Hastings was the first Governor-General of Bengal and his trial had a formative impact on the British Empire. Chiara Rolli shows that in an age when British education consisted mainly of classical studies, it was antique views of rhetoric and imperial governance that permeated the trial. Prosecutor Edmund Burke was figured as a modern-day Cicero fighting corruption in the colonies, while Hastings was Verres, the corrupt propraetor of Sicily in the first century BC. In their prosecution, both Burke and Richard Brinsley Sheridan employed certain coups de théâtre – such as fainting for emphasis – advised by Cicero and the later Roman rhetorician Quintilian, whose style of spectacular justice played particularly well amid the eighteenth-century vogue for sentimental drama. Burke's defence of natural rights and passion for extirpating vice in the colonies similarly reflected an admiration for Cicero, just as Hastings' preference to rule the conquered by means of their own traditions recalled models of Roman provincial administration. Using contemporary journalism, satire and other ephemera, the book reconstructs the public's equally profound grasp of these parallels. It illuminates new aspects of early British discourse around the Empire, and shows how deeply classical precedents influenced the cultural and political imaginations of eighteenth-century Britain.

Book excerpt: Excerpt from Warren Hastings Perhaps no man of undisputed genius ever inherited less, in mind or money, from his parents, or owed them fewer obligations of any kind. It is not possible to find in Pynaston Hastings any trace of the char acter or intellectual qualities of his son; the mother died in child-birth, while the father seems to have abandoned him very soon afterwards; for in a petition presented to the Lord Chancellor by their uncle in 1733, on behalf of Warren Hastings and his sister Anne, it is said that their father had Withdrawn himself to some distant place, leaving the children wholly unprovided for. The boy was at first placed by the grandfather at a charity school; but at the age of twelve he had the good luck to be sent by his uncle, who had taken charge of him, to Westminster. The system and mode of life at the large public schools of England, with all their grave deficiencies in regard to methodical teaching, have been usually good for the development of character and scholarship in boys of real intellectual ability. Their innate tastes and aptitudes, which need only free play and example, find room and stimulus, where the aver age schoolboy only discovers that loose discipline means liberty to be idle. Hastings worked hard, was good on the river, and was elected to a king's scholarship in the year 1747, as the names engraved on the wall of his dormitory still testify. But his uncle died, and he was made over to the care of a distant connection, who happened to be a director of the East India Company, and who insisted, against the remonstrance of the West minster head-master, that Hastings should give up his high hopes of distinction at a university, and should learn accounts from Mr. Smith of Christ's Hospital. Book excerpt: Excerpt from Warren Hastings in Bengal, 1772-1774 Few makers of English history are better known by name to their countrymen than Warren Hastings, but those who narrate his career or criticize his policy have given little prominence to a vital side of his work. In 1765 Clive set up a Dual system of administration in Bengal which rendered the next seven years the worst in the country's history. In 1772 Warren Hastings became President and reorganized the government, now actually assumed for the first time by the English. Attention has been so focused on his disputes with Philip Francis and the consequent trial that his economic, civil, and judicial measures for relieving the distressed natives often escape notice. The aim of this book has been to try to correct the balance by presenting an account of them in the words of the Company's servants themselves, adding in the introductory chapters no more than was necessary to connect the documents on one thread - for, like Hastings, 'I am little more than the compiler of other men's opinions. For several reasons the period treated is confined to the two years 1772 to 1774. Hastings governed the three Presidencies for eleven years after Lord North's Regulating Act, but he was Governor of Bengal for two years before it, and it is in the civil administration set up during those two years that the foundations of our system in India were laid. Hastings brought twenty-three years of Indian experience to the work: for those two years his hands were free; he planned, organized, and executed his own policy unhindered; it is by the action he then took that he must stand or fall. Whether the object of study be his character or the justice of our rule in India the years that follow can best be understood in the light of his original aims, for much of the legislation of the three succeeding decades was designed either to carry out those aims or to prevent their fulfilment. Much the larger part of the documents have been drawn from the manuscripts at the India Office, the rest from the Winter collection at the British Museum.
