Book excerpt: Wave after wave of political and economic refugees poured out of Vietnam beginning in the late 1970s, overwhelming the resources available to receive them. Squalid conditions prevailed in detention centers and camps in Hong Kong and throughout Southeast Asia, where many refugees spent years languishing in poverty, neglect, and abuse while supposedly being protected by an international consortium of caregivers. Voices from the Camps tells the story of the most vulnerable of these refugees: children alone, either orphaned or separated from their families. Combining anthropology and social work with advocacy for unaccompanied children everywhere, James M. Freeman and Nguyen Dinh Huu present the voices and experiences of Vietnamese refugee children neglected and abused by the system intended to help them. Authorities in countries of first asylum, faced with thousands upon thousands of increasingly frightened, despairing, and angry people, needed to determine on a case-by-case basis whether they should be sent back to Vietnam or be certified as legitimate refugees and allowed to proceed to countries of resettlement. The international community, led by UNHCR, devised a well-intentioned screening system. Unfortunately, as Freeman and Nguyen demonstrate, it failed unaccompanied children. The hardships these children endured are disturbing, but more disturbing is the story of how the governments and agencies that set out to care for them eventually became the children�s tormenters. When Vietnam, after years of refusing to readmit illegal emigrants, reversed its policy, the international community began doing everything it could to force them back to Vietnam. Cutting rations, closing schools, separating children from older relations and other caregivers, relocating them in order to destroy any sense of stability--the authorities employed coercion and effective abuse with distressing ease, all in the name of the �best interests� of the children. While some children eventually managed to construct a decent life in Vietnam or elsewhere, including the United States, all have been scarred by their refugee experience and most are still struggling with the legacy. Freeman and Nguyen�s presentation and analysis of this sobering chapter in recent history is a cautionary tale and a call to action.

It is aimed at drawing attention to the issues which continue to affect such children, and at providing information for future international debate on appropriate care for unaccompanied refugee minors. The report consists of an introduction and five sections: 1) background, including a comparison of resettlement policy in Britain and other receiving countries; 2) the development of Save the Children Fund's policy towards these refugee children; 3) day-to-day operation of the children's home; 4) a profile of the children in the home and the efforts made towards family reunion or resettlement; and 5) conclusion. The author emphasizes the importance of appropriate forward planning by both government and NGOs to cope with the arrival of unaccompanied refugee minors, and the need for providing adequate education in the English language and their own language and culture. Among the problems encountered by the agency were delays in government decisions regarding applications for family reunion, and a lack of clarification as to whether legal responsibility for the unaccompanied minors lay with government or the NGO. In conclusion, the author calls for coordinated research at international level, with the collaboration of UNHCR, governments and NGOs, to assess and provide guidelines on the alternative forms of placement for unaccompanied refugee minors.

Book excerpt: Abstract: By international standards, and given its relatively low per capita income, Vietnam has achieved substantial reductions in, and low levels of, infant and under-five mortality. Wagstaff and Nguyen review existing evidence and provide new evidence on whether, under the economic liberalization program known as Doi Moi, this reduction in child mortality has been sustained. They conclude that it has, but that the gains have been concentrated among the better-off. As a result, socioeconomic inequalities in child survival are evident in Vietnam"a change from the early 1990s when none were apparent. The authors develop survival models to find the causes of this differential decline in child mortality, and conclude that a number of factors have been at work, including reductions among the poor (but not among the better-off) in coverage of health services and in women's educational attainment. They argue that if the experience of the late 1990s is a guide to the future, the lack of progress among the poor will jeopardize Vietnam's chances of achieving the international development goals for child mortality. The authors examine various policy scenarios, including expanding coverage of health services, water and sanitation, and find that such measures, while useful, will have only a limited effect on the mortality of poor children. They find that programs aimed at narrowing the gap between the poor and better-off may have large beneficial effects on the various determinants of child survival. Despite the large population and higher prevalence of mental health concerns due to refugee and immigrant status compared to the overall American population, the Vietnamese American population underutilizes mental health services. The current study expands on existing research using a constructivist lens and multiple case study approach. Semi-structured interviews were conducted with four Vietnamese American mothers who had children 12 and under who had or are currently using mental health services. Two primarily were Vietnamese speaking and two were primarily English speaking. Participants shared perceptions of mental health for Vietnamese American children, and described their experiences with mental health services for their children. The findings of this study indicate that Vietnamese beliefs and values, perceptions of problems, perceptions of factors contributing to mental health, approaches to addressing mental health concerns, and experiences of treatment all impacted the participants perceptions of their children's mental health service use. Implications of the findings will be detailed according to the Ecological Systems Theory (Bronfenbrenner, 1979; Bronfenbrenner & Morris, 1998; Bronfenbrenner & Morris, 2006), combined with an integrative model for Vietnamese Americans (Lam, 2005), and detailed in regards to practice, training, and future research.

Book excerpt: Over 3 million U.S. military personnel were sent to Southeast Asia to fight in the Vietnam War. Since the end of the Vietnam War, veterans have reported numerous health effects. Herbicides used in Vietnam, in particular Agent Orange have been associated with a variety of cancers and other long term health problems from Parkinson's disease and type 2 diabetes to heart disease. Prior to 1997 laws safeguarded all service men and women deployed to Vietnam including members of the Blue Navy. Since then, the Department of Veteran Affairs (VA) has established that Vietnam veterans are automatically eligible for disability benefits should they develop any disease associated with Agent Orange exposure, however, veterans who served on deep sea vessels in Vietnam are not included. These "Blue Water Navy" veterans must prove they were exposed to Agent Orange before they can claim benefits. At the request of the VA, the Institute of Medicine (IOM) examined whether Blue Water Navy veterans had similar exposures to Agent Orange as other Vietnam veterans. Blue Water Navy Vietnam Veterans and Agent Orange Exposure comprehensively examines whether Vietnam veterans in the Blue Water Navy experienced exposures to herbicides and their contaminants by reviewing historical reports, relevant legislation, key personnel insights, and chemical analysis to resolve current debate on this issue.
