Book excerpt: This book is the main result of the two-year Danish-Norwegian Research Project on the evolution of UN peacekeeping operations in the Post-Cold War era, studying what peacekeepers perceive as the lessons learned from their experience. While the wars in the former Yugoslavia have served as the main "area of reference", the book also covers some aspects of peacekeeping in Somalia, Cambodia and the Middle East. It combines different methods of research by collecting and analysing data, including: open-ended interviews with top-level civilian and military practitioners; two international workshops (Oslo, 1995 and Copenhagen, 1996), where lessons learned were discussed by UNPROFOR commanders; and a questionnaire survey covering several hundreds of UNPROFOR officers from several countries. In addition to the editors' analysis, a major part of the book provides a forum where prominent military and civilian staff sum up specific lessons learned from the operations in the former Yugoslavia. Their experiences provide a major input into the conceptual discussion of future UN peacekeeping. One of the practical aims of the book is to bridge a gap between abstract models and political ambitions on the one side, and empirical realities on the other. By focusing on the application of peacekeeping principles in conflicts with elements of civil wars, the book does not aim at competing with the growing literature on the former Yugoslavia, but at supplementing that literature - and having a broader scope than it. The main challenge of the study was finding ways to utilize and to systemize the accumulated knowledge of UN personnel in order to identify political and operational "secrets of success" and "reasons for failure". The book's combination of quantitative and qualitative methods makes it unique in offering a comprehensive picture, based on solid practical experience, of the challenges peacekeepers face when operating in civil wars and similar conflicts. It provides rich insights in defining "practicability tests" that should be applied in future both to public demands and proposed mandates for peacekeeping operations. Major powers backed clients among the warring parties, and prolonged the war, instead of helping to bring it to an end. NATO sat on the fence when it could have helped bring peace, leading to two more years of war. When the USA finally engaged in the search for peace it did so for domestic political reasons, trampled on the very moral precepts it had used to kill off earlier peace plans, used the building-blocks of the International Conference on the Former Yugoslavia, without acknowledgement, to draft the Dayton documents, and ended up with a plan that was inferior by far to the earlier Vance-Owen or Stoltenberg-Owen plans. Thoroughly documented, this book will long be discussed by diplomatic historians of the conflict.

Book excerpt: The term 'Yugoslav Wars' (or, often, 'the Balkan conflict') refers to a series of wars in the region of former Yugoslavia, which were associated with the break-up of that state. The Yugoslav Wars resulted in an unimaginable number of dead, injured and displaced people. They also had a devastating impact on the economy and on the environment. Most notably, in some of the states which emerged from the conflict, people still to this day cannot peacefully coexist with one another. Beyond the affected region itself, the military conflict also had significant implications for Europe and its member states. It destroyed the illusion that Europe had overcome war. Perhaps these recent wars have given Europe an impetus to draw lessons from them, to find out what really needs to be done to build a peaceful Europe. A particular characteristic of this publication is that it does not settle for a single precise analysis of the reasons for war and for post-war conflicts. Rather, peace efforts and peace treaties are analyzed by focusing on their function of preventing conflicts or reducing their extent. Emphasis is placed on the efforts of national actors as well as on those of actors in civil society to promote peace policies in the international sphere. This collection of articles might, for the first time, clearly display the political challenges of peace in the context of the collapse of Yugoslavia and its subsequent wars. It certainly seeks to illustrate what has been learned and what still needs to be learned for the future.
