Book excerpt: Excerpt from The American Railroad Problem: A Study in War and Reconstruction The object of this book is to provide for the intelligent citizen - including the large inarticulate public, as well as the student, the publicist, the legislator, the business man, the shipper, and the railroad security holder, executive, and employee - an analysis of the American railroad problem as it presents itself to-day. Of all the great current social and economic questions, it is doubtful whether any domestic problem is as significant or far-reaching, from the standpoint of the general welfare, as the problem of the railroads. Not only is every citizen vitally concerned in its satisfactory adjustment, but the degree of success which crowns the joint efforts of private enterprise and government activity in its solution will constitute the most convincing test of the efficacy of our democratic institutions in meeting the dominant tasks of this generation. At every point, therefore, the essential issues must be conceived in terms of their public bearing, and each measure designed to adjust conflicting claims must be assessed with reference to the common good. A great complexity of interests is involved. Even when reduced to most general categories, they comprehend those of the users of the transportation service, of the owners of the railroad properties, and of the employees engaged in the performance of transportation tasks. While each of these interests must be adequately safeguarded, the public stake in the proper functioning of the transportation industry transcends them all. "Justice," once wrote Dean Roscoe Pound, "is the ideal compromise between the activities of each and the activities of all in a crowded world." Book excerpt: Excerpt from The French Railroads and the War: Third Part, American Transportation If it be true that we learn from experience and profit by our mistakes, it should be worth our while to review past, events and to draw from them lessons for future guidance. The activities of some of our Army services in France during the Great War have been ably set forth by those who took a leading part in directing them and shaping their policies, but others have lacked unofficial historians willing to compile the necessary records and publish the reports. Among the latter is the Transportation Corps, which was responsible for the movement of our troops and supplies, from their arrival in France before November 11 1918, until their embarkation at the French ports after the signing of the armistice. The French, however, are more methodical than are we, and reports compiled by officers previously trained for, and during the war in charge of, various services are now being published. Among them, on a recent visit to Paris, it was my good fortune to find the one which deals with the French railroads during the war. The preface to this work was written by General Gassouin, who was the French Director General of Military Transportation during most of the year 1918, and to whose helpful cooperation much of the successful accomplishment of our Transportation Corps was due. The body of the report was prepared by Colonel Le Henaff and Captain Bornecque. The former, a regular Army officer who had been assigned to the study of military transportation for many years before the war, was the French representative on the Inter-Allied Transportation Committee, organized to coordinate the French, British, Italian, Belgian and American land transportation efforts, and was thus in constant touch with our problems of force and equipment as well as with our organization and methods. The latter, a university professor previous to the war, was in charge of the Army Postal Service and was probably more conversant with the location of our forces than any other officer in either the French or American Army. (applause) Much depends upon the railroad men of this country as to how soon the war is ended, and much of the future of the railroads after the war depends on what the railroad men are able to do during this crisis. What a wonderful opportunity to bring about great service to our country, great efficiency to the railway transportation machine, and great credit to the men who operate the railroads. If we are successful the standing of the railroads and their officers will be an enviable one, one that we have all sought. To accomplish during the past few years, and one that is most difficult to accomplish. For years the railroads have been criticised, and in many cases rightly so, for what they have or have not done, and during the past few years much has been accomplished in creating a better understanding with the public, better service to the public, better results for the owners of the properties, and this is now the supreme moment to indicate what actually can be accomplished by the managers of the railroads. I had the good fortune to accompany Marshal J offre and the French War Mission on their trip from Washington to Chicago. During the entire trip this great soldier studied the railroad maps continuously, asking many questions of detail in regard to the operation of the rail roads of America, their capacity, etc. He studied the location of our steel manufactories, and particularly the location of munition plants. The density of munition plants and manufacturing in the Pittsburgh district seemed to interest him most, and he constantly thought of how the railroads and the industrial plants of this country could best serve in this war. He told me (through Colonel Cosby, of the United States Army, our interpreter) that the battle of the Marne was won'by the railroads. Without the railroads it would never have been possible to bring up supplies and support such an army with the necessary munitions, impedimenta, etc. In other words, as he expressed it, the railroads won the battle of the Marne, which was the turning point in the first stages of the war, and the winning of which battle undoubtedly saved France and gave England and the United States time to prepare for the part they are taking in this great catastrophe. That was the statement made by The Hero of the Marne, one of the greatest soldiers of the present day. Book excerpt: Excerpt from American Railroads: Four Phases of Their History It would not be far amiss to say that the gen eral surmise that the steam locomotive was the most important device for effecting carriage by land is partly mistaken. What was antecedently necessary to the art of land conveyance was the lessening of the friction of movement. This was essentially accomplished by the use of the railed track laid on a durable foundation. Had the steam locomotive never been invented, the railed track over which the flanged wheel rides would allow five to six pounds of energy exerted in the direction of motion to move a load of two thou sand pounds, and at rates of speed otherwise wholly unattainable. The addition of giant motor mechanisms such as the steam or electric locomo tive capable of delivering enormous tractive power at the drawbar enormously multiplies our capacity for effecting land carriage.
