Book excerpt: This book fills a gap in the literature on environmental sustainability by addressing the topic from the perspective of social and economic development. Progress in understanding and achieving sustainability requires the integration of scientific, social, economic, and legal issues. Yet progress in understanding and achieving sustainability will only be achieved through integration of scientific, social, economic, and legal aspects. A treatise on environmental sustainability should raise the current state of knowledge by proposing and recommending decision-making efforts and breaking new ground with agendas aimed for the younger generation. These younger scientists will be confronted with future uncertainty related to the set of crises that characterise the 21st Century (e.g. ecological, social, food, energy, environmental, climatic, financial, etc.). Currently, there are a number of indicators that demonstrate that ecological conditions are being compromised globally. These include reduced primary productivity, reduction in biological complexity, spreading pollution such as eutrophication, ecological degradation in any continental/basin/coastal/sea ecosystem, reduction in biodiversity, lowered resilience and slow recovery of damaged ecosystems, and reduced ecological integrity. All of these problems are related to social and economic pressure. The challenge for most ecological systems is not only to establish the baseline for current ecosystem conditions, but also to explore options for recovery and sustainability. The latter involves ecological restoration where ecosystem and environmental services are maintained and enhanced. These services are essential to social integration and economic development. This book not only introduces a theoretical and conceptual framework for the topic, but also analyses the uncertainty for sustainability because of dwindling natural resources. It includes contributions providing a basis for public policies, case studies integrating concepts and tools for solutions, and a set of position papers addressing new agenda topics that will shape the 21st century. The book will be useful for researchers, professors and students alike, as well as for all stakeholders from social, economic and academic sectors.

The quest for the Sustainable City has until recently focused on the efficient use of resources with the application of technical advances giving rise to the definition of SMART Cities. The economic model emphasised however is still “linear” in the sense that the design and consumption follows the pattern of extraction of natural resources, manufacturing, product usage and waste disposal. The continuous growth of urban population has recently given rise to the emergence of a new model which responds better to the challenges of natural resource depletion as well as waste management. This model has been called the “circular economy”. The circular economy is a recent concept based on the reuse of what up to now has been considered wastes, reintroducing them into the productive cycle. The objective of the circular economy is to reduce consumption and achieve savings in terms of raw materials, water and energy, thus contributing to the preservation of resources in order to reach sustainable development. One of the most important of these resources is water which is becoming a scarce commodity in an ever expanding world whose population demands a better standard of living. Water is required for agricultural purposes as well as by industry, in addition to its use by the general population. The recycling of water is an essential component of the circular economy. There is no possibility for the success of a long term economic policy without addressing the problems of natural resources and environmental pollution, which will affect the reuse of materials and products. The current market economy based on a linear model from resource extraction, manufacturing, consumption and waste disposal, has not proved a long term suitable solution, in spite of the substantial efforts made in reducing its environmental impacts. This is largely due to the continuous population growth, in a society that demands high standards of living, thus requiring an ever increasing share of natural resources.

The study provides a conceptual framework to the analysis of the country's 34 economic sectors and the two historical perspectives behind them. Book excerpt: 1.1 General Framework In most arid and semi-arid countries, water resource management is an issue that is both important and controversial. Most water resources experts now acknowledge that water conflicts are not caused by physical scarcity but are mainly due to poor water management (Rosegrant et al. 2002; Benoit and Comeau 2005; Comprehensive Assessment of Water Management in Agriculture 2007; Garrido and Dinar 2010, among others). The scientific and technological advances of the past 50 years have led to new ways to solve many water-related conflicts, often with tools that seemed unthinkable a few decades ago (Llamas 2005; Lopez-Gunn and Llamas 2008). This study deals with the estimation and analysis of Spain’s water footprint, both from a hydrological and economic perspective. Its ultimate objective is to report on the allocative efficiency of water and economic resources. This analysis can provide a transparent and multidisciplinary framework for informing and optimising water policy decisions, contributing at the same time to the implementation of the EU Water Framework Directive (WFD) (2000/60/EC). It also responds to the current mandate of the Spanish Ministry of Environment and Rural and Marine Affairs, which recently issued instructions for drafting river basin management plans in compliance with the EU Water Framework Directive, with a deadline of end of year 2009 and then every 6 years (BOE 2008).
