Book excerpt: The Oak Ridge National Laboratory (ORNL) is required by Department of Energy (DOE) Order 5820.2A to package its transuranic (TRU) waste to comply with waste acceptance criteria (WAC) for the Waste Isolation Pilot Plant (WIPP). TRU wastes are defined in DOE Order 5820.A as those radioactive wastes that are contaminated with alpha-emitting transuranium radionuclides having half-lives greater than 20 years and concentrations greater than 100 nCi/g at the time of the assay. In addition, ORNL handles U233, Cm244, and Cf252 as TRU waste radionuclides. The ORNL Transuranic Waste Certification Program was established to ensure that all TRU waste at ORNL is packaged to meet the required transportation and storage criteria for shipping to and storage at the WIPP. The objective of this document is to describe the methods that will be used at ORNL to package contact handled-transuranic (CH-TRU) waste to meet the criteria set forth in the WIPP certification requirements documents. This document addresses newly generated (NG) CH-TRU waste. Stored CH-TRU will be repackaged. This document is organized to provide a brief overview of waste generation operations at ORNL, along with details on data management for CH-TRU waste. The methods used to implement this plan are discussed briefly along with the responsibilities and authorities of applicable organizations. Techniques used for waste data collection, records control, and data archiving are defined. Procedures for the procurement and handling of waste containers are also described along with related quality control methods. 11 refs., 3 figs.

The program described in this report describes how Oak Ridge National Laboratory (ORNL) intends to comply with these requirements and the techniques and procedures used to ensure that ORNL TRU wastes are certifiable for shipment to WIPP. This document describes the program for certification of newly generated (NG) contact-handled transuranic (CH-TRU) waste. Previsions have been made for addenda, which will extend the coverage of this document to include certification of stored CH-TRU and NG and stored remote-handled transuranic (RH-TRU) waste, as necessary. 24 refs., 11 figs., 4 tabs.

Book excerpt: A document, Waste Management and Remedial Action Division Training Plan, has been developed by the WMRAD Training Department at Oak Ridge National Laboratory. This plan identifies and defines training requirements for different waste operations and support groups within the division and, in addition, identifies individual training requirements within each group based on job-specific tasks. This training consists of three independent areas: environmental, safety, and health (ES & H) training; performance-based training on standard operating procedures; and division training requirements. To ensure that personnel have completed all training and retraining requirements, the WMRAD Training Department has also developed, and currently maintains, several data base systems. A data base systems manager generates daily, weekly, and monthly reports for review by operations supervision to ensure that only qualified personnel operate and maintain the waste management facilities.
