The chapters discuss the history of utilities reform, assess the nature of the changes, and address the issues of institutional modification. Four themes emerge from the collection -- the characteristics of Europe-wide reform, the nature of national variance, cross-sectional variations, and the institutional arrangements that can emerge to accommodate the regulatory regime.

Book excerpt: In the late 1990s many European countries started comprehensive restructuring of their energy industries, the typical ingredients of the reforms are full or partial privatization, vertical disintegration, liberalization. In this paper we focus on the way in which energy sector reforms affect social affordability. The aim of this paper is to analyze the effects of energy reforms on the household probability of experiencing utilities deprivation (that is, to be unable to pay scheduled utility bills) in seven European Countries: Denmark, Belgium, France, Ireland, Italy, Netherlands and Spain. The period of analysis is 1994-2001. We also explore the dynamics of utilities deprivations focusing on the causes behind deprivation persistence. We differentiate between household heterogeneity and true state dependence. Then, controlling for observed and unobserved heterogeneity, we use the magnitude of average partial effects to investigate the relevance of any state dependence and the impact of energy sector reforms on the probability of experiencing utilities deprivations and on state dependence. We find evidence that vertical disintegration in the energy sector and privatization increase the household probability of experiencing utilities deprivation. Moreover, vertical disintegration also increases the household persistence in the status of deprivation.

It also analyses the key elements of effective reform, such as third party access to the gas infrastructure. Unlike earlier reformers, Europe faces important challenges of growing import dependency and reliance on a few large producer countries, against a background of strong demand growth. It is vital that both short and long term security of supply are sustained in the new market conditions. At the same time a key objective of reform is to improve economic efficiency through competition and short term trade, in order to reduce prices for natural gas consumers. The book argues that security and competition are not incompatible, and that security can be enhanced by competition provided that reform is handled with care. As Europe implements the EU Gas Directive, this book is a timely review for energy policy makers and others involved in the reform process. It is the latest in a series of IEA publications on energy market reforms.

Book excerpt: The aim of this research is to investigate the impact of energy sector reforms on electricity generation and thus economic growth in EU and Southeast European countries. The paper aims at clarifying whether the impact of energy sector reforms on generation efficiency differs among countries according to their level of development and regional characteristics. Our hypothesis is that the EU reform model is not appropriate for all Member States and Southeast European countries since it does not improve efficiency in electricity generation in all countries and therefore, it can hamper economic growth. For testing the defined hypothesis the panel regression model with fixed effects has been used. The research results show that unlike in the EU-15 (old Member States), energy sector reforms in the EU-12 (new Member States), and selected Southeast European countries (Energy Community contracting parties) have no significant impact on electricity transmission and distribution losses. These evidences imply that the uniform EU reform model does not improve efficiency of electricity generation in less developed countries. On the contrary it can even hamper economic growth and therefore it cannot be appropriate for all Member States. The reason lies in the fact that successful reform model requires adequate level of institutional resources that are missing in most transition and post-transition countries.
