Book excerpt: Are the issues of civil society, “good governance”, and the role of NGOs in Vietnam part of a discursive discourse that is linked to a growing development industry in which development studies and economics dominate? Kleinen questions these issues based upon longitudinal research in Vietnam since the early 1990s. In this study, an effort is made to explain the concrete interactions between authorities of the Vietnamese one-party state and its citizens by introducing an attitude of participants to conceal their real intentions with the intent to disguise their actions in order to obtain benefits for their own. Using the concept of mimicry the author tries to grasp what it means to live in a society where political and economic life is dominated by elite groups and were social change is coming from different directions. Two case studies are presented here: one in which local stakeholders of home stay tourism achieve their goals to develop an acceptable form of co-habitation with ethnic minorities without questioning the state. Another case study focuses upon the rapid urbanization of the periphery of Hanoi where land grabbing and private economic gains of outsiders are at loggerheads with local experiences and perceptions of state-village relationships. The question remains what it means for Vietnam's modernization and the prospects of a civil society.

The nation’s official historical narrative has led to the development of protected values that are called upon during political decision making. In order to secure these values, such as regime stability, national independence, and social order, officials must act within accepted rules of appropriate political behavior. The book shows that through State-run education, mandatory defense training, and membership in mass organizations, Vietnamese citizens are taught social and political ethics, and their identity is moulded in concert with this process. Using textbooks and education to understand the underlying values within Vietnam’s society is used as the contextual framework for two case studies - the problem of landmines and the on-going threat of avian influenza - which examine how authorities frame problems, negotiate, and deal with potential crises. This book will be of great interest of academics and students within Asian studies, but also for policy makers involved with the country and those doing business in Vietnam, including non-governmental organizations, private businesses and charitable groups.

To these external analysts, the American-backed regime seemed to be plagued by instability and factionalism for no apparent reason. Their bewilderment, however, has obscured a deep and complex history. In Disunion, Nu-Anh Tran shows how factional struggles in the Saigon-based republic reflected serious disagreements about political ideas at a pivotal moment in the lead-up to the Vietnam War. The book traces the emergence of Vietnam’s anticommunist nationalists back to the struggle for independence and explores how their alliances were tested and then broken during the rule of the RVN’s first president, Ngô Đình Diệm. The anticommunists rejected the authoritarianism and ideology of the Vietnamese communists and dreamed of building an independent, democratic government that would unite the Vietnamese nation. The RVN was supposed to be the fulfillment of this long-cherished vision. But discord soon erupted among the anticommunists. Politicians fiercely debated to what extent the government should be democratic and which groups had a legitimate place in political life. The unresolved disagreements provoked intense and continuous infighting that troubled the RVN throughout the regime’s existence. Ultimately, the animosity undermined any possibility of realizing the anticommunists’ shared vision for the country. Based on previously neglected primary sources and extensive research in Vietnamese and American archives, Disunion paints a rich and sensitive portrayal of leaders and activists in the RVN. Anticommunist nationalists were deeply devoted to their homeland and inspired by forward-looking visions, but they were also hobbled by their failure to live up to their lofty ideals. By examining these historical figures on their own terms, the book offers a fresh perspective on the political history of South Vietnam that has remained misunderstood to this day.

Since the 1990 breakout to a market economy, Vietnam has shown outstanding development success, with rapid GDP growth, macroeconomic stability, swift poverty reduction, maintenance of social spending and extensive globalisation. Her SOEs have played a major role, not only in showing that performance gains in 1989-91 could compensate for loss of the large Soviet bloc aid program, but also as major players in the rapid economic change of the 1990s, during which the officially reported state share of GDP remained high. By the middle of the 2000s, however, a rising private sector was, in harness with a large presence of foreign companies, sharply increasing pressures upon SOEs. Against this background, the book concludes with an assessment of the extent to which Vietnam's commercialised SOEs are now no longer seen as an effective compromise, but acting as a major hindrance to Vietnam's development. It examines the drivers of socialist-regime change, the nature of the đổi mới state, and the basis of regime legitimacy in Vietnam. The Element argues that despite its 'one-party rule' label, the party-state apparatus that channels said rule has become fragmented. State-building during the đổi mới period involved negotiations and bargaining that redefine authority and power relations within the state apparatus. The party-state's accountability projects are designed to target the specific self-aggrandizing tendencies of the state apparatus, its policies, and abuse of state power. At the leadership level, patterns of resource allocation underlying the đổi mới growth model as well as the VCP's cadre rotation approach have accommodated central and sub-national state elites across sectors and levels, helping shore up the legitimacy of the đổi mới state in the eyes of the state elite. The combination of sustained economic growth, expansion of political space, accountability, and tolerance of small-scale public protests have been factors in strengthening regime-society legitimization.
