hopeful picture of a growing pluralization of the Chinese policy process as exemplified by hydropower politics. For the 2010 paperback edition, Mertha tests his conclusions against events in China since 2008, including the Olympics, the devastating 208 Wenchuan earthquake, and the Uighar and Tibetan protests of 2008 and 2009.

The focus on ‘agency’ has been an important development, enabling researchers to better reveal the causal mechanisms generating institutional change (i.e., how institutional change actually takes place). However, past research has generally been limited to specific intellectual silos or scholarly domains of inquiry. Policy scholars, for example, have tended to focus on the various mechanisms and levels at which agency operates, drawing on institutionalist perspectives but not always actively contributing to institutionalist theory. Institutionalist perspectives, by contrast, have tended to operate at macro-levels of enquiry, embracing the ontological primacy of institutions in processes of isomorphism but not necessarily contributing to or embracing policy perspectives that engage in more granular analyses of policy making processes, implementation, and the instantiation of institutional and policy change. Despite the obvious complementarities of these two intellectual traditions, it is surprising how little collaborative work, or indeed cross fertilization of theory and analytical design has occurred. The core novelty of this volume is thus its focus on agential actors within institutional settings and processes of entrepreneurship that facilitate isomorphism and policy change. The book’s theoretical framework is grounded in variants of institutional theory, especially historical, sociological and organisational institutionalism and policy entrepreneurship literature. The overall conclusion is that that both institutionalists and public policy scholars have largely overlooked the importance of complex interactions between interdependent structures, institutions, and agents in processes of institutional and policy change.

These individuals are regarded as policy entrepreneurs: people that strategically employ framing and networking strategies to advocate or oppose policy change by setting the public, policy and political agendas. The book discusses relevant literature on policy entrepreneurship, framing and networking strategies, and agenda setting. The empirical research comprises an in-depth study of four cases, involving semi-structured interviews, document study and newspaper article analysis. The first case selected concerns the Second Delta Committee, which set the agenda for water safety and climate adaptation in the Dutch Delta, and recommended a substantial increase in the water level of the IJsselmeer. The second case concentrates on policy entrepreneurs who pushed for a change in Dutch nature policy, advocating a focus on nature development over nature preservation. The third case considers policy entrepreneurs’ support or opposition to plans to realise outer-dike urbanisation and build an infrastructural connection—either a bridge or tunnel—through the Markermeer-IJmeer. The final case looks at policy entrepreneurs who advocated or opposed plans to create large clusters of wind turbines close to the historical village of Urk. The study reveals how policy entrepreneurs employ various framing and networking strategies, exploit the use of visualisations, frame issues at stake differently, and frame themselves and others. Insights are also offered into how policy entrepreneurs cope with the enabling and constraining factors of context, with their various strategies, resulting in successes as well as failures.
