Not limited in any way to set methods and means, this informational effort spreads across a wide variety of projects, all aimed at making the lessons learned in Vietnam available to the Marine who is fighting there and the Marine who is soon due to take his turn in combat. Recognizing a need to inform the men who are the key to the success of Marine Corps operations—the enlisted Marines and junior officers of combat and combat support units—the former Assistant Chief of Staff, G-3, Major General William R. Collins, originated a project to provide a timely series of short, factual narratives of small unit action, stories which would have lessons learned as an integral part. Essential to General Collins' concept was the fact that the stories would have to be both highly readable and historically accurate. The basic requirement called for an author trained in the methodology of research, with recent active duty experience at the small unit level in the FMF, and a proven ability to write in e style that would ensure wide readership. This publication, then, is based upon first-hand, eyewitness accounting of the events described. It is documented by notes and taped interviews taken in the field and includes lessons learned from the mouths of the Marines who are currently fighting in Vietnam. It is published for the information of those men who are serving and who will serve in Vietnam, as well as for the use of other interested Americans, so that they may better understand the demands of the Vietnam conflict on the individual Marine.

The air war s inauguration with the nickname Rolling Thunder followed an eleven-year American effort to induce communist North Vietnam to sign a peace treaty without openly attacking its territory. Thus, Rolling Thunder was a new military program in what had been a relatively low-key attempt by the United States to win the war within South Vietnam against insurgent communist Viet Cong forces, aided and abetted by the north. The present volume covers the first phase of the Rolling Thunder campaign from March 1965 to late 1966. It begins with a description of the planning and execution of two initial limited air strikes, nicknamed Flaming Dart I and II. The Flaming Dart strikes were carried out against North Vietnam in February 1965 as the precursors to a regular, albeit limited, Rolling Thunder air program launched the following month. Before proceeding with an account of Rolling Thunder, its roots are traced in the events that compelled the United States to adopt an anti-communist containment policy in Southeast Asia after the defeat of French forces by the communist Vietnamese in May 1954.

Book excerpt: As the year 1965 began, U.S. policymakers were deeply worried about the situation in Vietnam and divided about what should be done about it. Many feared that South Vietnam could not be saved, but in the context of the global war on communism, few believed that it was politically and strategically acceptable for the United States to allow South Vietnam to fall without putting up more of a fight. If the United States was truly dedicated to the preservation of a non-Communist South Vietnam, a few senior officials believed that the United States would have no choice but to deploy large ground forces in a bid to defeat the Communists militarily, or at least to bring them to the negotiation table on favorable terms, as had occurred in Korea. Others thought that a full-fledged war was undesirable, unlikely to achieve victory, and domestically unsustainable. They preferred using limited military means to coerce the Communists into accepting South Vietnam's independence. No one in the U.S. government, however, seemed to have a clear vision of how the crisis might end if the Communist leadership in Hanoi refused to be cowered. Unfortunately, North Vietnam's leaders had no intention of backing down. Although they feared U.S. military intervention, they regarded the reunification of Vietnam under communism as nonnegotiable, and they were prepared to pay a steep price to obtain it. The two nations were thus on a collision course. One, North Vietnam, was advancing aggressively forward toward conquering South Vietnam. The other, the United States, was moving hesitantly and with ambivalence toward a deeper involvement of undetermined proportions to save South Vietnam. Neither antagonist had a firm grasp on a situation that would soon spiral out of control.

Employing what they believed was a balanced strategy—base defense, offensive operations, and pacification—the Marines planned to consolidate their base areas in 1966. At the beginning of 1966, the 1st Marine Division reinforced the 3d Marine Division and 1st Marine Aircraft Wing in Vietnam. By the end of the year, the III Marine Amphibious Force had nearly doubled in size. Two separate events, however, were to dash the high hopes held by the Marines in 1966. An internal political crisis in the spring halted the Marine pacification campaign south of the large Da Nang Airbase. In July, the North Vietnamese Army launched an incursion through the Demilitarized Zone and Marines went north to counter the enemy thrust. By December 1966, Marine units were stretched thin along the 265-mile length of I Corps. As one Marine commander observed, "too much real estate—do not have enough men." Although written from the perspective of III MAF and the ground war in I Corps, the volume treats the activities of Marine advisors to the South Vietnamese Armed Forces, the Seventh Fleet Special Landing Force, and Marines on the staff of the U .S. Westmoreland, the commanding general of the Military Assistance Command, Vietnam (MACV), sent large numbers of soldiers on search-and-destroy missions against Viet Cong forces. His strategy in Vietnam depended on the superiority of U.S. firepower, including intensive aerial bombardments of regular enemy units. The goal was to inflict more losses than the Communist forces could sustain. During 1966, the United States gradually built up not just its forces, but also the logistical and administrative infrastructure needed to support them. Pacification, which took a lesser role during the military buildup, remained central to the allies approach to the war, with the White House taking additional measures to elevate its importance. As 1966 drew to a close, General Westmoreland was in position to launch the type of large, sustained military campaign that he hoped would both cripple the enemy and enable the South Vietnamese to make substantial progress toward pacification. The tide had been stemmed, yet no one was under the illusion that the task ahead would be either easy or quick.
