It is now recognised as being highly beneficial in the analysis of poverty and inequality, but also in the redefinition of policies aimed at improving the well-being of individuals. The approach has been applied within numerous sectors, from health and education to sustainable development, but beyond the obvious interest that it represents for the classical economics tradition, it has also encountered certain limitations. While acknowledging the undeniable progress that the approach has made in renewing the thinking on the development and well-being of a population, this book takes a critical stance. It focuses particularly on the approach’s inadequacy vis-à-vis the continental phenomenological tradition and draws conclusions about the economic analysis of development. In a more specific sense, it highlights the fact that the approach is too bound by standard economic logic, which has prevented it from taking account of a key ‘person’ dimension — namely, the ability of an individual to assume responsibility. As a result, this book advocates the notion that if the approach is used carelessly in relation to development policies, it can cause a number of pernicious effects, some of which may lead to disastrous consequences. Due to its multidisciplinary nature, this book will be of interest to those working in the fields of economics, philosophy, development studies and sociology.

It explores prospects for sustainable development using methods firmly grounded in empirical reality, as well as emphasizing scientific, economic and socio-political concerns. This approach is based on the construction of non-monetary indicators for sustainability, and the application of cost-effectiveness analyses to identify robust alternatives for the achievement of specified policy norms. In calculating the requirements for sustainability the contributors attach importance to multiple criteria decision aid (MCDA) methods of analysis to evaluate the key components of sustainability and help assess the sustainability of aregional or national economic development trajectory. Case studies of water pollutants in the Bretagne region in France and greenhouse gas reduction in Europe are used to investigate resource allocation from this perspective. The contributors utilize the M3ED model - a structural economy-environment simulation model which gives a multi-sectoral representation of a national economy's production, final consumption and environmental pressures - to explore feasible economic futures. It is applied to scenarios in France to demonstrate ways that prospects for sustainability can be investigated at a national level. The contributors compare and contrast these models with the aims of more typical neoclassical modelling in their search for the most effective approaches to defining operational measures for sustainability. This book will be of great interest to academics in the field of ecological and environmental economics and to policymakers and planners in government and industry.

The report provides a comprehensive overview of the current state of protected areas and aims to assist policymakers and the wider public in understanding the complexity of the current systems of protected areas. This report is especially timely, as 2012 marks the 20th anniversaries of the Convention on Biological Diversity and of the EU Habitats Directive. Both of these legal instruments consider protected areas to be key tools in the maintenance and restoration of biodiversity and ecosystems. For the purposes of this report, a 'protected area' is any site with defined boundaries classified or designated by countries under legislation primarily aiming at nature conservation i.e. at the protection, management and restoration of species, habitats and ecosystems. A protected area can thus be any area of sea, lakes, rivers or land that has been identified as important for the conservation of nature, and managed for this purpose. It is important to recognise that protected areas differ greatly in the extent to which they limit human activity within their boundaries. Some protected areas allow industry, extensive agriculture or fishing to occur within their boundaries, while others prohibit all of these activities. The term is thus very broad in its application. The report covers all 32 countries that are members of the EEA--27 European Union Member States, Iceland, Liechtenstein, Norway, Switzerland and Turkey--as well as the seven cooperating countries--Albania, Bosnia and Herzegovina, Croatia, the former Yugoslav Republic of Macedonia, Montenegro, Serbia and Kosovo under the UN Security Council Resolution 1244/99.
