Wage Inequality in Latin America: Understanding the Past to Prepare for the Future addresses these two questions by reviewing relevant literature and providing new evidence on what we know from the conceptual, empirical, and policy perspectives. The answer to the fi rst question can be broken down into several parts, although the bottom line is that the changes in wage inequality resulted from a combination of three forces: (a) education expansion and its eff ect on falling returns to skill (the supply-side story); (b) shifts in aggregate domestic demand; and (c) exchange rate appreciation from the commodity boom and the associated shift to the nontradable sector that changed interfi rm wage diff erences. Other forces had a non-negligible but secondary role in some countries, while they were not present in others. These include the rapid increase of the minimum wage and a rapid trend toward formalization of employment, which played a supporting role but only during the boom. Understanding the forces behind recent trends also helps to shed light on the second question. The analysis in this volume suggests that the economic slowdown is putting the brakes on the reduction of inequality in Latin America and will likely continue to do so—but it might not actually reverse the region’s movement toward less wage inequality.

Book excerpt: While changes in the demand for skilled labor appear to have led to a widening of the wage structures in many countries during the 198Os,considerable differences in the level of wage inequality remain. In this paper, we examine the sources of these differences, focusing primarily on explaining the considerably higher level of wage inequality in the U.S. We find that the greater overall dispersion of the U.S. wage distribution reflects considerably more compression at the bottom of the distribution in the other countries, but relatively little difference in the degree of wage inequality at the top. While differences in the distribution of measured characteristics help to explain some aspects of the international differences, U.S. labor market prices--that is, higher rewards to labor market skills-are an important factor. Labor market institutions, chiefly the relatively decentralized wage-setting mechanisms in the U.S. compared to other countries, appear to provide the most persuasive explanation for these international differences in prices. In contrast, the pattern of cross-country differences in relative supplies of and demands for skills does not appear to be consistent with the pattern of observed differences in wage inequality.

It is astonishing, therefore, that the origins, causes, and determinants of international wage differences are hardly ever discussed. According to a widely held half-truth, international wage differences reflect international productivity differences. This study challenges that belief and shows that international wage differences are due to a mixture of discrimination and various economic factors, just like wage differences between the sexes. The approach of this study is influenced by two strands of socio-economic analysis, namely, by world-system analysis and by the feminist. critique of gender wage differences. The central theme is discrimination versus productivity. Are international wage differences due to productivity differences or are they due to discrimination? The following issues are examined: Data on international wage differences; long-term changes of national wage rates; wage differences due to gender, race, ethnicity, culture, and region; the relationship between wages and GDP per capita; and more.

Book excerpt: Wage differentials between skill groups are larger in the US than in most western European countries. Especially low skilled workers are relatively worse off in the US than elsewhere. A simple demand and supply explanation for this fact would be that relative net supply of low skilled workers in the US exceeds that of other countries. The study by Blau and Kahn (1996) rejects this explanation. The present paper shows that this rejection depends heavily on the measure of skill that has been used. Blau and Kahn measure a worker's skill level as a weighted average of his schooling level and experience. Using this measure for comparisons across countries assumes that years of schooling and experience mean the same in terms of skill in all countries. When we use a measure of skill that is arguably more fit for international comparisons we find reasonable support for a demand and supply explanation of differences in wage inequality. This findings survives a large number of sensitivity tests.

Book excerpt: Using international harmonized matched employer-employee micro data from the European Structure of Earnings Survey for nine European countries, this article examines the origin of international differences in wage inequality. Wage inequality is highly correlated with the magnitude of inter-firm wage differentials. Workplace- and job-related factors generally have a more significant impact on within-country wage inequality than individual characteristics. European countries differ significantly not only in the extent of wage inequality but also in the relative influence of factors shaping wage inequality. Although cross-country differences in labour force composition play a part in the explanation, differences in the distribution and in labour market prices attached to workplace and job characteristics are the primary factors contributing to international differences in wage inequality.
