The Congress was organized by the International Union of Theoretical and Applied Mechanics; members of the IUTAM Congress Committee and Bureau are listed under Congress Organization. The members of the Stanford Organizing Committee, which was responsible for the detailed organization of the Congress, are also given, as are the names of the sponsors and the industrial and educational organizations that contributed so generously to the financial support of the meeting. Those attending the Congress came from 32 countries and totaled 1337 persons, plus wives and children. A list of the registered participants is included in the volume. The technical sessions of the Congress comprised four General Lectures and 281 contributed papers, the latter being presented in groups of five simultaneous sessions. The final choice of the contributed papers was made on the basis of abstracts by an International Papers Commit tee of IUTAM consülting of G. K. BATCHELOR, E. BECKER, N. J. HOFF, and W. T. KOlTER.

Le rapport « Afrique numérique : Transformation technologique pour l’emploi » montre qu'une utilisation plus large, par les entreprises et les ménages, des technologies numériques génératrices de productivité est impérative afin de générer de tels emplois, y compris pour les personnes peu qualifiées. Dans le même temps, cette démarche peut soutenir non seulement l'objectif à court terme de reprise économique postpandémique des pays, mais aussi leur vision d'une transformation économique assortie d’une croissance plus inclusive. Cependant, ces résultats ne seront pas automatiques. La disponibilité de l'internet mobile a augmenté sur l’ensemble du continent ces dernières années, mais l'écart d'utilisation est le plus élevé au monde. Les zones disposant d'au moins un service internet mobile 3G couvrent désormais 84 % en moyenne de la population des pays d'Afrique subsaharienne, mais seulement 22 % utilisent ces services. Et l'entreprise africaine moyenne accuse un certain retard en matière d'utilisation de smartphones et d’ordinateurs, ainsi que de technologies numériques plus sophistiquées qui contribuent à obtenir de nouveaux gains de productivité. Deux problèmes expliquent cet écart d'utilisation : l'absence d'abordabilité de ces nouvelles technologies et la de les utiliser. Pour les 40 % d'Africains qui vivent en dessous du seuil de pauvreté extrême, les forfaits de données mobiles coûteraient à eux seuls un tiers de leurs revenus, en plus du prix des appareils d'accès, des applications et de l'électricité. Les forfaits de données pour les petites et moyennes entreprises sont également plus chers que dans d'autres régions. De plus, la qualité des services internet †“ de même que la fourniture d'applications attrayantes et adaptées aux compétences qui favorisent l'entrepreneuriat et augmentent les revenus †“ présente des lacunes qui freinent la volonté des entreprises et populations de les utiliser. Pour les pays qui utilisent déjà ces technologies, les retombées du développement sont importantes. De nouvelles études empiriques réalisées pour le présent rapport s'ajoutent aux données sans cesse croissantes qui démontrent que la disponibilité de l'internet mobile augmente directement la productivité des entreprises, accroît le nombre des emplois, et réduit la pauvreté à travers l'Afrique. Pour que ces bénéfices ainsi que d'autres avantages se concrétisent plus largement, les pays africains doivent mettre en oeuvre des politiques complémentaires et synergiques afin de renforcer à la fois la capacité de payer des consommateurs et leur volonté d'utiliser les technologies numériques. Ces interventions doivent accorder la priorité à une utilisation productive en vue de générer un grand nombre d'emplois inclusifs dans une région sur le point de bénéficier d'une main-d'oeuvre massive et jeune, laquelle est appelée à devenir la plus importante du monde d'ici la fin du siècle.

At its 24th Annual Meeting at the University of Utah in September 1987, the Organizing Committee of the Society chose to honor Professor Williams by reserving several sessions for contributions from his colleagues working in the mechanics of fracture and associated mechanical property-structure relationships. We are therefore pleased to welcome Professor E.S. Folias, Professor of Mechanical Engineering, University of Utah, and a member of the Editorial Committee as the Guest Editor for the first three issues of Volume 39 of the Journal. We have also noted that the University of Utah was one of the three homes for the Journal, sandwiched between the original home at the California Institute of Technology in 1965 and its current location at the University of Pittsburgh. In observing these dual anniversaries, the publishers not only enthusiastically support the presentation of these special papers, but also wish to extend to Professor Williams our own best wishes on his personal anniversary, and to thank him and all the authors, reviewers, and particularly M.e. The historical point of view adopted here restricts attention to cases where the effectiveness of forces is assessed on the basis of the virtual motion of their points of application. For completeness, hints of the alternative approach are also referred, the Archimedean for ancient mechanics and the Newtonian for modern mechanics. The laws resulting from consideration of virtual motions are named laws of virtual work. The modern formulations of the principle of virtual work are only a particular form of them. The book begins with the first documented formulations of laws of virtual work in the IV century BC in Greece and proceeds to the end of the XIX century AD in Europe. A significant space is devoted to Arabic and Latin mechanics of Middle Ages. With the Renaissance it began to appear slightly different wordings of the laws, which were often proposed as unique principles of statics. The process reached its apex with Bernoulli and Lagrange in the XVIII century. The book ends with some chapters dealing with the discussions that took place in the French school on the role of the Lagrangian version of the law of virtual work and its applications to continuum mechanics.

Arch bridges face at present the double challenge of protecting their heritage and competing with other more recent structural forms. The conservation of the arch bridge heritage successively requires sound inspection and monitoring policies, accurate investigative methods, reliable assessment and eventual diagnosis, efficient means for maintenance, repair, strengthening and widening. While existing structures are being repaired and upgraded, new arch bridges, of traditional forms and on a "human scale", continue to be constructed, using improved and cost-effective materials and procedures, ensuring longevity and respect for the environment. In the forefront of this continuity, concrete bridge designers, in the northern and southern hemispheres, have successfully been striving for ever larger arch spans, closely approaching 400 m in the 1980's. Lately, at other spectacular sites, span records were beaten in three arch bridges respectively using stone, concrete and slender concrete-filled steel tubes. This breakthrough may encourage engineers to seek more daring and elegant forms of arch. On the broad spectrum of the suggested topics, numerous authors, from more than twenty-five countries, have recently offered major contributions, reminding that arch bridges have nothing lost of their appeal and that, for all the lessons learnt from their prestigious heritage, their design still simulates the creativity of engineers and architects. These contributions are put together in the present volume edited on the occasion of the Third International Arch Bridge Conference held in Paris in September 2001.

Book excerpt: A good deal of our information on solar physics and on solar phenomena is derived from the solar spectrum. A quantitative interpretation of this spectrum was only possible after 1920, after the establishment of Bohr's atomic model, the discovery of Saha's law, and the development of spectrophotometry. The resolving and light gathering powers of our instruments have greatly increased since. We have seen an enormous progress in our theoretical under standing of basic atomic phenomena, and of the intricate problems concerned with the transfer of energy through a complicated structure like the sun's outer layers. In particular the observable part of the solar spectrum tremen dously enlarged since the introduction, in the years after 1945, of radio astronomy, enabling us to study the solar spectrum between wavelengths of some mm to about 15 m, of space research, giving access to the whole electro magnetic spectrum below 3000 A, down to about 0. 01 A. Further, the low and high energetic components of the solar particles spectrum have been dis covered with space probes (the solar wind), rockets, balloons (the so-called sub cosmic-ray particles) and cosmic ray monitors (solar cosmic ray bursts). The extreme wealth of this spectrum, much vaster in extent than the earlier investigators could only dream of, is an important source of information. It looked appropriate to us, after the rapid development of this branch of science, ' to invite the world's leading solar physicists to Utrecht for a summa rizing symposium on the whole solar spectrum.

The Society was founded in 1989 and planned to hold a series of meetings to impress upon an audience comprised mainly by Greek students and scholars, the point that history of science is an autonomous discipline with its own plurality of approaches developed over the years as a result of long discussions and disputes within the community of historians of science. The Conference took place at a time when more and more people came to realise that the future of the Greek Universities and Research Centres depends not only on the progress of the institutional reforms, but also very crucially on the establishment of new and modern subject areas. Though there have been significant steps towards such a direction in the physical sciences, mathematics and engineering, the situation in the so-called humanities has been, at best, confusing. Political expediencies of the post war years and ideological commitments to a glorious, yet very distant past, paralysed the development of the humanities and constrained them within a framework which could not allow much more than a philological approach.
