Les autres volumes ont décrit les procédures d’une évaluation jusqu’au stade où les données ont été préparées pour l’analyse statistique, le sujet de ce volume. Les analyses précises effectuées dépendent des besoins en information des responsables des politiques et des gestionnaires de l’éducation. Dans la plupart des évaluations nationales, ces besoins ont trait à la qualité des acquis des élèves, aux facteurs liés à l’apprentissage, aux questions d’équité, et dans certains cas, à l’évolution du rendement de l’éducation au fil du temps. Le volume 4, qui comprend deux parties, détaille étape par étape la manière d’analyser les données collectées lors d’une évaluation nationale. La partie I offre une présentation générale des analyses statistiques généralement effectuées dans les évaluations à grande échelle, pour mesurer la tendance centrale et la dispersion des scores des élèves ainsi que les relations entre les variables. La partie II décrit le logiciel IATA (Item and Test Analysis), qui utilise la théorie classique des tests et celle de la réponse à l’item pour déterminer des échelles pour les scores des élèves. Les étapes de l’analyse des données issues de l’administration des tests pilote et final sont décrites en détail. Un CD d’accompagnement contient des exercices spécialement conçus et les fichiers de données correspondants pour les deux parties du volume. L’ouvrage examine les politiques de CSU de chaque pays à partir de 3 thèmes communs : (1) l’économie politique et le processus politique d’adoption, d’atteinte et de maintien de la CSU; (2) les politiques financières d’amélioration de la couverture sanitaire; et (3) les ressources humaines en santé au service des politiques d’atteinte de la CSU. Les constats tirés de ces études pays sont une source d’enseignements auxquels peuvent faire référence les pays qui aspirent à l’adoption, à l’atteinte et au maintien de la CSU. Même si la voie vers la CSU reste spécifique à chaque pays, tous peuvent profiter des expériences des autres en apprenant des différentes approches et en évitant les risques potentiels.

This report assesses the effectiveness of this Bank support. The report finds that the Bank and the donor community have improved their operational readiness to engage with fragile states, and made substantial progress on donor coordination at the international policy level. Significant challenges remain, however. Donor agendas have been overly ambitious and need to be made more selective, the effectiveness of donor programs needs to be improved after the immediate post-conflict phase in war-ravaged countries when structural change is needed, and donors need to develop transparent aid allocation criteria that ensure that fragile states will be neither under- nor over-aided. The report makes recommendations to overcome these challenges and distills lessons for the Bank and other donors.
