Book excerpt: This is a pioneering study about the relationship between fresh water, peace, and security in Asia from the Middle East to Siberia but with a special focus on South and Southeast Asia. Asia is home to many of the world's great rivers and lakes, but its huge population and booming economies make it the most water-scarce continent on a per capita basis. Over extensive irrigation, pollution, and global warming add to the demographic and economic pressures on Asia's fresh water supplies. The location of the sources for much of South and Southeast Asia's fresh water is in the Chinese controlled Tibetan Plateau, and China's increasing exploitation of these water sources have created growing geopolitical tensions that could boil over into conflict. India is reliant on fresh water from Tibet, which gives the Chinese uncomfortable leverage over India and further exacerbates their unsettled border disputes. Vietnam, Bangladesh, Pakistan, and other countries of the region also find themselves in similarly vulnerable positions where water is scarce and the sources are increasingly being exploited and polluted upstream by the continent's most powerful country. Brahma Chellaney proposes strategies to avoid conflict and more equitably share and preserve Asia's water resources.

Book excerpt: - This book will explore the aesthetic, historical, social, and economic settings of India's waterscapes A lesser known and researched form of Indian architecture is that of its water monuments - a term that covers sacred temple tanks, stepwells, artificially built ponds, lakes and reservoirs, residential pools and rock-cut cisterns, canals and sluices, and ritual platforms on rivers or lakes (ghats). These magnificent, ingeniously conceived structures are an integral part of mainstream Indian architecture and have complex architectural and spatial figuration and extensive sculptural or relief ornamentation. Their deep art-historical significance, the development and diversity of their architecture and hydrological engineering, their canonical authorization, their specific iconographic, aesthetic and ritual characteristics, as well as their location in the socio-religious, economic and agrarian order of the region, make them important cultural constituents of their times. Water Design will explore in an interdisciplinary way the architectural plan and structural framework and its variants determined by local traditions and spatial considerations; their artistic and ornamental characteristics; the topography of waterscapes and how these determine or are determined by the urban setting; as well as their location along the trade routes which might have facilitated the cross-influencing of architectural form across regions and cultures. Jutta Jain-Neubauer studied Indology and Indian Art History at the South Asia Institute of the University of Heidelberg, Germany (MA 1976), and University of Bonn, Germany, where she obtained her PhD degree with a thesis on 'Stepwells of Gujarat in art-historical Perspective' in 1978. With a fellowship of the Alexander von Humboldt Foundation she studied the ancient canonical texts on art and architecture of India (shilpa shastras). She worked for various institutions in India, such as the National Museum Institute for Art History, Museology and Conservation; the Indian National Trust for Art and Cultural Heritage (INTACH), for whom she has done the first ever full-fledged documentation of Rani ni Vav, the famed Stepwell of the Queen in Patan, recently declared a World Heritage Site by UNESCO. She is currently Alexander von Humboldt Research Fellow, affiliated to Jawaharlal Nehru University (JNU), New Delhi.

On the other hand, architecture also had to respond to the threat of floods. The theme of Building with Water is the use of water in architecture. It presents buildings that explicitly refer to water in their design and form. It establishes a typology of building by the water: residential structures, recreation facilities, industry and infrastructure, buildings for culture and art. The various design parameters are explored in four essays. Subsequently, twenty-two international projects are presented, organized according to their locations by a river, a lake or the sea. The authors’ concern is not to show luxurious buildings in privileged locations but rather presenting projects that seriously grapple with the main criterion of the location—namely, water—in an ecologically sustainable way and respond to it with their design. Non-state actors—multilateral and transnational donor agencies and corporations, non-government organizations, markets, and civil society at large—are assuming a bigger role in public policy-making for water resource management. New discourses on neoliberalism, integrated water resource management (IWRM), public–private partnerships, privatization, and gender equity have come to influence water governance. Drawing upon detailed case studies from India, Bangladesh, Nepal, Sri Lanka, and Bhutan, this volume shows the implications of these new global paradigms for water allocation and management practices, institutions and governance structures in South Asia. It suggests that, despite claims to the contrary, they have done little to further human well-being, reduce gender disparity, or improve accountability and transparency in the system. Steering away from blueprint approaches, it argues for a more nuanced and contextual understanding of water management challenges, based on local knowledge and initiatives. Resilience, the ability of complex systems to adapt to changing conditions, is a key frontier in ecological research and is especially relevant in creative urban design, as urban areas exemplify complex systems. With something approaching half of the world’s population now residing in coastal urban zones, many of which are vulnerable both to floods originating inland and rising sea levels, making urban areas more robust in the face of environmental threats must be a policy ambition of the highest priority. The complexity of urban areas results from their spatial heterogeneity, their intertwined material and energy fluxes, and the integration of social and natural processes. All of these features can be altered by intentional planning and design. The complex, integrated suite of urban structures and processes together affect the adaptive resilience of urban systems, but also presupposes that planners can intervene in positive ways. As examples accumulate of linkage between sustainability and building/landscape design, such as the Shanghai Chemical Industrial Park and Toronto’s Lower Don River area, this book unites the ideas, data, and insights of ecologists and related scientists with those of urban designers. It aims to integrate a formerly atomized dialog to help both disciplines promote urban resilience.
