Presenting a comparative study, the book provides a unique perspective on multifunctional water use and illustrates how politically and economically motivated water use increases violent tensions over access to and the use of freshwater resources. The coverage stretches from international and national agencies to NGOs, economic stakeholders and local actors. The book evaluates the resilience and vulnerability of local actors' ability to access water and examines the nexus between the need to access water and the ability to influence access to water, taking into consideration both countries’ economic development agendas. The book concludes by discussing strategies for reducing water-induced conflicts that can be applied to not only these cases but water conflicts across the globe. The Nile is shared by more than seven nations, the Zambezi by six, and the Congo by nine. With populations on the rise, many countries have been labeled water scarce nations, and in fifteen years it is predicted that many people on earth will be exposed to water shortage consequences such as famine and disease. Thirteen African nations already suffer water stress and soon another twelve will join the list unless something is done to thwart the problem. On March 20, 2009 in Nairobi, Hekima College collaborated with Jesuit Hakimani Centre and the French Institute for Research in Africa (IFRA) to host the Hekima College Water Day Academic Seminar with the theme Shared Waters, Shared Opportunities. This book is the result of critical research and presentations by internationally renowned scholars, researchers and experts, and students of the Institute of Peace Studies and International RelationsHekima College. For most of 2009 Kenya suffered severe problems caused by flooding which took many lives and destroyed homes and important infrastructures. It highlighted the issues of water management and water conflicts, not only in Kenya but in other parts of East Africa, as it was made abundantly clear that not only scarcity of water, but excess water, incorrectly managed, can be disastrous. This timely, scholarly book presents discussions of the issues which underlie the major water crises in the region. They open the debate into the water problems of Kenya and East Africa in an effort to join the global campaign to find solutions to these difficulties.

It is the most water-scarce region in the world and is experiencing unprecedented levels of forced displacement. Ebb and Flow: Volume 2. Water in the Shadow of Conflict in the Middle East and North Africa examines the links between water risks (harmful outcomes related to water, from droughts and floods to lack of sanitation), conflict, and forced displacement. It aims to better explain how to address the vulnerabilities of forcibly displaced persons and their host communities, and to identify water policy and investment responses. Contrary to common belief, the report finds that the evidence linking water risks with conflict and forced displacement in the region is not unequivocal. Water risks are more frequently related to cooperation than to conflict at both domestic and international levels. But while conflict is not necessarily a consequence of water risks, the reverse is a real and concerning phenomenon: conflict amplifies water risks. Since 2011, there have been at least 180 instances of intentional targeting of water infrastructure in conflicts in Gaza, Libya, the Syrian Arab Republic, and the Republic of Yemen. Forcibly displaced persons and their host communities face myriad water risks. Access to safe drinking water is a daily struggle for millions of forcibly displaced Iraqis, Libyans, Palestinians, Syrians, Yemenis, and international migrants in the region, heightening public health risks. Tanker trucks often help fill the gap; however, significant issues of water quality, reliability, and affordability remain. Host communities also face localized declines in water availability and quality as well as unplanned burdens on water services following the arrival of forcibly displaced persons. The reality of protracted forced displacement requires a shift from humanitarian support toward a development approach for water security, including structured yet flexible planning to deliver water services and sustain water resources for forcibly displaced persons and their host communities.

It is estimated that by 2030—the horizon set by the international community for achieving the Sustainable Development Goals—more than half of the world’s poor will be living in countries affected by high levels of violence. Information and communication technology, population movements, and climate change are also creating shared risks that must be managed at both national and international levels. Pathways for Peace is a joint United Nations†“World Bank Group study that originates from the conviction that the international community’s attention must urgently be refocused on prevention. A scaled-up system for preventive action would save between US$5 billion and US$70 billion per year, which could be reinvested in reducing poverty and improving the well-being of populations. The study aims to improve the way in which domestic development processes interact with security, diplomacy, mediation, and other efforts to prevent conflicts from becoming violent. It stresses the importance of grievances related to exclusion—from access to power, natural resources, security and justice, for example—that are at the root of many violent conflicts today. Based on a review of cases in which prevention has been successful, the study makes recommendations for countries facing emerging risks of violent conflict as well as for the international community. Development policies and programs must be a core part of preventive efforts; when risks are high or building up, inclusive solutions through dialogue, adapted macroeconomic policies, institutional reform, and redistributive policies are required. Inclusion is key, and preventive action needs to adopt a more people-centered approach that includes mainstreaming citizen engagement. Enhancing the participation of women and youth in decision making is fundamental to sustaining peace, as well as long-term policies to address the aspirations of women and young people.

This paper surveys three sets of hypotheses forwarded in the conflict literature regarding the relationship between the size and location of population groups: Hypotheses based on pure population mass, on distances, on population concentrations, and some residual state-level characteristics. The hypotheses are tested on a new dataset-ACLED (Armed Conflict Location and Events Dataset)-which disaggregates internal conflicts into individual events. The analysis covers 14 countries in Central Africa. The conflict event data are juxtaposed with geographically disaggregated data on populations, distance to capitals, borders, and road networks. The paper develops a statistical method to analyze this type of data. The analysis confirms several of the hypotheses.
