Available in PDF, EPUB and Kindle. Book excerpt: Pedestrians and bicyclists are the most vulnerable road users and suffer the most severe consequences when crashes take place. An extensive literature is available for crash severity in terms of driver safety, but fewer studies have explored non-motorized users' crash severity. Furthermore, most research efforts have examined pedestrian and bicyclist crash severity in urban areas. This study focuses on state roads (mostly outside major urban areas) and aims to identify contributing risk factors of fatal and severe crashes involving pedestrians and bicyclists in state roads. Two ordinal regression models were developed (one for pedestrian and the other for bicyclist crashes) to examine crash severity risk factors. Additional models were developed to investigate road and traffic characteristics that could increase the likelihood of fatal crashes. In the model for pedestrian crash severity risk factors such as age, vehicle type and movement, light conditions, road classification, traffic control device, posted speed limit, location of the pedestrian and wet road surface during clear weather conditions are statistically significant. The bicyclist crash severity model indicates that age, crash location, vehicle movement and alcohol intoxication during dark conditions are statistically significant. In terms of road characteristics and traffic conditions, the models suggested risk factors such as arterials, light conditions, posted speed limit, roadways, and high heavy vehicle volume, increased the odds of a crash being fatal. The results seem to suggest that besides improvements in roadway characteristics, additional countermeasures to reduce crash severity for vulnerable users should include separation of vulnerable users from traffic, educational campaigns, more strict control of alcohol intoxicated drivers, and protection strategies of senior pedestrians.

Book excerpt: In 2009, there were over 114,000 fatalities and injuries in the U.S. among vulnerable road users (VRUs; pedestrians and pedal cyclists; NHTSA, 2010). 4,092 pedestrians were killed in pedestrian-vehicle crashes. Pedestrian risk at intermodal interchanges such as bus terminals may be due to factors such as the greatly increased number of pedestrians, the increased likelihood of poor pedestrian behavior, and the lack of separation between pedestrians and vehicles (Clifton & Kreamer-Fults, 2007; Zegeer & Bushell, 2012). The current study investigates the effectiveness of structural and in-vehicle interventions for modifying driver behavior as drivers approach, pass through, and depart from an urban bus terminal. The impact of facility structural elements (pedestrian crossing signs, marked crosswalks, and sidewalks) and an in-vehicle pedestrian warning system was evaluated using the Center for Advanced Vehicular Systems driving simulator. 37 participants completed 186 drives in the driving simulator. Driver speed and lane position were evaluated. An in-vehicle alarm indicating "high pedestrian areas" led to reduced driver speed but drivers shifted closer to the shoulder (and pedestrians). Marked crosswalks had no observed effect on driver speed or vehicle controls but also led to drivers positioning themselves closer to the shoulder. Drivers exhibited risk compensation behaviors by driving faster and closer to shoulders when sidewalks were present. Pedestrian crossing signals led to reduced driver speed.

Book excerpt: This report defines a new pre-crash scenario typology for crash avoidance research based on the 2004 General Estimates System (GES) crash database, which consists of pre-crash scenarios depicting vehicle movements and dynamics as well as the critical event immediately prior to a crash. This typology establishes a common vehicle safety research foundation for public and private organizations, which will allow researchers to determine which traffic safety issues should be of first priority to investigate and to develop concomitant crash avoidance systems. Its main objectives are to identify all common pre-crash scenarios of all police-reported crashes involving at least one light vehicle (i.e., passenger car, sports utility vehicle, van, minivan, and light pickup truck); quantify their severity in terms of frequency of occurrence, economic cost, and functional years lost; portray each scenario by crash contributing factors and circumstances in terms of the driving environment, driver, and vehicle; and provide nationally representative crash statistics that can be annually updated using national crash databases such as GES. This new typology includes 37 pre-crash scenarios accounting for approximately 5,942,000 police-reported light-vehicle crashes, an estimated economic cost of 120 billion dollars, and 2,767,000 functional years lost. These statistics do not incorporate data from non-police-reported crashes.

It should be seen as a complement to the UN Secretary-General's study on violence against children released in late 2006 (that report addressed violence-related or intentional injuries). Both reports suggest that child injury and violence prevention programs need to be integrated into child survival and other broad strategies focused on improving the lives of children. Evidence demonstrates the dramatic successes in child injury prevention in countries which have made a concerted effort. These results make a case for increasing investments in human resources and institutional capacities. Implementing proven interventions could save more than a thousand children's lives a day.--p. vii.
