Nor have its cultivators in general had that sound preparation in the sciences of inorganic and vital nature which is necessary whether as supplying bases of doctrine or as furnishing lessons of method. Their education has usually been of a metaphysical kind. Hence political economy has retained much of the form and spirit which belonged to it in the seventeenth and eighteenth centuries, instead of advancing with the times, and assuming a truly positive character. It is homogeneous with the school logic, with the abstract unhistorical jurisprudence, with the a priori ethics and politics, and other similar antiquated systems of thought; and it will be found that those who insist most strongly on the maintenance of its traditional character have derived their habitual mental pabulum from those regions of obsolete speculation. We can thus understand the attitude of true men of science towards this branch of study, which they regard with ill-disguised contempt, and to whose professors they either refuse or very reluctantly concede a place in their brotherhood. The radical vice of this unscientific character of political economy seems to lie in the too individual and subjective aspect under which it has been treated... I feel greatly indebted to the parties for the generous response which they have made to my appeal to them for assistance. The trouble and expense to which they must have been put are con siderable, and the amount of work surprising. The materials thus put before me are valuable, and have helped me much, though I have occasionally realised that the inquiry was of such importance and extent as to have been perhaps more properly undertaken by a Commission with the public purse behind it than by private persons, whose sacrifices cannot reasonably be expected to be unlimited. Its importance consists in this, that it afiects every employee and every employer in the State. All wages depend more or less upon the fixing of the basic or living wage, and that that should be fixed with fairness to all parties is, therefore, a matter of high consequence. I wish that I could have obtained even further materials, but I must do what I can with those at my command. It is in the direction of Opening up the country to trade that all Our efforts should be concentrated, and the work of our diplomatists ought to be directed more than they are, to furthering our commercial interests. If China were con vinced that the Powers wanted no more territory, she would be the more inclined to open her doors for trade. With regard to the three provinces of China, comprising Manchuria, which Russia has now practically annexed, if it is not now too late, the strongest diplomatic pressure, ought to be brought to bear to insist on this immense and rich territory, the importance Of whose resources we do not fully realise, being thrown Open to the trade of the world. When Russia is being allowed to break her solemn promise to evacuate it, such a condition is the least compensation that might be looked for.
