Advancing diverse models for artistic and humanitarian alliance, the volume urges conscientious deliberation on the role of aesthetics in crisis through intellectual engagement, artistic innovation, and administrative policy. Across Africa, artists increasingly turn to NGO sponsorship in pursuit of greater influence and funding, while simultaneously NGOs-both international and local-commission arts projects to buttress their interventions and achieve greater reach and marketability. The key values of artistic expression thus become "healing" and "sensitization," measured in turn by "impact" and "effectiveness." Such rubrics obscure the aesthetic complexities of the artworks and the power dynamics that inform their production. Clashes arise as foreign NGOs import foreign aesthetic models and preconceptions about their efficacy, alongside foreign interpretations of politics, medicine, psychology, trauma, memorialization, and so on. Meanwhile, each community embraces its own aesthetic precedents, often at odds with the intentions of humanitarian agencies. The arts are a sphere in which different worldviews enter into conflict and conversation. To tackle the consequences of aid agency arts deployment, volume editors Samuel Mark Anderson and Chérie Rivers Ndaliko assemble ten case studies from across the African continent employing multiple media including music, sculpture, photography, drama, storytelling, ritual, and protest marches. Organized under three widespread yet under-analyzed objectives for arts in emergency-demonstration, distribution, and remediation-each case offers a different disciplinary and methodological perspective on a common complication in NGO-sponsored creativity. By shifting the discourse on arts activism away from fixations on message and toward diverse investigations of aesthetics and power negotiations, The Art of Emergency brings into focus the conscious and unconscious configurations of humanitarian activism, the social lives it attempts to engage, and the often-fraught interactions between the two.

This issue was exacerbated by the COVID-19 pandemic, intensifying the need for urgent action to eradicate it. Many governments, including in the MENA region, have enacted policies and programmes to tackle VAW. However, limited strategic planning, long-term investment in services, and co-ordinated responses among public institutions and actors involved in the implementation of VAW strategies have made it difficult to break the VAW cycle. Drawing on data collected through the 2022 OECD Survey on Strengthening Governance and Victim/survivor-centric Approaches to end Violence Against Women in MENA Countries, this report provides an overview of MENA countries’ efforts to develop whole-of-government VAW responses, especially during the COVID-19 pandemic and with a view to help anticipate future crises. It assesses the gaps that hinder progress towards achieving lives free from violence for all women and girls and provides recommendations to enhance the efficiency and effectiveness of the policy and institutional frameworks across MENA countries in addressing VAW.

Book excerpt: This path-breaking book provides a comparative analysis of public discourses in France and Australia on a series of highly mediatised racialised gang rapes that occurred during the early to mid-2000s. These rapes led to intense public debate in both countries regarding an apparent ‘gang rape phenomenon’ associated with young men of Muslim background. By comparing the responses to similar instances of sexual violence in two very different Western liberal democracies, this book explores the relationship between constructions of national, gender and ethnic identity in modern, developed nations of the West. The impact of immigration and cultural diversity on communities has become an issue of central concern to Western liberal democracies in recent years. With greater movements of people than ever before, and large temporary migrant populations who have not ‘gone home’, the discourse of a ‘crisis of national identity’ is a feature of many democracies in the West. At the same time, in a supposedly ‘post-feminist’ age, the focus of debates around women’s rights in these democracies has increasingly been the extent to which the cultural values of immigrant and ethnic minority populations are compatible with the espoused gender equality of the West. Through an analysis of these rapes, Kiran Kaur Grewal identifies certain commonalities as well as interesting points of divergence within the two nations’ public discourses. In doing so she identifies the limitations of current debates and proposes alternative ways of understanding the tensions at play when trying to respond to acts of extreme sexism and violence committed by members of ethnic minority communities.
