Book excerpt: Les relations du Maroc avec la communauté européenne sont anciennes, continues et empreintes d'un cacher particulier qui s'explique par différents facteurs : géographique, historique, économique et politique. Ces liens particuliers ont connu des étapes intéressantes s'agissant du passage de la phase d'association en 1969 à celle de coopération en 1976 et à celle de partenariat en 1995. Dans cette thèse ces accords ont été étudiés et analysés. Nous avons constaté que les deux premiers accords comportent des limites liant aux accords eux-mêmes et des limites inhérentes aux réalités juridique et politique des deux partenaires. Mais, il faut avouer que ces accords permettaient de donner un cadre juridique aux relations entre les deux partenaires, ce qui permettait à l'Europe de contribuer de manière efficace au développement du Maroc. La deuxième partie de cette thèse a été consacrée à l'étude de l'accord d'association de 1996. Au niveau des résultats à part quelques réalisations, le contenu du l'accord reste timide, que ce soit son contenu économique, politique et social. En guise de conclusion nous pouvons constater que les relations d'association, de coopération puis de partenariat n'ont pas été couronnées de succès et n'ont pas pu contribuer à la croissance de l'économie marocaine. La mise au point et la promotion d'une réelle coopération pour la prospérité de l'Europe et le développement du Maroc sont subordonnés à l'adoption par ce dernier d'une réelle stratégie de développement autonome. Ces réformes doivent toucher les domaines : politique, économique, social, juridique et culturel et elles devraient se situer strictement aux niveaux : national, régional et européen.

Book excerpt: Si les différents élargissements de la communauté économique européenne depuis sa création n'ont pas affecté les économies des pays tiers méditerranéens, en revanche les répercussions régionales de celui-ci vers l'Espagne et le Portugal se font et se feront sentir profondément. Le Maroc est l'un de ces états dont les choix, les orientations économiques et les flux d'échanges se sont portés vers l'Europe. L'étude du cas marocain présente une originalité se manifestant par la revendication d'un traitement spécifique qui consacrerait son ancrage occidental et surtout par sa demande officielle d'adhésion de 1987 à la communauté économique européenne. Il est clair que la communauté a des enjeux méditerranéens tant sur le plan économique, géostratégique que sur le plan de la stabilité et de la sécurité régionale. Si la demande marocaine atteste d'un attachement au camp occidental avec tout ce que cela sous-entend comme choix de société; toutefois, l'appréciation économique par le biais de la matrice structurelle durant la décennie 1975-1985 révèle la faiblesse de certaines variables motrices conditionnant l'évolution du système marocain. Cependant, cet élargissement a provoqué un électrochoc positif suivi de la réussite du programme d'ajustement structurel. Aujourd'hui l'avenir des relations Maroc-communauté économique européenne s'achemine vers une formule de zone de libre échange; modèle qu'il conviendra de suivre pour les autres états du Maghreb surtout après la création de l'union du Maghreb arabe en 1989 et lorsque le temps viendra avec les adaptations nécessaires. Au-delà, la nécessité d'une coopération mutuellement avantageuse basée sur la coexistence dans un espace pacifique s'impose à l'aube du vingt-et-unième siècle. Le processus de paix sans doute irréversible qui s'est engage au Moyen-Orient n'est-il pas de nature à renforcer l'idée d'un espace économique méditerranéen?
