In addition, they gave more focuses to assessment of impacts of climatic hazards to farmers than assessment of farmer’s vulnerability to climatic hazards. Thus, this study was designed to bridge this gap by assessing vulnerability of farmer’s livelihood at household level measured as perceived sensitivity and lack of adaptive capacity to climatic hazards and by exploring sets of socioeconomic indicators that significantly determine vulnerability of farmers’ livelihoods. Cross-sectional data was collected through household survey from 379 randomly selected respondents which were also complemented with qualitative assessments. Principal component analysis was used to identify major socioeconomic indicators that contribute to vulnerability of farmer’s livelihood using orthogonal axis rotation in SPSS version 20. Binary logit model was used to identify principal socioeconomic indicators that significantly influence sensitivity and adaptive capacity of livelihoods of sampled farmers. The findings revealed that households that are heterogeneous in location of residence, sources of income, ownership to animals have significant influence on perceived sensitivity of farmers to climatic hazards. However, socioeconomic indicators such as age, gender, family size, have insignificant influence on sensitivity of farmer’s livelihood to climatic hazards. Gender, marital status, educational status of household head, coping mechanisms like grain & cash saving, NRM practices has significant influence on perceived adaptive capacity of farmers. Yet, access to social interconnectedness such as idir or iqub, family relatives, and cost of drinking water has insignificant influence on perceived adaptive capacity of farmers. Currently, 59%, 38% and 3% of sampled farmers have overall vulnerability status of low, moderate and high respectively. The overall conclusion is that differences in status of vulnerability of their livelihoods are attributed to differences in their present socioeconomic attributes. Community should strengthen existing hazard coping mechanisms whilst GOs and NGOs should support farmers in diversification of income sources and restocking of animals. Active community engagement in planning and execution of disaster risk reduction strategies and practices is also indispensable.

Book excerpt: Indicator-based frameworks have been widely used in vulnerability analysis to understand vulnerability to climate variability and change. This study examines the socio-economic vulnerability of farmers exposed to drought conditions and climate variability in one of the highly vulnerable state (Odisha) in Eastern India. Intensive survey was undertaken among 183 households in four villages to collect data on various socio-economic and livelihood indicators. Data were aggregated using a composite index, and vulnerability in four villages was compared. Our assessment shows that caution is warranted in terms of the assumption that we make about adaptive capacity. A higher adaptive capacity of the communities in vulnerability index does not necessarily imply that they are less vulnerable to the impacts of climate variability and change and vice versa. Highly vulnerable villages to climate risks are also the ones involved in various adaptation actions in agriculture. The findings further suggests that although vulnerability indices are helpful in identifying vulnerable people and places, there is a need to examine multiple stressors that interacts with socio-economic and biophysical vulnerability of communities. Results shows that highly vulnerable villages are characterized by features such as high levels of poverty, high levels of borrowing, less crop diversity, with agriculture as the only source of income and low level of agricultural insurance. Finally, results demonstrate the importance of diversified livelihoods in managing risks associated with climate hazards.

Two market places were selected purposively. The result indicates that all milk animals are indigenous cattle, camel and goats. There were generally two types of milk outlets identified in the district. These are traditional milk associations or groups and individual sellers. The traditional milk producer association group is locally called Faraqa Annanni. From a total of 94 households that sold milk during the study, only 22 (23 %) households were involved in the milk seller groups.

Quantitative data was collected from 80 beneficiary youth organized under job opportunity creation program and qualitative data was collected by interview with 10 respondents which of expert of Job Opportunity and Food Security Agency, woreda leader and managers in six Kebelles and 3 field observations was conducted. After data was collected then edited, coded and enter in to SPPS computer software and micro soft Excel as instruments of data entry and data interpreting. The analysis was done using descriptive statistics tool (like frequency, tables, percentage), data was presented by using graphs and summarizing. The major findings are: most of the respondents’ gender was males those are the age category of 26-29 years and most of them are single with high school education background. The challenges in implementing rural youth economic development package particularly in job creation opportunity program challenged by Limited knowledge and skill in leaders and experts, Inadequate Stakeholder integration, Lack of monitoring and evaluating practice to implement youth package, Insufficient credit services for youth and Lack of local community support. the prospect of rural youth economic empowerment were long and short term plan. The major Strategies to improve rural youth economic empowerment were the government should be strongly introducing youth policies, highly monitoring and evaluation in implementing youth development package, good education and training that focus to improve rural youth economic empowerment and improve credit service. Finally, the researcher has recommended that participation and coordination of all concerned bodies and stakeholders are very important in supporting to empower rural youth economically.

To this end, the study assesses the human resource, financial, managerial, facility capacity as well as the extent to which enabling work environment and community participation is available. The findings indicate that the capacity building program which was launched to address the problem of rural woredas has not brought about significant changes though there are some improvements in terms of community participation, service delivery and responsiveness to customers. However, constraints of resources and its utilization, lack of conducive work condition, lack of strong political leadership and commitment, and lack of governance system are identified as factors responsible for the ineffectiveness of the program. It is therefore recommended that for the capacity building effort to be materialized, there is a need for resources and proper utilization, strong political leadership and commitment, enabling work environment and an improved governance system.

With the growing recognition that many of the things that benefit or harm people are outside the market system, have come increasing efforts to develop nonmarket valuation techniques. One such technique is the contingent valuation method (CVM). CVM seeks to value environmental and other nonmarket goods and services by asking individuals about their values using survey methods. These procedures are different from the `revealed-preference' methods that economists have historically employed to estimate economic values. Why depart from well-established revealed-preference procedures and apply a `stated-preference' method like CVM? For nonmarket goods and services, revealed-preference methods have two shortcomings that those applying CVM hope to avoid. First, revealed-preference methods involve econometric problems that have yet to be fully overcome. The second shortcoming of revealed-preference methods is that such methods, when applied to environmental amenities, are likely to be only partial measures of value. Given the tremendous interest that exists in economic values and the limitations of revealed-preference methods, it is not surprising that interest in CVM has grown rapidly. Environmental Resource Valuation reviews the application of CVM and compares American experiences in nonmarket evaluation with those in other countries.
