Book Shadow Prices for Project Appraisal

Download or read book Shadow Prices for Project Appraisal written by Elio Londero and published by Edward Elgar Publishing. This book was released on 2003 with total page 0 pages. Available in PDF, EPUB and Kindle. Book excerpt: Capitalizing on the extensive experience of the author in estimating shadow prices, Shadow Prices for Project Appraisal forges a bridge between theory and practice, explaining what shadow (or accounting) prices are, how they are used, and how they can be estimated. Starting from the basic principles of applied welfare economics, Elio Londero's book provides a step by step derivation of those formulas more frequently utilized in estimating shadow prices. The preparation and use of input-output techniques are examined in detail, and different estimation approaches and updating procedures are presented. Finally, a detailed case study of shadow prices for Colombia illustrates their practical application. This book will be essential reading for students and teachers interested in cost-benefit analysis, and in shadow prices as a specialized field of applied welfare economics. In addition, the book will be an invaluable source for applied economists and practitioners interested in calculating shadow prices.

Book Strengthening Benefit Cost Analysis for Early Childhood Interventions

Download or read book Strengthening Benefit Cost Analysis for Early Childhood Interventions written by Institute of Medicine and published by National Academies Press. This book was released on 2009-11-18 with total page 89 pages. Available in PDF, EPUB and Kindle. Book excerpt: The deficiencies that many children experience from birth to school age-in health care, nutrition, emotional support, and intellectual stimulation, for example-play a major role in academic achievement gaps that persist for years, as well as in behavior and other problems. There are many intervention programs designed to strengthen families, provide disadvantaged children with the critical elements of healthy development, and prevent adverse experiences that can have lasting negative effects. In a climate of economic uncertainty and tight budgets, hard evidence not only that such interventions provide lasting benefits for children, their families, and society, but also that the benefits translate into savings that outweigh the costs is an extremely important asset in policy discussions. Convincing analysis of benefits and costs would provide a guide to the best ways to spend scarce resources for early childhood programs. Benefit-Cost Analysis for Early Childhood Interventions summarizes a workshop that was held to explore ways to strengthen benefit-cost analysis so it can be used to support effective policy decisions. This book describes the information and analysis that were presented at the workshop and the discussions that ensued.

Book Policy Reform Shadow Prices and Market Prices

Download or read book Policy Reform Shadow Prices and Market Prices written by International Monetary Fund and published by International Monetary Fund. This book was released on 1988-10-18 with total page 56 pages. Available in PDF, EPUB and Kindle. Book excerpt: How should possible policy reforms and projects be assessed when prices give misleading signals? Revenues and costs at market prices then give distorted measures of social gains and losses and our appraisal should use social opportunity costs, or correctly defined, shadow prices. We show how shadow prices may be integrated into an analysis of tax and price reform, demonstrate the critical dependence of these prices on government policy, and analyze their relations with market prices. A conceptual framework for applied analysis is provided plus a detailed theoretical account of policy in a model with some fixed prices, rationing, and taxation.

Book Beyond GDP

  • Author : Marc Fleurbaey
  • Publisher : Oxford University Press
  • Release : 2013-04-11

Download or read book Beyond GDP written by Marc Fleurbaey and published by Oxford University Press. This book was released on 2013-04-11 with total page 395 pages. Available in PDF, EPUB and Kindle. Book excerpt: In spite of recurrent criticism and an impressive production of alternative indicators by scholars and NGOs, GDP remains the central indicator of countries' success. This book revisits the foundations of indicators of social welfare, and critically examines the four main alternatives to GDP that have been proposed: composite indicators, subjective well-being indexes, capabilities (the underlying philosophy of the Human Development Index), and equivalent incomes. Its provocative thesis is that the problem with GDP is not that it uses a monetary metric but that it focuses on a narrow set of aspects of individual lives. It is actually possible to build an alternative, more comprehensive, monetary indicator that takes income as its first benchmark and adds or subtracts corrections that represent the benefit or cost of non-market aspects of individual lives. Such a measure can respect the values and preferences of the people and give as much weight as they do to the non-market dimensions. A further provocative idea is that, in contrast, most of the currently available alternative indicators, including subjective well-being indexes, are not as respectful of people's values because, like GDP, they are too narrow and give specific weights to the various dimensions of life in a more uniform way, without taking account of the diversity of views on life in the population. The popular attraction that such alternative indicators derive from being non-monetary is therefore based on equivocation. Moreover, it is argued in this book that "greening" GDP and relative indicators is not the proper way to incorporate sustainability concerns. Sustainability involves predicting possible future paths, therefore different indicators than those assessing the current situation. While various indicators have been popular (adjusted net savings, ecological footprint), none of them involves the necessary forecasting effort that a proper evaluation of possible futures requires.

Book Health Economics from Theory to Practice

Download or read book Health Economics from Theory to Practice written by Simon Eckermann and published by Springer. This book was released on 2017-03-20 with total page 328 pages. Available in PDF, EPUB and Kindle. Book excerpt: This book provides a robust set of health economic principles and methods to inform societal decisions in relation to research, reimbursement and regulation (pricing and monitoring of performance in practice). We provide a theoretical and practical framework that navigates to avoid common biases and suboptimal outcomes observed in recent and current practice of health economic analysis, as opposed to claiming to be comprehensive in covering all methods. Our aim is to facilitate efficient health system decision making processes in research, reimbursement and regulation, which promote constrained optimisation of community outcomes from a societal perspective given resource constraints, available technology and processes of technology assessment. Importantly, this includes identifying an efficient process to maximize the potential that arises from research and pricing in relation to existing technology under uncertainty, given current evidence and associated opportunity costs of investment. Principles and methods are identified and illustrated across health promotion, prevention and palliative care settings as well as treatment settings. Health policy implications are also highlighted.

Book Shadow Elite

Download or read book Shadow Elite written by Janine R. Wedel and published by ReadHowYouWant.com. This book was released on 2010-10 with total page 590 pages. Available in PDF, EPUB and Kindle. Book excerpt: It can feel like we're swimming in a sea of corruption. It's unclear who exactly is in charge and what role they play. The same influential people seem to reappear time after time in different professional guises, pressing their own agendas in one venue after another. According to award-winning public policy scholar and anthropologist Janine Wedel, these are the powerful ''shadow elite,'' the main players in a vexing new system of power and influence. In this groundbreaking book, Wedel charts how this shadow elite, loyal only to their own, challenge both governments' rules of accountability and business codes of competition to accomplish their own goals. From the Harvard economists who helped privatize post-Soviet Russia and the neoconservatives who have helped privatize American foreign policy (culminating with the debacle that is Iraq) to the many private players who daily make public decisions without public input, these manipulators both grace the front pages and operate behind the scenes. Wherever they maneuver, they flout once-sacrosanct boundaries between state and private. Profoundly original, Shadow Elite gives us the tools we need to recognize these powerful yet elusive players and comprehend the new system. Nothing less than our ability for self-government and our freedom are at stake.
