Book excerpt: The purpose of this Environmental Assessment (EA) is to update the ''Test Area North Pool Stabilization Project'' EA (DOE/EA-1050) and finding of no significant impact (FONSI) issued May 6, 1996. This update analyzes the environmental and health impacts of a drying process for the Three Mile Island (TMI) nuclear reactor core debris canisters now stored underwater in a facility on the Idaho National Engineering and Environmental Laboratory (INEEL). A drying process was analyzed in the predecision versions of the EA released in 1995 but that particular process was determined to be ineffective and dropped form the Ea/FONSI issued May 6, 1996. The origin and nature of the TMI core debris and the proposed drying process are described and analyzed in detail in this EA. As did the 1996 EA, this update analyzes the environmental and health impacts of removing various radioactive materials from underwater storage, dewatering these materials, constructing a new interim dry storage facility, and transporting and placing the materials into the new facility. Also, as did the 1996 EA, this EA analyzes the removal, treatment and disposal of water from the pool, and placement of the facility into a safe, standby condition. The entire action would take place within the boundaries of the INEEL. The materials are currently stored underwater in the Test Area North (TAN) building 607 pool, the new interim dry storage facility would be constructed at the Idaho Chemical Processing Plant (ICPP) which is about 25 miles south of TAN.

Book excerpt: The U.S. Department of Energy (DOE) prepared this environmental assessment (EA) to analyze the potential environmental impacts associated with the proposed interim measures for the Mixed Waste Management Facility (MW) groundwater at the Burial Ground Complex (BGC) at the Savannah River Site (SRS), located near Aiken, South Carolina. DOE proposes to install a small metal sheet pile dam to impound water around and over the BGC groundwater seepline. In addition, a drip irrigation system would be installed. Interim measures will also address the reduction of volatile organic compounds (VOCS) from ''hot-spot'' regions associated with the Southwest Plume Area (SWPA). This action is taken as an interim measure for the MWMF in cooperation with the South Carolina Department of Health and Environmental Control (SCDHEC) to reduce the amount of tritium seeping from the BGC southwest groundwater plume. The proposed action of this EA is being planned and would be implemented concurrent with a groundwater corrective action program under the Resource Conservation and Recovery Act (RCRA). On September 30, 1999, SCDHEC issued a modification to the SRS RCRA Part B permit that adds corrective action requirements for four plumes that are currently emanating from the BGC. One of those plumes is the southwest plume. The RCRA permit requires SRS to submit a corrective action plan (CAP) for the southwest plume by March 2000. The permit requires that the initial phase of the CAP prescribe a remedy that achieves a 70-percent reduction in the annual amount of tritium being released from the southwest plume area to Fourmile Branch, a nearby stream. Approval and actual implementation of the corrective measure in that CAP may take several years. As an interim measure, the actions described in this EA would manage the release of tritium from the southwest plume area until the final actions under the CAP can be implemented. This proposed action is expected to reduce the release of tritium from the southwest plume area to Fourmile Branch between 25 to 35 percent. If this proposed action is undertaken and its effectiveness is demonstrated, it may become a component of the final action in the CAP. This document was prepared in compliance with the National Environmental Policy Act (NEPA) of 1969, as amended; the requirements of the Council on Environmental Quality Regulations for Implementing NEPA (40 CFR 1500-1508); and the DOE Regulations for Implementing NEPA (10 CFR 1021). NEPA requires the assessment of environmental consequences of Federal actions that may affect the quality of the human environment. Based on the potential for impacts described herein, DOE will either publish a Finding of No Significant Impact (FONSI) or prepare an environmental impact statement (EM).

The stabilization action would include post-stabilization characterization and on-site movement of stabilized material. Public meetings were held on July 7 and October 6, 1993, to discuss the scope and analyses in the EA. The scope of the EA included evaluation of alternative methods of stabilization, stabilization in other buildings at Rocky Flats, shipping off-site for stabilization, and no action. The public and the State were provided 60 days to comment on the EA, and comments received were responded to as needed in the final EA. Based on the analyses in the EA, DOE has determined that the proposed action would not significantly affect the quality of human environment, within the meaning of the National Environmental Policy Act (NEPA) of 1969. Therefore, the preparation of an Environmental Impact Statement is not required and the Department is issuing this Finding of No Significant Impact.

The proposed action is for DOE to provide $1.94 million in cost-shared funding to the Houston Advanced Research Center (HARC) for the Battleground Energy Recovery Project. The proposed project was selected by the DOE Office of Energy Efficiency and Renewable Energy (EERE) to advance research and demonstration of energy efficiency and renewable energy technologies. The proposed project would produce 8 megawatts (MWs) of electricity from high pressure steam generated by capturing heat that is currently lost at the Clean Harbors Deer Park (CHDP) facility. The proposed project is consistent with DOE's goal of increased use of energy efficiency and renewable energy generation projects. The proposed project involves installation of a specifically designed waste heat recovery boiler on the existing kiln afterburner of an incineration unit at the CHDP facility. This boiler would use heat from the incinerator flue gases to generate high-pressure superheated steam. The adjacent Dow Chemical plant would periodically consume part of the steam for process needs, replacing natural gas firing of existing boilers. The majority of the steam, however, would be piped to a new turbine generator (TG). The TG would be installed in a new building adjacent to the existing CHDP facility. Additional waste heat steam from the neighboring Dow Chemical plant would be routed to the TG when available. A cooling tower would be installed adjacent to the new building in the northwest corner of the facility. The 8 MWs of electricity generated by the TG would be used by the CHDP facility to offset purchased power; any excess power generated would be transmitted to the electric grid. Construction and installation activities associated with the proposed project would occur entirely within private industrial property. The project would require a construction permit and a minor amendment to the facility's air emissions operating permit. Additionally, modification to the facility's hazardous waste processing and disposal permit would be necessary. However, no significant adverse impacts are anticipated to result from implementation of this proposed project.

Book excerpt: The Alaska Power Administration (APA) has prepared an Environmental Assessment (EA) (DOE/EA-0862) evaluating the Marketing Plan for the Eklutna Project that establishes long-term allocation and sales of power. The proposed long-term sales contract will replace long-term agreements that expire at the end of December, 1993. The EA evaluates the proposed alternative and the no action alternative. The proposed alternative replaces the expiring contracts with new 20-year contracts with the same terms, conditions and allocations as the previous long-term contracts. No other alternatives were developed, as the three preference utilities are the only ones in the marketing area, and the ratio of power allocations with proposed alternative are the same as those contained in a divestiture purchase agreement signed among the power customers. The divestiture of this Federal project is expected to be approved by Congress; the power contracts signed under the marketing plan would remain in force after the sale to the three existing customers, who would then own the project in the same ratio as the power sales contracts. The EA identified no actions associated with the proposal that will cause significant environmental or socioeconomic impacts. The Marketing Plan for the Eklutna Project deals with replacement of expiring contracts.

Book excerpt: Ground water compliance for the Uranium Mill Tailings Remedial Action (UMTRA) Project sites, including the Ambrosia Lake, New Mexico, site, is governed by the Uranium Mills Tailings Radiation Control Act (42 USC {section}7901 et seq.) and the U.S. Environmental Protection Agency's Health and Environmental Protection Standards for Uranium and Thorium Mill Tailings (40 CFR Part 192; 60 FR 2854). The EPA standards describe specific conditions for which the U.S. Department of Energy (DOE) may apply for supplemental standards for contaminated ground water rather than meeting background levels or numerical standards. To achieve compliance with Subpart A of the EPA standards the residual radioactive materials are currently being consolidated on the site by the DOE in a disposal cell, isolating them from direct human or ecological contact and further dispersion into the environment. Completion of the disposal cell is scheduled for early 1995. An environmental assessment and a Finding of No Significant Impact (FONSI) were completed in 1987. Concurrence with the UMTRA Surface Project Ambrosia Lake remedial action plan (RAP) was granted by the U.S. Nuclear Regulatory Commission (NRC) and state of New Mexico in 1990. The DOE deferred compliance with Subpart B of the EPA standards in the Surface Project RAP. This site observational work plan (SOWP) is the first document to address ground water compliance under Subpart B at the Ambrosia Lake site. The Ambrosia Lake UMTRA Project site is within the Grants Mineral Belt and was one of numerous uranium mills supplied by many local mines. Ground water contamination at the site occurred as a result of uranium mill operations. Contamination of ground water resulted from discharge of waste water, infiltration of water through the tailings pile, hydraulic placement of mill tailings in nearby mines, and water pumped from mine shafts.
