As a result of constant innovation and modernisation in the fields of engineering, natural science, management studies and environmental studies there has been a growing awareness of the intrinsic interaction between humankind and the environment. Humankind has become part of the environmental dynamics, to the extent that they are literally able to change ecosystems. Nowhere is the impact more evident than in the anthropogenic engagement with the hydrosphere – from the smallest pool of water to the earth’s atmosphere. Comprehensive infrastructure development in water and sanitation, the growing trend to seek additional resources in the form of groundwater, desalinated seawater, and recycled wastewater, as well as special attention being given to capturing and preserving rainwater, bear evidence of a timely response to climate change, population growth and rapid development in many water-stressed regions of the world. The purpose of the book is to provide a historical overview of the manner in which South Africa’s water resources have been governed from a time when the Union of South Africa was formed, in 1910, up to 2008, a time of a growing global awareness of the potential impact that climate change may have on water resources in a key region of southern Africa, notable for increasing levels of aridity and more erratic rainfall patterns. This book explores how ideas of IWRM are being translated and adapted in Mozambique, South Africa, Tanzania, Uganda and Zimbabwe. Grounded in social science theory and research, it highlights the importance of politics, history and culture in shaping water management practices and reform, and demonstrates how Africa has clearly been a laboratory for IWRM. While a new cadre of professionals made IWRM their mission, we show that poor women and men may not have always benefitted. In some cases IWRM has also offered a distraction from more critical issues such as water and land grabs, privatisation, the negative impacts of water permits, and a range of institutional ambiguities that prevent water allocations to small and poor water users. By critically examining the interpretations and challenges of IWRM, the book contributes to improving water policies and practices and making them more locally appropriate in Africa and beyond.

Now, liminology is a respectable scientific discipline taught at many universities, and limnologists are recognized as important contributors to our understanding of how this fragile spaceship functions. All this acknowledged, it must also be acknowledged that limnology is not yet a globally comprehensive science. To be sure, much is known about globally applicable processes, and the structural elements of aquatic ecosystems worldwide, but limnological emphases, interests and concerns remain essentially European and North American in balance. Much is known about lakes and rivers in less than one fifth of the world's land area (northern temperature regions); rather little is known about inland waters elsewhere.

As a result of AMD’s continued impact on South Africa’s water systems, as a technical or scientific matter as well as the policy implications for the mining sector, water security and socio-economic sustainability has become a highly contested issue.

Empirical case studies from Kenya, Malawi, South Africa and Zimbabwe show how coexisting international, national and local regulations of water and sanitation respond to the ways in which different groups of rural and urban women gain access to water for personal, domestic and livelihood purposes. The authors, who are lawyers, sociologists, political scientists and anthropologists, explore how women cope in contexts where they lack secure rights, and participation in water governance institutions, formal and informal. The research shows how women - as producers of family food - rely on water from multiple sources that are governed by community based norms and institutions which recognise the right to water for livelihood. How these common pool water resources - due to protection gaps in both international and national law - are threatened by large-scale development and commercialisation initiatives, facilitated through national permit systems, is a key concern. The studies demonstrate that existing water governance structures lack mechanisms which make them accountable to poor and vulnerable water users on the ground, most importantly women. The findings thus underscore the need to intensify measures to hold states accountable, not just in water services provision, but in assuring the basic human right to clean drinking water and sanitation; and also to protect water for livelihoods.
