By the time of the UN's fiftieth anniversary in 1995, the mood had shifted. Peacekeepers were bogged down in Bosnia and Somalia. Iraq continued to test the UN's resolve to enforce arms control inspections. In much of the world, the gap between haves and have-nots was increasing. Everyone agreed that UN reform was needed, yet the political will to effect change was absent. With unmet challenges throughout the world, the limits to UN power and effectiveness were being realized. From regional conflicts to areas of environmental degradation and human rights abuses, the UN's success depends more than ever on the way in which three dilemmas are resolved–the tensions between sovereignty and the reality of its erosion, between demands for global governance and the weakness of UN institutions (as well as the reluctance of states to commit), and between the need for leadership and the diffusion of power. In this second edition, the authors have undertaken major revisions along with thorough updating. They explore the three dilemmas in the context of the UN's evolving role in world politics, including its experience in maintaining peace and promoting development, environmental sustainability, and human rights–the focus of an entirely new chapter. They also consider the role of various actors in the UN system, from major powers (especially the United States), small and middle powers, coalitions, and nongovernmental organizations to the secretaries-general. The need for institutional reforms and specific proposals for reform are examined. Because multilateral diplomacy is now the norm rather than the exception in world politics, the UN's effectiveness has been challenged by the new demands of the post–Cold War era. This completely revised and updated text places the UN at the center of a set of core dilemmas in world politics and provides a series of case studies that probe the politics and processes of UN action.

The methodology, the papers' main results, and policy implications are summarized in the introductory chapter. The book reports on a follow-on project to the country studies presented in Lance Taylor (ed.), External Liberalization, Economic Performance, and Social Policy, OUP, 2001. The new project represents a significant extension of the earlier work in that it focuses principally on formerly socialist European economies (Hungary, Poland, Russia), Asian economies (consistently growing China, India, Singapore, and Vietnam; the 1997-98 crisis victims Indonesia, Korea, Malaysia, and Thailand; and cyclically stagnant Philippines and Turkey). Brazil is also included as an important comparator. Macroeconomics has traditionally been less actively pursued in Asia and the transition economies than, say, in Latin America. The 1997-98 crisis awoke the Asians to the importance of macro, and the present book is in part a response to the development. A distinguishing feature of the book is the common methodology, which focuses on the mechanisms via which effective demand is generated and the interactions of labor productivity, employment growth, and income distribution. The country papers show clearly how trade and capital account liberalization along with changes in the real exchange rate affected demand, productivity, and employment at the country level. They also trace through shifts in the overall income distribution and the incidence of poverty. The authors of the papers bring a wealth of insight into their thick descriptions à la Clifford Geertz's famous Balinese cockfight about how diverse economies responded to rather similar reform packages and offer lessons about ongoing institutional change. They also suggest policy shifts that may help make economic performance better in the future than it has been in the past.

Washington and Hanoi have incrementally normalized relations over the past decade. The pace has been relatively slow due to continued debate in the United States and Vietnam over improved relations. Congress has played a significant role in the normalization process. Bilateral relations took a major step forward in February 1994, when President Clinton ordered an end to the 19-year old U.S. trade embargo on Vietnam. The following year, the United States and Vietnam settled diplomatic and private property claims and opened liaison offices in Washington and Hanoi. In April 1997, a U.S. Ambassador was approved by the Senate and took up his post in Hanoi. In March 1998, President Clinton granted a waiver from the Jackson-Vanik amendment that smoothed the way for Overseas Private Investment Corporation (OPIC) and Export-Import Bank support for U.S. business in Vietnam. On July 13, 2000, the U.S. and Vietnam continued their normalization by signing a sweeping bilateral trade agreement (BTA), which was approved by Congress and signed by President Bush in 2001.
