Book excerpt: The water privatizations that swept across the global South in the 1990s and early 2000s failed to meet expectations. Rather than bringing about increased efficiency and investment, a suite of public-private partnerships ended prematurely and caused social unrest, most notably in the Bolivian city of Cochabamba. In response, scholars and activists embarked on a search for "alternatives to privatization." Informed by the work of the Municipal Services Project and post neoliberal scholarship, this dissertation examines Water Operator Partnerships (WOPs) as a potential alternative to private-sector engagement in water and sanitation. Relying on primary documents and interviews, I trace the WOP concept to its origins in the UN system and highlight its defining characteristics as a partnership type. I further discuss the struggles behind the concept's emergence, focusing on the contested role of the private sector and the strategies applied by activists trying to safeguard a public orientation of WOPs. Based on two case studies of water companies in the Netherlands and Uganda, I examine the motivating factors that would cause water operators to engage in WOPs on a not-for-profit basis. My findings indicate that WOPs are driven by a number of interests that call into question their portrayal as solidarity-based partnerships, including staff development and the furthering of opportunities for aid, trade, and investment. I then follow the Dutch and Ugandan companies out of their headquarters and into the field, to the water utility serving Malawi's capital Lilongwe. Drawing on fieldwork in Malawi, I examine two WOPs in detail, showing how and why these partnerships failed or succeeded in supporting the reduction of non-revenue water. Taken together, this dissertation points to a need to refocus the debate on WOPs, beyond the private sector and towards public water and sanitation operators. I argue that two trends in particular deserve critical attention: professionalization and corporatization. Both are somewhat more concealed and less visible than the outright inclusion of the private sector in WOPs, but they could, in the end, pose a more serious challenge to the WOP model and its post neoliberal potential.

Book excerpt: 'Public-Private Partnerships for Urban Water Utilities: A Review of Experiences in Developing Countries' analyzes the market growth of Public-Private Partnerships (PPPs) in the developing world since 1990, and the performance of more than 65 large water PPP projects representing more than 100 million people for access, service quality, operational efficiency, and tariff levels. Although a relatively small portion of the water utilities in the developing world are operated under PPPs (about 7 percent in 2007), the urban population served by private water operators has grown every year since 1990. Despite many difficulties encountered by PPP projects and a few contract terminations, a large majority of contracts awarded since 1990 are still in place. The track record for improving service and efficiency reaffirms the value of PPPs to help turn around poorly performing water utilities, even though the level of private financing did not match initial expectations. Over time, a more realistic market has developed, the number of private investors from developing countries has grown, and contract designs have become more pragmatic concerning risk allocations between partners. The water sector has many features that set it apart from other infrastructure sectors. This book suggests the need for careful consideration of those specificities to successfully involve private operators. Although concessions with private financing have worked in a few places, contractual arrangements that combine private operation with public financing appear to be the most sustainable option in many countries. Policy makers, stakeholders, and donors need to remain heavily engaged in the water sector, especially in the poorest countries and during a global financial crisis. This book contributes to a better understanding of the various options to tackle the many challenges of providing water and sanitation services to urban populations in the developing world.

Book excerpt: Since 1990, many national and local governments in developing countries have contracted with private companies to operate or manage their water utilities under Public-Private Partnership (PPP) contracts. The assumption was that the private sector will improve utilities by bringing in new capital, raising the level of staff expertise, and making operations more cost-effective and efficient. More than 260 PPP contracts have been signed to provide water services in more than forty developing countries. The recourse to private operators has been accompanied, however, by a good deal of controversy. Several high profile contracts, such as in Buenos Aires, were cancelled in recent years following conflicts between the public and private partners. This has raised doubts about the suitability of PPPs to help improve water services in developing countries. Yet, there has been only little objective data available in the literature about the performance of PPPs, and the resulting debate has been based more on ideology than fact. This study attempts to redress the shortage of information by examining, through objective indicators, the actual performance of PPPs in developing countries over the last fifteen years. It collected data from as many as 65 PPP projects, representing a served population of about one hundred million people half of the urban population served at one point in time since 1990 by private water operators, and 80 percent of the population served by a private operator for more than 3 years and under a contract signed before 2003.

Book excerpt: Globally, approximately 1.8 billion people, mainly in low- and middle-income countries, use a source of drinking water that suffers from microbial contamination. This includes piped water supplies (Bain et al., 2014). There exists an urgent need to improve access to water supply services and to replace aging water and sanitation network infrastructure. In an effort to do so, private sector participation, mainly in the form of Public-Private Partnerships (PPPs), has been increasingly used to help improve efficiency, access to, and quality of water services. The first wave of PPPs led by multinational operators was met with a fair amount of backlash. The growth in PPPs since has seen a significant shift towards PPPs led by local private water operators. However, extant research has used theoretical frameworks and constructs that were developed during the multinational era and are failing to explain and predict PPP outcomes today. For the prevailing local-dominated context, a new theoretical framework is developed and suggests more relevant constructs and indicators, such as operator localness, informal renegotiations, and contract transfers, to assess contract fate in water sector public-private partnerships. Grounded theory, cross-case comparison, and fuzzy set Qualitative Comparative Analysis (fsQCA) are used to build theory and suggest potential causal combinations leading to contract persistence and cancellation in water PPPs. Counter to the dominant theory in the literature, the analysis finds that a combination of operator localness, informal contractual supports, and contract transfers impact persistence. The findings build on our understanding of the viability of water PPPs and has implications for structuring, managing, and assessing private sector engagement in water service delivery in low- and middle-income countries. This dissertation focuses on Latin America as it has comparatively high levels of PPP experience globally and has been a focus of extant literature on water PPP renegotiations, cancellations, and performance (Andres, Guasch, Haven, & Foster, 2008; Guasch et al., 2017, 2008, 2003; Marin, 2009a; Marin et al., 2010). Argentina, especially, has implemented an ambitious water PPP program with variation in operator localness and in contract outcomes.
