Book excerpt: The evolution of information technology (IT) has outpaced the federal acquisition system's ability to keep up. And as the United States security strategy increasingly demands information superiority to defeat its enemies, national security institutions cannot afford to lag behind the advancements in IT. The CIA addressed their inability to procure the cutting-edge technologies needed to meet their mission requirements and adopted an innovative acquisition strategy to bridge the gap. They engaged the IT sector through In-Q-Tel, a venture capital firm that invests Agency money in companies that could produce commercially viable technologies to fill the Intelligence Community's (IC) pressing IT shortfalls. This thesis explores two aspects of the In-Q-Tel model, whether In-Q-Tel creates relationships between the IC and promising technology companies that would not have occurred otherwise, and the contributions In-Q-Tel makes to its portfolio companies that contribute to their success. The results of this study suggest that In-Q-Tel has promoted new relationships between the IC and technology firms that were not actively seeking the government market as well as bringing the IC together with technology companies that had viable technology solutions but for various reasons could not connect with the right users within the IC. Findings also show that In-Q-Tel's technical validation of its portfolio companies' products, its established network of investors and technology users within the IC, and the capital provided to fund product development and$or operating expenses are highly valued by its portfolio companies and directly contributed to the companies' success.

CVC programs in established corporations invest in and partner with entrepreneurial companies. By doing so, established companies are able to identify and source new emerging technologies from entrepreneurial companies. CVCs typically make a financial investment and receive a minority equity stake in an entrepreneurial company. CVCs also facilitate investment of in-kind resources into portfolio companies. In return, the parent corporation gains a window on new technologies and strategically complementary companies that could become strategic partners. CVCs generally invest with a combination of financial and strategic objectives. Strategic objectives include leveraging external sources of innovation, bringing new ideas and technologies into the company, and taking "real options" on technologies and business models (by investing in a wider array of technologies or business directions than the company can pursue itself). Corporate venture capital may be viewed in the broader context of corporate venturing, including both internal and external venturing. Internal venturing programs "go inside" the firm and create entrepreneurial ventures from within the corporation. External venturing programs "go outside" the firm and tap external sources of innovation, whether through research collaborations with universities, strategic alliances with other firms, or partnerships with entrepreneurial companies. Often, the firm's internal and external venturing efforts are closely related and interact with each other. CVC programs in established corporations face both inward and outward. They face outward to build relationships with the entrepreneurial venture community, learn about new technology and business directions, and make investments that create new strategic opportunities for the corporation. They face inward to interact with the firm's R&D and business operating units, in order to identify operating units' interests and priorities. CVCs support the corporation's existing businesses by introducing new technologies and partnerships to its operating groups. At the same time, CVCs help identify technologies and opportunities that fall between or beyond the corporation's existing businesses. This report uses industry data and original survey data to describe trends and characteristics of CVC organizations and investments. Book excerpt: Established companies in technology-enabled industries such as software, telecommunications, pharmaceuticals, and semiconductors, have used corporate venture capital as a lever to access and screen technological advances, and to drive innovation outside the traditional firm boundaries. Recent years have witnessed emergence of a new wave of corporate venture capital funds that increasingly interact and compete with traditional venture capital firms in the entrepreneurial ecosystem. The incremental benefits of financing a startup through corporate venture capital have been a subject of study by researchers across Economics, Finance, Strategy, and Innovation fields. First, this thesis examines entrepreneurs' rationale for raising capital from corporate investors. Through the analysis of an online survey conducted with startups based in the US and founded between 2010-15, we identify that startups that operate in capital-intensive industries, such as life sciences and manufacturing, raise capital from corporate investors in order to establish strategic partnership with corporates, significantly more than do startups in capital-light industries such as enterprise and consumer software. Second, through an empirical analysis of a panel of 8,190 startups founded in the US between 2000-10, this thesis shows that corporate venture capital is more beneficial to startups that operate in capital-intensive industries. Using a bi-variate probit model, this thesis shows that startups backed by corporate venture capital are more likely to be acquired or go public, and that the likelihood of an exit event increases as capital-intensity of the industry magnifies, as measured by the level of fixed assets on companies' balance sheets. In addition, we provide empirical evidence that participation of corporate venture capital in a financing round, helps a capital-intensive startup to raise further funding from reputable traditional venture capital firms. Third, this thesis presents empirical evidence that establishing strategic collaboration between capital-intensive startups and corporate parents of venture capital firms, in forms of joint research, product development, or commercialization, is a main source of value for startups. Using data gathered on 130 corporate news announcements on strategic collaborations, this thesis shows that capital-intensive startups backed by corporate venture capital, are significantly more likely to succeed when they establish strategic collaboration with corporate parents. The final contribution of this thesis is a formal assessment of traditional venture capital firms' investment behavior in presence of corporate investors. We present a game-theoretic model and identify the circumstances under which traditional venture capital firms benefit financially from corporate investors participation in financing a capital-intensive startup. By leveraging data gathered on 8,190 startups, we apply the game-theoretic model and Monte-Carlo method to simulate financial returns for a traditional venture capital firm investing a capital-intensive startup in the pharmaceutical industry.

Since it is unlikely that the Army will devote substantially greater resources to its research and development (R & D), the Army must find better methods for developing the technologies needed to stage its revolution in military affairs (RMA) while keeping current equipment relevant and affordable. This issue paper introduces the idea that the Army should fund some of its technology development through a private venture capital organization. The concept exploits venture capital's efficiency in developing technology, its access to the growing commercial technology sector, its capacity to respond with agility to changing technology, and its ability to leverage additional resources throughout the development cycle. The authors propose that the Army set up a venture capital fund as a not-for-profit corporation that makes equity investments in early-stage companies developing technologies that are important to the Army but also have potential to find commercial markets in the longer term. The use of a venture capital model for development of relevant advanced technologies could significantly help the Army achieve the acquisition reform goal of affordabily acquiring the leading-edge technologies it needs.

Book excerpt: Venture capital (VC) is widely perceived by UK policymakers to be a key requirement for the growth and development of successful and innovative early stage firms. This thesis examines how government policy has impacted the emergence of VC sectors in the UK and US. Using historical, qualitative and quantitative methods it argues that the public rationale behind UK policy has been largely framed in ways that underestimate the importance of capabilities, demand for capital, and institutional differences. The thesis examines venture capitalists' key supply-demand relationships: with funded firms; with limited partners; and with the markets that allow exit via IPO. It argues that the US VC sector has developed unique capabilities enabling the assembly of complementary assets to bring firms to successful IPO. In the UK, policy aimed at addressing the 'equity gap' has focused on the provision of capital rather than developing the capabilities that have characterised the US sector. We perform quantitative analysis examining the effectiveness of recent UK schemes at providing VC funding to small firms. Drawing upon two proprietary datasets, including one new hand-collected dataset of all investments made under the Venture Capital Trust scheme, the thesis provides new quantitative evidence on the success of government policy interventions, demand for capital by firms, and investment exit opportunities. The thesis then compares principal-agent and evolutionary framing perspectives of the VC sector, arguing the evolutionary view explains some nuances more readily than a pure principal-agent view. It concludes by discussing the theoretical and policy implications of the research.
