Book excerpt: "There is a growing international evidence base documenting that universities are significant sites for violence against women and therefore important sites for prevention. In the US, bystander programmes are mandated where federal funding is required and legislation and specific duties exist for universities even if they are nonetheless problematic in their interpretation. Yet, in the UK, there is no specific mandate or legislation and many universities do not have specific policies to prevent or respond to sexual violence. Whilst law purports to tackle gender inequality it does so remedially rather than preventively. This book argues that it is prevention that is required to bring about genuine change in gender equality and achieve a social justice whereby violence against women in society is significantly diminished. The work draws on the results of the UK’s only bystander intervention, and empirical research conducted within schools. It also draws on vulnerability theory to explore whether, in its quest for actual equality as opposed to formal equality, it can be utilised as a powerful tool to call for a responsive state, which recognises, and has a mandate to address, the systemic and historical patterns of gender inequality that lead to violence against women. The interaction of prevention and law is under-theorised and this book seeks to explore how they might work together in the quest for social justice in a responsive state. Primarily concerned with UK university contexts in that the data is UK based, the study draws extensively upon US research in US universities for comparison and similitude, and has a wider international relevance."--Provided by publisher.

Although intimate partner violence, risk and security are intimately connected they are rarely considered in tandem in the context of global security. Yet, intimate partner violence causes widespread physical, sexual and/or psychological harm. It is the most common type of violence against women internationally and is estimated to affect 30 per cent of women worldwide. Intimate partner violence has received significant attention in recent years, animating political debate, policy and law reform as well as scholarly attention. In bringing together a range of international experts, this edited collection challenges status quo understandings of risk and questions how we can reposition the risk of IPV, and particularly the risk of IPH, as a critical site of global and national security. It brings together contributions from a range of disciplines and international jurisdictions, including from Australia and New Zealand, United Kingdom, Europe, United States, North America, Brazil and South Africa. The contributions here urge us to think about perpetrators in more nuanced and sophisticated ways with chapters pointing to the structural and social factors that facilitate and sustain violence against women and IPV. Contributors point out that states not only exacerbate the structural conditions producing the risks of violence, but directly coerce and control women as both citizens and non-citizens. States too should be understood as collaborators and facilitators of intimate partner violence. Effective action against intimate partner violence requires sustained responses at the global, state and local levels to end gender inequality. Critical to this end are environmental issues, poverty and the divisions, often along ‘race’ and ethnic lines, underpinning other dimensions of social and economic inequality.

The first type of violence is exercised in multiple situations and in the generality of relationships experienced by people involving others who are both strangers to and intimate with each other. Proximity violence provides and includes a fiduciary kind of "proximity", of "dependent intimacy", where the trust that the victim places in the other (her tormentor) favours the exercise of violence itself, allowing it to take place, thus making it practically imperceptible when not actually normal, in extreme cases. In turn, this confidence is comparable to "a veil of Maja" which, in conditions of vulnerability typical of victims, attenuates the consequences of the violence undergone or the omens of what becomes violent action. The conceptual triad: proximity violence, vulnerability, resistance-resilience is explored here, in the three main chapters and in the details aimed at identifying, in the final chapter, the mutual interconnections. This book will be of particular interest and use to undergraduate and graduate students of sociology and gender studies

It applies a conceptual framework which argues that differential exposure to IPV and differential vulnerability to poor health are two primary mechanisms driving health inequities for IPV survivors. Empirical analysis reveals context-specific nuances in the interactions of social position and IPV exposure in their impact on health, and suggests that encouraging women’s economic independence and ensuring access to health care are vital policy intervention points for reducing the health inequities of IPV survivors.
