It shows how the European Community (EC, the predecessor of the EU), which initially had very limited legal competence in the field, progressively developed a solid policy framework presenting science and research as indispensable tools for European economic competitiveness and growth. In the late 20th century Western Europe, hungry for growth, concerned about the American technological lead, and keen to compete in the increasingly open international markets, the argument for a joint European effort in science and technology seemed plausible. However, the EC was building its new functions in an already crowded field of European research collaboration and in a shifting political context marked by austerity, national rivalries, new societal and environmental challenges, and emerging ambivalence about science. This book conveys the contested history of one of the EU’s most successful policies. It is a story of struggle and frustration but also of a great institutional and intellectual continuity. The ideational edifice for the EC/EU research policy that was put in place during the 1960s and 1970s years proved remarkably robust. Its durability enabled the rapid takeoff of the European Commission’s initiatives in the more favorable political atmosphere of the early 1980s and the subsequent expansion of the EU research funding instruments and programs that permanently transformed the European research landscape.

Although debates on capitalism have been making a comeback since the 2008 crisis, to date the concept of capitalism remains almost completely avoided by historians of European integration. This book thus conceptualizes ‘capitalism’ as a useful analytical tool that should be used by historians of European integration and proposes three major approaches for them to do so: first, by bringing the question of social conflict, integral to the concept of capitalism, into European integration history; second, by better conceptualizing the link between European governance, Europeanization and the globalization of capitalism; and thirdly by investigating the economic, political and ideological models or doctrines that underlie European cooperation, integration, policies and institutions. This analytical encounter between European integration history and capitalism allows for a better understanding of how today’s "Europe" resulted from a complex social, economic and political conflict that took place in part at the European level. The chapters in this book were originally published as a special issue of the journal, the European Review of History.

Despite this, little is known on how this political system works in practice. This book offers an unprecedented window into the everyday relationships between bureaucrats and interest representatives. Where the media only shows lobbyists as they meet MEPs and submit amendments, the book argues that the bulk of their work is done in close contact with EU bureaucrats – a form of ‘quiet politics’ developed by the business community, targeting officials with little public exposure. Based on official archives, the book first sets the historical picture for the emergence of a new layer of bureaucrats; fuelled by European and transatlantic capitalism, it altered the political façade of the business community to fulfil its need for legitimacy. Book excerpt: What made me write this book was a feeling that students of international economics needed to fin out their knowledge of the theory with work on the practice of the major international economic organizations, many of which are having a growing influence on the national economies of their members. There was no single volume given over to a concise treatment of these organizations. of the international organizations themselves can be con The annual reports sulted, of course, but as a rule these are not noted for being brief and to the point (the items of importance have to be fished out of a sea of useless detail), nor do they go in for criticism of their own activities. In selecting the organizations to be dealt with in the book I was guided by the influence they exert. I have left out those whose activities consist mainly in the drafting recommendations to which, however meritorious they may be, little or no attention is paid. Some of them are included in the Introduction, which provides a summary of a number of institutions not discussed separately in the body of the work. There are, however, two exceptions: the Organization for Economic Cooperation and Development (OECD) as the organization replacing the Organization for European Economic Cooperation (OEEC), and the United Nations Conference on Trade and Development (UNCTAD) whose meetings have succeeded in drawing much attention of the press.
