Book excerpt: The Office of Science and Technology of the DOE has funded a joint project between the Oak Ridge National Laboratory (ORNL) and the Savannah River Technology Center (SRTC) to evaluate vitrification and grouting for the immobilization of sludge from ORNL tank farms. The radioactive waste is from the Gunite and Associated Tanks (GAAT), the Melton Valley Storage Tanks (MVST), the Bethel Valley Evaporator Service Tanks (BVEST), and the Old Hydrofractgure Tanks (OHF). Glass formulation development for sludge from these tanks is discussed in an accompanying article for this conference (Andrews and Workman). The sludges contain transuranic radionuclides at levels which will make the glass waste form (at reasonable waste loadings) TRU. Therefore, one of the objectives for this project was to ensure that the vitrified waste form could be disposed of at the Waste Isolation Pilot Plant (WIPP). In order to accomplish this, the waste form must meet the WIPP Waste Acceptance Criteria (WAC). An alternate pathway is to send the glass waste forms for disposal at the Nevada Test Site (NTS). A sludge waste loading in the feed of 6 wt percent will lead to a waste form which is non-TRU and could potentially be disposed of at NTS. The waste forms would then have to meet the requirements of the NTS WAC. This paper presents SRTC's efforts at demonstrating that the glass waste form produced as a result of vitrification of ORNL sludge will meet all the criteria of the WIPP WAC or NTS WAC.

Book excerpt: The Tanks Focus Area of the DOE's Office of Science and Technology (EM-50) has funded the Savannah River Technology Center (SRTC) to develop formulations which can incorporate sludges from Oak Ridge Tank Farms into immobilized glass waste forms. The four tank farms included in this study are: Melton Valley Storage Tanks (MVST), Bethel Valley Evaporation Service Tanks (BVEST), Gunite and Associated Tanks (GAAT), and Old Hydrofracture Tanks (OHF). The vitrified waste forms must be sent for disposal either at the Waste Isolation Pilot Plant (WIPP) or the Nevada Test Site (NTS). Waste loading in the glass is the major factor in determining where the waste will be sent and whether the waste will be remote-handled (RH) or contact-handled (CH). In addition, the waste loading significantly impacts the costs of vitrification operations and transportation to and disposal within the repository. This paper focuses on disposal options for the vitrified Oak Ridge Tank sludge waste as determined by the WIPP (1) and NTS (2) Waste Acceptance Criteria (WAC). The concentrations for both Transuranic (TRU) and beta/gamma radionuclides in the glass waste form will be presented a a function of sludge waste loading. These radionuclide concentrations determine whether the waste forms will be TRU (and therefore disposed of at WIPP) and whether the waste forms will be RH or CH.

Book excerpt: Radioactive wastes resulting from over 40 years of production of nuclear weapons in the U. S. are currently stored in 273 underground tanks at the U. S. Department of Energy Hanford site, Idaho National Engineering and Environmental Laboratory, Oak Ridge Reservation, and Savannah River site. Combined, tanks at these sjtes contain approximately 94,000,000 gallons of waste in a variety of forms including liquid, concrete-like salt cake, and various sludges. More than 730,000,000 curies of several radioactive isotopes are present in the underground tanks. Certainly, one of the greatest challenges facing the U. S. Department of Energy is how to characterize, retrieve, treat, and immobilize the great variety of tank wastes in a safe, timely, and cost-effective manner. For several years now, the U. S. Department of Energy has initiated and sponsored scientific and engineering studies, tests, and demonstrations to develop the myriad of technologies required to dispose of the radioactive tank wastes. In recent times, much of the Department of Energy R&D activities concerning tank wastes have been closely coordinated and organized through the Tanks Focus Area (IF A); responsibility for technical operations of the TF A has been assigned to the Pacific Northwest National Laboratory.

The U.S. Congress asked the National Academies to evaluate the Department of Energy's (DOE's) plans for cleaning up defense-related radioactive wastes stored in underground tanks at three sites: the Hanford Site in Washington State, the Savannah River Site in South Carolina, and the Idaho National Laboratory. DOE plans to remove the waste from the tanks, separate out high-level radioactive waste to be shipped to an off-site geological repository, and dispose of the remaining lower-activity waste onsite. The report concludes that DOE's overall plan is workable, but some important challenges must be overcomeâ€"including the removal of residual waste from some tanks, especially at Hanford and Savannah River. The report recommends that DOE pursue a more risk-informed, consistent, participatory, and transparent for making decisions about how much waste to retrieve from tanks and how much to dispose of onsite. The report offers several other detailed recommendations to improve the technical soundness of DOE's tank cleanup plans.

Book excerpt: Oak Ridge National Laboratory (ORNL) and Savannah River Technology Center (SRTC) are involved in a joint project for immobilization of radionuclides from the Melton Valley Storage Tanks (MVST) at Oak Ridge (OR). The supernate from Tank W-29 of the MVST will be treated by passage through a crystalline silicotitanate (CST) ion exchange medium. The CST was designed to sorb cesium, the primary radio nuclide (Cs-137) in the supernate of MVST's. A smaller amount of strontium (Sr-90) will also be sorbed. This demonstration will be performed by ORNL. One column volume of cesium-loaded CST ((approximately)10 gallons or 38 liters) will then be shipped to SRTC where it will be mixed with glass formers and fed as an aqueous slurry to a joule-heated melter within the SRTC Shielded Cells. A borosilicate glass formulation which will incorporate the CST has been developed as part oft SRTC's role in this project. The molten glass ((approximately)1150°C) will be poured into 500 ml stainless steel beakers which in turn will be placed in 30 gallon drums for disposal. An import & f part of this project is to demonstrate that the glass waste form produced will meet the Waste Acceptance Criteria (WAC) for disposal at the Nevada Test Site (NTS). If vitrification of the cesium-loaded CST is implemented as the immobilization method for all of the MVST supernate, then it is essential to demonstrate that the waste can be disposed of at an acceptable disposal facility. NTS accepts low-level radioactive waste as long as it is not TRU and not hazardous. This paper documents the efforts in the development stage of this work to integrate the requirements of NTS into the formulation and processing efforts. This work is funded by the Tank Focus Area with additional funding for ORNL provided by EM-30 at OR.
