Book excerpt: Excerpt from An Australian Colony: The Government Handbook of Victoria The absence of knowledge by a large number of residents in Great Britain and Ireland of: the Geographical Divisions of Australia, and of the Agricultural, Pastoral, and Mineral Resources of Victoria, is made apparent by numerous inquiries. In order that information respecting the colony may be obtained by those seeking it, this brochure has been prepared. Victoria, although the smallest of the five colonies of the Continent of Australia, is one of the most prosperous. It has an area of square miles, and one of the finest climates in the world. The difference in temperature throughout the year is slight, the average being 4920 in winter, and 6530 in summer. The average rainfall in the colony for a series of years was inches. With such a genial climate, open-air work can be carried on throughout the year. Compared with European countries, Victoria occupies a very favorable position as regards the health of its people, and is entirely free from epidemical disease, from which less favoured countries suffer. The system of State Education is free, and schools are so situated as to be accessible for children in all parts of the colony. The standard of education is high, and many of our most successful men received their education in State schools. The value of imports for 1897 was and exports Of the area of square miles, only acres are under cultivation, and as most of the area is capable of cultivation, there are possibilities of extending it considerably. He argues that the Australian colonies are ideal for working class emigration. Already in the introduction it becomes clear that Sidney is very anti-Wakefield, which makes it an important document in the debate between competing proposals for emigration. Apparently Sidney was very well-informed, he had access to otherwise inaccessible primary sources, and the verbatim transcripts add considerably to the book's value.
