Tante riforme nel corso degli anni non hanno migliorato la situazione. Anzi è purtroppo peggiorata. Andare alla ricerca delle cause profonde non è meno importante delle proposte per uscirne. In questo libro si cerca di dire delle prime senza rinunciare ad esporre le seconde, per non perdere la sfida della ripresa dopo l’emergenza sanitaria Covid-19. Si devono però fare i conti con alcuni punti fermi del circuito istituzionale amministrativo: il modo in cui è stata declinata la tutela della concorrenza nei pubblici appalti; la prevenzione della corruzione; il mito della semplificazione amministrativa. Anche per questo si sceglie il metodo della conversazione che si snoda tra domande e risposte. Questo dà spazio a dubbi sinora inespressi nel dibattito, senza però dimenticare le obiezioni a questi dubbi basate su quel che è il “diritto vivente” in Italia. Tutela della concorrenza e prevenzione della corruzione non possono sacrificare l’interesse principale: quello di eseguire gli appalti. Il dialogo tra intervistato e intervistatore è la tecnica che si utilizza per dare alle idee maggiore immediatezza. Il dialogo è anche il modo per non rivolgersi solo ai giuristi e per spiegare ai non addetti ai lavori quel che è accaduto, avvertendoli che la manutenzione delle opere pubbliche e l’efficienza dei servizi sono beni essenziali e irrinunciabili.
