Book excerpt: According to the World Report on Disability (WHO) more than 1 billion people with disabilities worldwide and the rates of disability are increasing due to population ageing, increases in chronic health conditions and other factors. In developing countries there is a massive shortfall of sanitation facilities in general, and in particular of facilities which are accessible to all - including persons with disabilities. This is despite the fact that 15% of the world's population lives with some kind of disability. The majority of these persons with disabilities live in developing countries (80%). They are among the poorest, most vulnerable and marginalized groups.Barrier Free Environment is one which enables people with disabilities to move about safely and freely and to use the facilities within the built environment. The goal of barrier free design is to provide an environment that supports the independent functioning of individuals so that they can get to, and participate without assistance, in everyday activities such as procurement of goods and services, community living, employment, and leisure. The lack of accessible sanitation facilities can create humiliating situations as it deprives persons with disabilities of their most basic and private needs. It often leads to lower hygiene levels causing additional burdens of disease.The main objectives of the “Persons with Disabilities (Equal Opportunities, Protection of Rights and Full Participation) Act, 1996 enacted by the Government of India on January 1,1996 are to create barrier free environment for persons with disabilities and to make special provisions for the integration of persons with disabilities into the social mainstream. Chapter VII of the Act, Sections 44 to 46 deals with non-discrimination in transport on the roads and in the built environment. In regard to non-discrimination in the built environment, provisions have been made in this Act for ramps in public buildings, adaptation of toilets for wheel chair users, Braille symbols and auditory signals in elevators etc. Besides violating basic human rights, the exclusion from society also results in huge economic losses. The International Labour Organization estimates the annual global loss of GDP due to people with disabilities being excluded from income generating activities at 3-5%.Present paper is an attempt to present real picture of availability of sanitation and toilet facilities in general and for persons with disabilities in particular. The need assessment is done with regard to sanitation facilities for persons with disabilities with specification of role of government and nongovernmental organization is providing accessible sanitation facilities for persons with disabilities using right based approach. Special emphasis is on the sanitation and toilet facilities for persons with disabilities living in rural areas.

Of those, 80 percent live in developing countries. This number is expected to increase as the prevalence of disability is impacted by disease, war and conflict, natural disasters, and road traffic injuries, among other factors. In addition, persons over the age of 60 comprise 12 percent of the world's population; that proportion is set to rise over 20 percent by 2050. There is a strong correlation between aging and the onset of disability. Persons with disabilities make up a sizable portion of the 2.4 billion people who still lack access to sanitation, and the 663 million who lack access to safe drinking water. Although there are inadequate data to assess the exact number of persons with disabilities who face water scarcity and lack of access, there is evidence that points to the relative marginalization and invisibility of this population in water sector development programs. A 2011-12 survey of 16 Area Development Programs run by World Vision in Ethiopia showed that 96.6 percent of people with disabilities and the elderly faced difficulties in accessing basic water facilities. The note collates recommended strategies and practices in disability-inclusive development programming. It identifies entry points for disability-inclusive water operations in World Bank Group-supported programs, projects and advisory services, and analytics. Case studies, including World Bank Group and external examples, are provided to highlight the use of recommended practices. In addition, the annexes list several technical assistance resources to support task teams and clients in ensuring that infrastructure and services are inclusive of persons with disabilities.

It details inter-disciplinary approaches to planning and implementation of partnership-based programmes. The Manual comprises three chapters and appendices. These take the reader from an overview of the sector, through specific development perspectives, to detailed recommendations for each stage of the project cycle. Chapter 1 is an introduction to water supply and sanitation projects and sets the scene. It describes the WS&S sector with particular focus on the development of services for the poor in both urban and rural areas. Emphasis is placed on the importance of co-operation and partnership and the chapter also introduces the DFID programme and project process. Chapter 2 Principles and practice starts with an inter-disciplinary analysis of key issues and then sets out recommended approaches under seven perspectives: social development; health; environmental sustainability; economic and financial perspectives; institutional perspectives; technical aspects; and hygiene promotion and sanitation promotion. These are explored in some detail so that professional staff in DFID and its partners will gain a better understanding of all the aspects and not just their own speciality. Chapter 3 Water supply and sanitation in the DFID programme and project cycle is the 'how to' part of the manual which brings together the disciplinary perspectives at each stage of the project cycle. The key issues to be taken into account are set out in a helpful 'question and recommendation' format. Appendices include examples of logical frameworks for water supply and sanitation projects.

Those disparities are caused not only by fundamental differences in health status across segments of the population, but also because of inequities in factors that impact health status, so-called determinants of health. Only part of an individual's health status depends on his or her behavior and choice; community-wide problems like poverty, unemployment, poor education, inadequate housing, poor public transportation, interpersonal violence, and decaying neighborhoods also contribute to health inequities, as well as the historic and ongoing interplay of structures, policies, and norms that shape lives. When these factors are not optimal in a community, it does not mean they are intractable: such inequities can be mitigated by social policies that can shape health in powerful ways. Communities in Action: Pathways to Health Equity seeks to delineate the causes of and the solutions to health inequities in the United States. Monograph "Ergonomics for People with Disabilities: Design for Accessibility" presents interdisciplinary attitude to the issue of designing for people with disabilities. The aim of the monograph is to present the factors affecting life activation of people with disabilities (including "50+" and "mature" people) and the problems that people with disabilities face by the participation in social and professional life and the daily activities and how design for accessibility can help with solving those problems. Concepts presented in the first part are focused on designing of products supporting inclusion such as wheelchairs, orthopaedic seats, carrier vests and hand tools. This part consist of five chapters. Field of interest of second part of the monograph is how to design accessible socio-technical environment. The subject is presented in four chapters on two hospital case studies, backyard sensorimotor path case and integrated therapeutic environment case. Third part is focused on universal design with ICT solutions. It consist of the concepts and analysis of solutions supporting people with disabilities and elderly people presented in six chapters. Scope of the last part is human factor design for barriers reduction. In three chapters problems such deafness, dementia and professional activity of people with disabilities were presented. Monograph includes the wide perspective of engineers, designers, architects, psychologists, sociologists, vocational counsellors and medicals that can inspire to new look at design for accessibility.
