They investigate when and where voters treat regional elections differently from national contests and aim to increase our understanding of the dynamics of electoral competition, which have become increasingly multifarious and complex in many countries due to the establishment and strengthening of regional government. This volume brings together leading experts on elections who analyze differences between regional and national electoral outcomes in ten East European countries since 1990. Based on a common analytical framework, each chapter investigates congruence between regional and national elections and traces and explains second-order and regional election effects. The editors applied a similar analytical framework in Regional and National Elections in Western Europe (Palgrave, 2013) which focused on 13 West European countries, enabling the authors to compare regional electoral dynamics between Eastern and Western Europe and observe to what extent explanations for territorial heterogeneity in the vote in the West also apply to the East. This book will be of particular interest to advanced students and scholars in the fields of comparative politics, regional studies, Eastern-European politics, and democratization.

The monograph’s main focus is on regionalist political party strategies since 1990, and within that, each case study considers history and historiography, inter-group relations, economics, and region-building. The analysis demonstrates that many of the common assumptions about the causal determinants of territorial autonomy projects and outcomes, as well as about a teleological and unidirectional path from regionalism to nationalism, do not stand up to scrutiny. The author introduces original concepts such as plurinational, multinational and sectional regionalism to theories of nationalism and territorial politics. Book excerpt: This book seeks to enhance the cultural dimension of sustainable development and particularly focuses on minor historic centers and their natural and rural landscapes. In a society becoming ever more globalized, without territorial restrictions in the production of goods and able to reproduce in China the goods and product characteristic of South American crafts (to mention just two extremes), the only element that can still be contextualized is heritage identity: the result of close integration between cultural assets, intangible assets and settled communities. Thus, heritage identity is one of the few elements, together with natural resources, which has the potential for economic development that is still firmly rooted in places and local populations. These towns are often the centerpiece of urban landscapes and geographical areas with original features, not always but often as individual places within networks of minor historical centers linked by shared history, traditions and/or natural elements (rivers, forests, river systems or other natural elements). They are outside the major tourist networks, even if now there is a budding interest in the touristic exploitation of these environments. So, they are the right places to pursue a sustainable and local development with a cultural perspective. This book is a product of the VIVA_EASTPART project (Valorisation and Improving of management of Small Historic Centres in the eastern PARTnership region), under the EU-funded “ENPI Eastern Partnership” program. It complements the more practically-focused work that is in production from this group, more focused on empirical approaches to the development of minor historic centers of the nations involved. Though the book has been influenced by this research and working experience, the authors are solely responsible for the content and opinions presented.

In this innovative work on the international politics of nation-building, Harris Mylonas argues that a state's nation-building policies toward non-core groups - individuals perceived as an ethnic group by the ruling elite of a state - are influenced by both its foreign policy goals and its relations with the external patrons of these groups. Through a detailed study of the Balkans, Mylonas shows that how a state treats a non-core group within its own borders is determined largely by whether the state's foreign policy is revisionist or cleaves to the international status quo, and whether it is allied or in rivalry with that group's external patrons. Mylonas injects international politics into the study of nation-building, building a bridge between international relations and the comparative politics of ethnicity and nationalism.

It develops a novel framework, calling into question both primordial and modernist approaches to nationalism and national identity, before applying that framework to Croatia. An explanation is given of how Croatian national identity was formed in the abstract, via a historical narrative that traces centuries of yearning for a national state. The book shows how the government, opposition parties, dissident intellectuals and diaspora groups offered alternative accounts of this narrative in order to legitimise contemporary political programmes based on different versions of national identity. It then looks at how these debates were manifested in social activities as diverse as football, religion, economics and language. Book excerpt: Exploring five distinct models of federal arrangement, this book evaluates the relative merits of each model as a mechanism for managing relations in ethnically divided societies. Two broad approaches to this issue, accommodation and denial, are identified and, from this, five distinct models of federal arrangement are derived. The models; ethnic, anti-ethnic, territorial, ethno-territorial, and federacy, are defined and then located within their broader theoretical tradition. Detailed case studies are used to evaluate the strengths and weakness of each model and highlight patterns in the success and failure rates of the universe of post-1945 federal arrangements. From this it is clear that two forms of ethnically defined federal arrangement – federacy and ethno-territorial federalism, are associated with low failure rates, while ethnic federalism has enjoyed a far higher rate of failure. The reasons for this are examined and the implications of this for the design of federal systems in ethnically divided societies are assessed. Federal Solutions to Ethnic Problems: Accommodating Diversity advances a new argument within the field of comparative politics, that certain forms of federal arrangement are systematically more successful than others in ameliorating ethnically conflicted societies and is essential reading for students and scholars with an interest in politics and the Middle East.
