The Code was first published in 1926, and a new edition of the code has been published every six years since 1934. The 2012 edition of the Code incorporates laws enacted through the One Hundred Twelfth Congress, Second Session, the last of which was signed by the President on January 15, 2013. It does not include laws of the One Hundred Thirteenth Congress, First Session, enacted between January 2, 2013, the date it convened, and January 15, 2013. By statutory authority this edition may be cited "U.S.C. 2012 ed." As adopted in 1926, the Code established prima facie the general and permanent laws of the United States. The underlying statutes reprinted in the Code remained in effect and controlled over the Code in case of any discrepancy. In 1947, Congress began enacting individual titles of the Code into positive law. When a title is enacted into positive law, the underlying statutes are repealed and the title then becomes legal evidence of the law. Currently, 26 of the 51 titles in the Code have been so enacted. These are identified in the table of titles near the beginning of each volume. The Law Revision Counsel of the House of Representatives continues to prepare legislation pursuant to 2 U.S.C. 285b to enact the remainder of the Code, on a title-by-title basis, into positive law. The 2012 edition of the Code was prepared and published under the supervision of Ralph V. Seep, Law Revision Counsel. Book excerpt: How American soldiers opposed and resisted the war in Vietnam While mainstream narratives of the Vietnam War all but marginalize anti-war activity of soldiers, opposition and resistance from within the three branches of the military made a real difference to the course of America’s engagement in Vietnam. By 1968, every major peace march in the United States was led by active duty GIs and Vietnam War veterans. By 1970, thousands of active duty soldiers and marines were marching in protest in US cities. Hundreds of soldiers and marines in Vietnam were refusing to fight; tens of thousands were deserting to Canada, France and Sweden. Eventually the US Armed Forces were no longer able to sustain large-scale offensive operations and ceased to be effective. Yet this history is largely unknown and has been glossed over in much of the written and visual remembrances produced in recent years. Waging Peace in Vietnam shows how the GI movement unfolded, from the numerous anti-war coffee houses springing up outside military bases, to the hundreds of GI newspapers giving an independent voice to active soldiers, to the stockade revolts and the strikes and near-mutinies on naval vessels and in the air force. The book presents first-hand accounts, oral histories, and a wealth of underground newspapers, posters, flyers, and photographs documenting the actions of GIs and veterans who took part in the resistance. In addition, the book features fourteen original essays by leading scholars and activists. Notable contributors include Vietnam War scholar and author, Christian Appy, and Mme Nguyen Thi Binh, who played a major role in the Paris Peace Accord. The book originates from the exhibition Waging Peace, which has been shown in Vietnam and the University of Notre Dame, and will be touring the eastern United States in conjunction with book launches in Boston, Amherst, and New York.

(1) Each facility or part of a facility constructed by, on behalf of, or for the use of a public entity shall be designed and constructed in such manner that the facility or part of the facility is readily accessible to and usable by individuals with disabilities, if the construction was commenced after January 26, 1992. (2) Exception for structural impracticability. (i) Full compliance with the requirements of this section is not required where a public entity can demonstrate that it is structurally impracticable to meet the requirements. Full compliance will be considered structurally impracticable only in those rare circumstances when the unique characteristics of terrain prevent the incorporation of accessibility features. (ii) If full compliance with this section would be structurally impracticable, compliance with this section is required to the extent that it is not structurally impracticable. In that case, any portion of the facility that can be made accessible shall be made accessible to the extent that it is not structurally impracticable. (iii) If providing accessibility in conformance with this section to individuals with certain disabilities (e.g., those who use wheelchairs) would be structurally impracticable, accessibility shall nonetheless be ensured to persons with other types of disabilities, (e.g., those who use crutches or who have sight, hearing, or mental impairments) in accordance with this section.
