Book excerpt: Il presente contributo mira a conciliare il tema della misurazione e valutazione della performance con il tema della partecipazione e dell’interazione tra amministrazioni pubbliche e cittadini, singoli oppure organizzati. La prospettiva proposta è quella dei sistemi di misurazione e valutazione della performance visti non solo come strumenti tecnici informativo-contabili, ma anche come sistemi dinamici orientati al dispiegamento di processi democratici, alla definizione di politiche pubbliche, al coinvolgimento dei cittadini, al miglioramento della qualità del rapporto, del dialogo e quindi ad una maggiore fiducia reciproca tra amministratori pubblici e cittadini. Il contributo esordisce definendo i concetti di misurazione e valutazione della performance e offrendone una disamina, sulla base della principale letteratura nazionale e internazionale, sviluppandosi poi sia in senso teorico che pratico. Dal punto di vista teorico/concettuale, si approfondisce il tema dell’interazione tra pubblica amministrazione e società civile nei processi di misurazione e valutazione della performance, mostrando il potenziale contributo di diversi filoni di letteratura, da quelli di Pubblica Amministrazione a quelli di Accounting, Citizen Science e Data Journalism. Si propone, poi, una panoramica di tre principali meccanismi di interazione tra attori esterni e pubblica amministrazione (modello tradizionale, modello di misurazione e valutazione guidate dall’amministrazione pubblica, modello di misurazione e valutazione guidate dalla società civile) e si evidenzia come l’interazione sia praticamente assente o scarsa nel primo modello, intensificandosi negli altri due e distinguendosi a seconda che essa avvenga lungo tutte le fasi di un processo di misurazione della performance o solo rispetto ad alcune di esse. Dal punto di vista pratico, il contributo riporta tre esperienze di monitoraggio civico nazionali e internazionali, affinché siano di supporto a lettori e lettrici per comprendere i possibili obiettivi, attori, processi, metodi, risultati, condizioni di successo nonché criticità di un processo interattivo tra pubblica amministrazione e società civile per la misurazione e valutazione della performance pubblica.

Book excerpt: PERBACCO (a free Italian acronym for Life-cycle Performance, Innovation and Design Criteria for Structures and Infrastructures Facing Æolian and Other Natural Hazards) is a research project partly funded by the Italian Ministry for University (MIUR) in the PRIN (Progetti di Ricerca di Interesse Nazionale) framework, for the years 2004-05.Within the project, a first attempt has been made to integrate different disciplines aiming at an overall optimization of the performance of a wide range of wind exposed structures and infrastructures, with consequent benefi cial impact on the society.The overall objectives were (a) to provide unifi ed concepts for "expected performance" and "risks induced by æolian and other natural hazards", to be applied to structures and infrastructures over their whole life-cycle, such to be acceptable to stakeholders in the construction process (i.e. from the owner to the end-user), (b) to provide models and methodologies for dynamic monitoring of the performance of structures and infrastructures, to be integrated in appropriately designed procedures, and (c) to collect, refi ne, fi le and disseminate the knowledge available on a European basis, concerning the performance of wind-exposed structures and facilities, in a way such to be of use to Construction Industry. This volume summarises the main results obtained during the Project, with each Section addressing a different class of problems, to which many research Units have contributed. A list of papers containing the main results of the research activities carried out within the Project is also provided in each Section.

Book excerpt: The organized crime group that dominates much of the socioeconomic life of contemporary Naples, the Camorra, is organized by kin and geography, and it is notoriously the most violent, fractious, and disorganized mafia in Italy. The Camorra controls local extortion rackets, the drug and counterfeit trades, and other legal and illicit activities as well as wielding substantial political influence throughout Naples and its environs. Felia Allum has been researching the Camorra for twenty years, and in The Invisible Camorra she reveals a surprising alteration in Camorra behavior when operatives live outside the Neapolitan base. When gang members move away from Naples, having been forced out by intense policing and gang competition, they are attracted by business opportunities that, on the whole, fit in with their usual activities. When they move to other parts of Western Europe and are therefore no longer criminals simply by virtue of "mafia association" as they are in Italy, they become largely invisible. Gang members avoid the spectacular deployment of violence, they merge quietly into local life, they keep themselves to themselves, and, when necessary, use legitimate local actors such as lawyers and accountants to further their economic well-being. Allum has constructed a meticulous description and analysis of Camorra activities abroad. To build accounts of the Camorra in Germany and the Netherlands, France, Spain, and the United Kingdom, she has interviewed investigating magistrates, police officers, and confessed criminals; done substantial mining of Italian and European police data; and made extensive use of judicial investigations, court records and transcripts as well as of journalistic accounts. The result is the first systematic analysis of the overseas activities of this major criminal organization.
